SUMMARY STATEMENT:
The Prince William Sound Regional Citizens'Advisory Council (PWSRCAC) requested that
the Borough Mayor provide a recommendation of a representative to the Kodiak Village
Mayor's Association (KVMA) prior to the PWSRCAC's annual meeting of May 7, 2015.This
individual could potentially have the opportunity to influence decisions having profound
implications for oil transportation safety in Alaska, and for the state's oil spill prevention and
response capabilities.
PWSRCAC requires the Kodiak Village Communities to have an active seat on the Council in

order to participate. The current seat has lacked participation since May 2013 and PWSRCAC
has advised the Borough Mayor that the KVMA seat is in jeopardy of being removed due to its
inactivity.
Solicitation went out to the rural communities and Rural Leadership Forum. Letters of interest

the 1989 Exxon Valdez oil spill,as well as aquaculture,commercial fishing.environmental,Alaska Native.
recreation,and tourism groups.
As part of the Kodiak Village Mayors Association(K VMA).a member entity of the Prince William Sound
RCAC,Larsen Bay is one of five villages on Kodiak Island represented through a seat on our board.The
KVMA is currently represented by Emil Christiansen of Old Harbor,but he is planning to step down and we
hope to find a new representative in time for our May meeting in Valdez.That is one item we are happy to
discuss with you all on this trip.We are also currently involved in a variety of safe oil transportation issues in
the region such as regular work on contingency planning.commenting on new EPA policies regarding the use
of chemical dispersants,the protection of environmentally sensitive areas from oil spills through Geographic
Response Strategies,inspectability of piping at the Valdez Marine Terminal,and more.Our website has more
