NORTECH performed an asbestos containing building materials (ACBM) assessment of the building exterior including visual inspections and sampling. The following is a synopsis of the Background and Scope of Work, Field Activities with Discussion, Sample Results and discussion, and Conclusions and Recommendations. Based on the site inspection and subsequent sample results, the following materials of concern were identified: Asbestos containing building material: None identified 2.0 BACKGROUND AND SCOPE OF WORK Wolverine Supply Inc. contracted NORTECH to provide an asbestos assessment prior to a campus building exterior re- siding project (University of Alaska Anchorage Kodiak College Re- Siding Phase 3 - Campus Center). NORTECH's scope of work was to provide a limited hazardous material assessment of all existing building siding materials prior to adding new siding. The hazardous material inspection scope of work included asbestos inspection and sampling with reporting of inspection and sampling results. The standard methodology of this scope of work is attached in Appendix A. The fieldwork was executed in general accordance with this methodology. 3.0 FIELD ACTIVITIES Ryan Sharratt of NORTECH completed the hazardous material assessment fieldwork on February 16, 2015. Three samples were collected of suspect asbestos - containing building material (ACBM). All samples were sent by overnight courier on a standard chain of custody with request for expedited services to White Laboratories of Anchorage, Alaska for Polarized Light Microscopy (PLM) analysis. 4.0 SAMPLE RESULTS AND DISCUSSION ASBESTOS Asbestos was not detected in the tested materials. Laboratory sample results are included in Appendix B. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the hazardous material assessment the following conclusions and recommendations have been developed for the replacement of exterior vent framing. • No asbestos was detected from the siding of the subject building Page 11 NORTECH 6.0 LIMITATIONS AND NOTIFICATIONS 15 -1040 Asbestos Assessment Kodiak College, Kodiak, Alaska February 2015 NORTECH performed the work, developed the associated findings, and proposed the recommendations in this report using the standard of practice available at the time the work was performed. This report is a record of observations and measurements made on the site as described. The data should be considered representative of the site only at the time investigation was completed. Conclusions and recommendations are based on NORTECH's current understanding of laws, agency regulations, and consensus standards. NORTECH provides a level of service that is within the standard of care and competence found in the industrial hygiene practice and the environmental engineering profession. If changes in the regulations, standards, or agency interpretations occur, NORTECH reserves the right to amend or revise the conclusions and /or recommendations in this report. Qualified personnel with current certifications and experience conduct field assessment inspection and sampling efforts. All work completed was managed, reviewed and signed off by a board Certified Industrial Hygienist (CIH) or Professional Engineer. Scope of Work NORTECH provides a variety of hazardous material services as necessary to meet project specific needs cost effectively. In order to minimize costs NORTECH has developed the following standardized hazardous material assessment scopes of work. Limited Hazardous Material Assessment: The assessment scope of work is limited to specifics as specified by the Client in the written contract and /or project communications. Limitations may include /exclude contaminants, destructive testing, costs and /or areas to be assessed. Definition of Hazardous Materials Hazardous materials are defined as any material requiring special handling or disposal during demolition or renovation. Of particular interest are asbestos containing building materials (ACBM), lead based paint (LBP), RCRA eight Heavy Metals and Other Hazardous Materials including polychlorinated biphenyls (PCBs), radioactive materials in smoke detectors, lead acid batteries, wastewater, water intrusion fungal amplification, petroleum oils and lubricants (POLs) mercury containing equipment (switches, bulbs etc.) and other chemical and biological contaminants. Regulatory The hazardous material surveys are conducted to comply with the asbestos survey requirements of the Occupational Safety and Health Administration (OSHA) found in 29 CFR 1926. These regulations state that, before authorizing or allowing any construction, demolition, renovation, or remodeling, the owner or owner's agent, or employer, must notify contractors or other persons of the location and quantities of ACM within the work area. U.S. Environmental Protection Agency National Emissions Standards for Hazardous Air Pollutants (NESHAP) requires a thorough inspection for friable and non - friable ACM by an accredited Asbestos Hazard Emergency Response Act (AHERA) inspector prior to any renovation or demolition activity (40 CFR 61.145). NESHAP also requires notification for removal or abatement of regulated quantities of ACM ( >260 linear feet, >160 square feet, or >35 cubic feet of regulated asbestos containing material (RACM)).
