KODIAK ISLAND BOROUGH rofQY DEPARTMENT of ENGINEERING and FACILITIES "ctJ4i Robert Tucker,Director e rA �� rtucker@kodiakak.us 4.1 DATE: December 29,2014 TO: Borough Mayor and Assembly FROM: Robert Tucker,Director RE: Engineering and Facilities Department Update This memo is to provide an update on the Engineering and Facilities Department projects and work plan for the Assembly's December 29,2014 work session. Kodiak High School Construction of the new 4-story tower achieved substantial completion in November 2014, and KIBSD staff are currently moving materials and equipment from the old building. Classes in the new tower will begin January 6, 2015. Renovation of the cafeteria/library/balcony section of the existing school is ongoing, and is scheduled to be complete by October 1, 2015. Demolitions of a portion of the Learning Center building along with work on the new main entry parking lot are scheduled to start February 2015. All activities for the MIS project are scheduled to be complete by November 1, 2015. Landfill Lateral Expansion Phase II of the Landfill Lateral Expansion project, construction of a new fully-lined landfill cell with leachate collection system, was substantially completed in September 2014. The only remaining activities for Phase II are some minor items that will be completed in spring 2015. Phase III, constructing the leachate treatment plant, is ongoing. All the building concrete is complete, including foundations, water holding structures, block walls, and interior slab. The site is shut down for two weeks over the holidays. Work will resume on January 5, 2015, beginning with the erection of the steel framework for the prefabricated metal building that will house the treatment plant. The Phase III contract calls for substantial completion by May 31, 2015. ASRC requested a 12-week extension to that completion date but after careful review of potential impacts to the project cost and landfill operations, KIB staff decided to delay decision on that request until the first quarter of 2015. Page 2 of 8 Engineering and Facilities Department Update to the Assembly AGENDA ITEM #2.a. Baler Building Repairs The Baler Building at the landfill is in need of several minor repairs (new overhead doors, new access platforms and railings), and some major repairs (new roof, repair of concrete floor). Jensen Yorba Lott (the Borough architect) is working on schematic design of all the required items and will provide an itemized cost estimate so KIB staff can coordinate the repairs with available budget. At this time the highest priority items arc replacing the roof and repairing the concrete floor. There are other smaller projects we will also be doing in house such as the replacement of the scale shuck and installation of new scale software upgrades. The funding for these upgrades will be out of the Enterprise Fund and are not out of the project. We have already collected the funds through our billing to pay for these upgrades, so this means there will be no increase in the garbage fees Landfill Equipment Replacement Several of the pieces of equipment operated by the landfill staff have met and/or exceeded the replacement limits (in run time) on the equipment and some are well beyond the depreciation in years. The skid steer is one of these pieces of equipment. We will be putting a hid document out to replace this piece in this year's fiscal cycle. The loader will be the next piece to follow in next year's budget. The funding for this equipment will be out of the enterprise fund and not out of the project. This means it will not raise the garbage fees. We have already collected the funds through our billing to pay for these replacements. Long Term Care Facility The Long Term Care Facility (now Providence Chiniak Bay Elder House) was completed in January 2014, approximately $3.3 million under budget. Providence has been operating the facility since February 2014, and has requested sonic modifications to the building mechanical systems and added tree clearing and landscaping. These changes totaled approximately $390,000,and will be completed by Davis Constructors and Engineers through their contract for construction of the building.Thanks to savings accrued during the subcontractor buyout phase of construction, there is still approximately $1.5 million remaining on the Davis contract, so this work will be completed as a $0 change order under the total approved contract amount. The installation of the new guardrail along the access road is complete, and tree clearing is currently underway. The mechanical upgrades are scheduled for January 2015, and final landscaping will be completed in spring 2015. Kodiak Fisheries Research Center Ventilation Modification The Kodiak Fisheries Research Center ventilation system project was completed in July 2014 meeting the deadline for GSA reimbursement of $640,000 of the total project budget of $1.3 million. Since the project was completed there have been persistent issues with the new ventilation equipment not performing as designed, however it appears those issues have finally been resolved. Panamaroff Creek Playground KIB purchased new playground equipment using stale grant funds,and it was installed through a service area maintenance contract. Community members assisted with placing resilient material around the new equipment after installation. All work was completed under budget in October 2014. Chiniak School Oil Tank Replacement This project included closure of two underground tanks (a 12,000 gallon tank and a 500 gallon tank), and installation of a new 3,000 gallon above ground tank. This project was completed in September 2014, approximately$35,000 under budget. A large amount of contaminated soil was discovered during closure of the existing tanks. Approximately 75 cubic yards of contaminated soil was removed and stockpiled adjacent to the school property. Due to existing utilities and other obstructions, the remaining contaminated soil was left in place; DEC did not require the KIB to excavate the soil. KIB is waiting for direction from the DEC on any required mitigation efforts for this contaminated soil. Anton Larsen Bay Dock A contract for fabrication of the new dock and gangway was approved by the Assembly on December 18, 2014. The new dock will be 120-feet-long, twice the length of the existing dock. The dock is scheduled to arrive in Kodiak in early April 2015. A bid package for installation is scheduled to be released in January 2015, with installation scheduled for April and May 2015. Kodiak Middle School Concrete This is the final project completed from the 2004 GO bond issue. The scope included repairs to concrete walls and walkways surrounding Kodiak Middle School.This project was completed in September 2014, approximately$45,000 under budget. Fire Protection No. I Emergency Generator The project was bid in July 2014 but only one bid was received and substantially exceeded the project budget. The Fire Protection Area No. l Board has requested Projects Office staff put together a bid package just for procurement of the generator and related equipment, and this is currently underway. Four School Generators This project includes installation of new generators at North Star, Port Lions, Karluk and Old Harbor schools. Construction started in October 2014. New concrete pads and underground electrical have been completed at North Star, Port Lions, and Old Harbor. Delivery of all four generators and related equipment is scheduled for early January 2015. Contract documents call Page 4 of 8 Engineering and Facilities Department Update to the Assembly AGENDA ITEM #2.a. for Port Lions and North Star Elementary to be complete by January 2015, and Karluk and Old Harbor by July 2015. Women's Bay Fire Hall Emergency Shelter Addition Design for this project includes a 3,500 square foot addition to Womens Bay Fire Hall that can be used as an emergency shelter, including a 1,000 square foot day room for community events and activities, double-wide apparatus bay to serve two fire engines, toilet room, and storage rooms. Bids for this project were due on November 25, 2014, and four bids were received. The Assembly voted to approve the award of a contract to Wolverine Supply on December 18, 2014 to complete the project. Construction is scheduled to start in January 2015 weather permitting and he completed by August 1,2015. Lake Orbin Culvert Replacement This project was a collaborative effort between the Kodiak Soil and Water Conservation District (KSWCD) and KIB. KSWCD received a grant from the United States Fish and Wildlife Service for replacement of a culvert leading from Lake Orbin to Russian River, in order to aid fish passage. KSWCD provided the funding to KIB and KIB bid and managed the project. Four bids were received and a contract was awarded to Golden Alaska Excavating. The work was successfully completed in July 2014. KSWCD and KIR staff recently started discussions to replace two other culverts leading from Lake Orbin. Port Lions School Exterior Paint This project was painting the exterior of Port Lions School. The Assembly approved use of Renewal and Replacement Funds for this project on in July 2014. The project was quickly put out for bid and Five bids were received on August 6, 2014. Work started at the end of August 2014 and was completed on September 24,2014,approximately$30,000 under budget. Borough Building Renovation This project is a combination of several renewal and replacement projects for an overall renovation of the existing Borough Building. The work would include replacing the boilers, asbestos abatement in the boiler room and existing flooring, installing new flooring, and upgrades to various mechanical and electrical building components. It is anticipated that this will be a phased multi-year project beginning after the School District relocates its offices. This project is currently on hold pending the review of the use of the Facilities Fund for renewal and replacement projects.
