ORIGINATOR: Neil Horn FISCAL IMPACT: No FUNDS AVAILABLE: Yes Account Number: 450-550 Amount Budgeted: $208,540 SUMMARY STATEMENT: In March 2014, the Borough was awarded a Coastal Impacts Assistance Program (CTAP) grant in the amount of$208,540 for improvements to the Saltery Cove and Portage Bay Trails.The project will serve to protect the wildlife habitat, the environment, provide safer passage for the community on these heavily used trails. Only one bidder responded to the RFP; Island Trails Networks (ITN). ITN has a great deal of experience with similar projects on Kodiak. Staff assessed their proposal and are confident of a successful project. KIB staff will work closely with ITN on this project due to the sensitive habitat and land ownership permitting requirements. The grant funding is capped at$208,540 and $200,000 is being allotted for the contract, allowing $8,540 for KIB staff time and contingency. Both permitted and non-permitted ATV and ORV stream lords have caused trampled stream banks, destroying vegetation and accelerating erosion into waters used by anadromous fish.Trails created from unrestricted recreational use have been developed without planned construction techniques,contributing to severe erosion problems,impacts to wetland areas,and destabilized stream crossings.These user impacts have led to poor drainage patterns, hank destabilization,deep rutting,mud holes,widened tread,damage to vegetation,and year-round standing water. A combination of poor trail location and unsuitable terrain has increased erosion and enhanced trail braiding. In an effort to minimize detrimental impacts to riparian areas and wetlands and improve stream habitat,the KIB will relocate trails to avoid sensitive habitat:stabilize eroding stream banks and construct bridges to improve stream crossings;and rehabilitate severely degraded wetland areas throueh trail hardening. Objectives I. Acquire GIS/GPS trails data from the Kodiak Island Borough gathered during the composition of the adopted K113"[rails Plan. 2. Locate segments of existing trails,in square footage,that will most benefit from this effort. 3. Establish a priority list of trail segments exhibiting severe habitat degradation. 4. AGENDA ITEM #3.A. 5. Determine the most appropriate method of restoration(bridge,geoblock,culvert or relocation of the trail). 6. Acquire needed permits(S WPPP—erosion and storm water pollution prevention plan. U.S. Army Corps of Engineers wetland permit and/or ADF&G Fish Passage permits as well as local permits). 7. Harden or relocate trail based on landowner input and agency recommendations. To accomplish these objectives, it is anticipated that the grant will be awarded and accepted by the end of February,2014. The Kodiak Island Borough will prepare and advertise a Request for Proposals to hire a contractor to perform the trail work. It is estimated that a contract can be awarded by the end of May,2014. Once a contract is awarded,the Kodiak Island Borough Project Manager will coordinate with the contractor and GIS specialist to identify and prioritize trail segments in need of hardening and/or relocating.The contractor can then calculate and order needed materials. It is estimated that this work will be accomplished during the summer of 2014. It is estimated that field work can begin in the fall of 2014,continuing through 2015 and be complete by fall of 2016. It is further estimated that the project work can be complete and the contract closed out by December 31,2016. Expected Results or Benefits Enhanced or improved coastal water quality and anadromous stream habitat,and preservation of the related terrestrial habitat. Approach The 2011 Kodiak Road System Trails Master Plan and the Kodiak Island Borough GIS mapping data will he used to identify trail segments that arc most in need of hardening or relocation in order to restore streams and wetland areas degraded by AIV and ORV use. The KIB will use nationally recognized trail management criteria,techniques and"best management practices''to establish a priority list of potential trail projects in those areas accessible to the bulk of the borough population. It is intended that trail priorities established in this planning process may be substituted for the initial trail segments identified above once the reconnaissance and analysis have been completed. KIB intends to roll all needed trail improvement or relocation projects into a single hid project which will be put out for competitive solicitation. Although specific projects are proposed here for the highest traffic trails,Saltery Cove Road/frail and Portage Cove trail,the borough would like to maintain some flexibility to apply CTAP project funds to other trail segments that may show a higher level of need than what has currently been identified. the KIB would hope that perhaps one trail segment could be substituted for Kodiak Island Borough CTAP Project Narrative:Trail Hardening or Relocation Page 2 Page 6 of 53 Contract No. FY2015-24 Trail Hardening and Improvements to t... I3ridges will be considered,as appropriate,at ORV stream lords to reduce the impact off-road vehicle lords have on anadromous streams. The KII3 will consult with ADF&G regarding the advisability,design and placement of any proposed bridging in lieu of stream fords. All proposed trail improvements will occur within the coastal zone. Description of the Site Activity Activity will include the mobilization of machinery(hackhoe,generators,compactors and four wheelers)as well as gasoline and oils associated with the equipment,lumber, geoblock and hand tools in the various project footprints. Also required will he oil spill prevention absorbents or the use of other best professional practices. A site construction loot print will be designated for each of the sites. Work will include a lot of hand tool work,but mechanical work will also occur. Project Location including the closest city or town,with CPS Coordinates(in minutes,degrees,seconds); This project involves hardening or relocating selected trail segments of the following trails accessible via the Kodiak Island road system: • Saltery Cove Road/Trail • Portage Cove Trail • The trail connection between Saltery Cove Trail and Portage Cove Trail • Other trail segments identified for their detrimental impact on terrestrial or anadromous habitat Authorized Use(s) These projects are eligible under CTAP Authorized Use#I, Project and activities for the conservation,protection, or restoration ofcoastal areas, Trail improvements on heavily used trails will protect and restore anadromous streams and high value habitat in coastal areas and wetlands. Recent trail studies, as part of a borough"Road System"Trails Plan identified several trail segments with high public use characteristics,which were subject to observable soil erosion and vegetative disturbance directly affecting anadromous streams and wetlands. These trails are ANCSA 17(b)easements or located on public(State of Alaska) lands, which cannot he otherwise managed to exclude or restrict off-road vehicle usage so that trail hardening is deemed the only viable method of improving the coastal water quality and anadromous stream habitat. To the extent feasible,trail alignments will he fixed(with the approval of the underlying landowner)and the trails hardened or relocated in order to eliminate braided trail segments and trail alignments on steep slope areas that arc most vulnerable to erosion. Elimination of braided trails will also have the added benefit of preventing trespass on private, largely native lands. Due to the passage of time between approval of the CTAP Plan and the submittal of this application_some goals have been met with the use of other funding and the efforts of other organizations,these include the completion of a Kodiak Island Road System Is Master Plan and trail relocation and/or hardening along the Anton Larsen Bay to Sharatin Bay Trail. General The Kodiak Island Borough is concerned that all proposals be submitted in a manner that ensures the process is fair and equitable to all bidders in compliance with the requirements of the proposal documents. Kodiak Island Borough will provide a Notification of Contract Award to the DOL upon award and authorization of the contract. Prior to commencing work on site, it is the responsibility of the Primary Contractor to file a Notice of Work with the DOL Wage & Hour Administration office. All required filing fees will be met by the Contractor. Upon completion of the work, the Primary Contractor will be responsible to file a Notice of Completion with the DOL Wage & Hour Administration office. Final payment on the contract will be released once Kodiak Island Borough has received a copy of the Notice of Completion, signed and authorized by the DOL Wage& Hour Administration office. It is the right of Kodiak Island Borough to hold 10% of the final invoice cost, until all DOL requirements are met by the Primary Contractor. 10. Required Documentation for Award The following documents must be executed within 10 days of Notice of Intent to Award and prior to Notice to Proceed. Indemnification To the fullest extent permitted by law, Contractor agrees to defend, pay on behalf of, indemnify and hold harmless the Borough, its elected and appointed officials, employees and volunteers and others working on behalf of the Borough against any and all claims, demands, suits or loss, including all costs connected therewith, and for any damages which may be asserted, claimed or recovered against or from the Borough, its elected and appointed officials, employees and volunteers and others working on behalf of the Borough, by reason of personal injury, including bodily injury or death and/or property damage, including loss of use thereof, which arises out of or is in any way connected or associated with this Contract. 12. Insurance Requirements The Contractor shall not commence work until the Contractor has obtained all the insurance required under this Contract and such insurance has,been approved by the Owner, nor shall the Contractor allow any subcontractor to commence work on its subcontract until the insurance required has been so obtained. The Contractor shall maintain such insurance as will protect it from claims under Workers' Compensation Acts and other employee benefit acts for damages because of bodily injury, including death, to its employees and all others for damages to property, any or all of which may arise out of or result from the Contractor's operations under the Contract whether such operations be by itself or by any subcontractor or anyone directly or indirectly employed by either of them. A combination of poor trail location and unsuitable terrain has increased erosion and enhanced trail braiding. In an effort to minimize detrimental impacts to riparian areas and wetlands and improve stream habitat, the KIB will relocate trails to avoid sensitive habitat; stabilize eroding stream banks and construct bridges to improve stream crossings; and rehabilitate severely degraded wetland areas through trail hardening. Proposal:Saltery Cove and Portage Bay Trail Improvements I.Restatement of Services Required(2 pgs max) This proposal discusses five major trail segments in this system.Two of them(Saltery Cove Road and Portage Bay Trail)may be considered stand-alone trails and are the primary focus of our proposal. A lesser-used third segment connects the two,effectively forming a loop.Two lightly- used segments running west to Wild Creek and east to Pasagshak Bay are also discussed. Collectively,these five segments have varying user impact,some have access and a history of land use conflicts(grazing,etc).However these trail segments are all physically connected into what could be considered one large motorized trail system on the Kodiak road system and thus we address them all to some degree. Saltery Cove Road,the Lake Miam(Portage Bay)trail and the unnamed trail which connects these two collectively form a system of trails that sees more use than any other in the Kodiak Island Borough(Whitaker,Doug Ph.D.Kodiak Island road-accessible trails: A survey of residents and trail enthusiasts.Confluence Research and Consulting,2004).These trails provide access to at least 8 salmon-bearing streams and tributaries for both recreational and subsistence use.For hunters,the Saltery Cove road provides provides access to the"Remainder Unit 8"game management for deer,bear and goat.For trails enthusiasts,the trail system provides recreational experiences appropriate for a wide range of user groups,and traverses sub-alpine environments that stand in contrast to the coniferous forosts that dominate the landscape around Kodiak city. For these reasons,this system of trails consistently rank among trail users and trails enthusiasts in the Kodiak Island borough. These same characteristics make the Saltery/Miam trail system some of the most impacted trails in the borough.Impacts include trail braiding,degraded wetlands,;tended areas of the trail and sedimentation into salmon-hearing streams.Land and resource managers have long recognized this,and some of Alaska's first installations of the now familiar Geoblock''a porous pavement were put in by the Kodiak Soil&Water Conservation District in 2004 on portions of the Lake Miam trail between Kalsin Bay and Summit Lake.Although installation methods have since evolved,these early trail hardening efforts were largely successful and several miles of the Lake Miam trail between the trailhead at Kalsin Bay and the north end of the Summit Lake have since been hardened with Geoblock). Methodology: • Engage the Kodiak Island Borough to complete a Trail Management Objective(TMO)for each of the 5 trails within the Saltery Cove and Portage Bay area.Our team wilt provide reports,images and data as requested by the Parks&Recreation Committee,attend meetings by request,and work closely with the P&RC to develop TMOs that meet the needs of the users while protecting local resources.This stage will begin immediately upon award of contract. • Once clear parameters for trail use and design have been established with KIB,the team will begin field assessment,addressing specific deficiencies identified by agencies,and targeting areas most in need of improvement.Improvements that benefit stream crossings and degraded wetlands will receive the highest priority as required by the funding source,with user safety of paramount.Other ball improvements will be ranked as identified by the borough occurring as a necessary and desirable by-product of these.The team will log all areas of assessment with GPS/GIS analysis.This stage will happen during the 2015 field season. • With assessment field work completed,the team will develop prescriptions for each section,with a range of solutions detailed further under Section V.Assessment and prescription may be done concurrently as necessitated by conditions and personnel scheduling.This stage will happen during the 2015 field season. • Once prescriptions have been developed for sections,the team will begin planning, logistics,materials orders and crew mobilization far implementation of construction solutions.This stage will happen during the 2015 field season. • Construction&implementation could begin as early as the end of the 2015 field season; culvert replacement is especially likely to be possible during the first season of the contract.Mare complex construction(ie,structural solutions)will be the focus of the 2016 field season.All construction tasks will include a site revegetalion component,addressing preexisting social trails as well as any construction impact. • Other Recommendations.The team will provide the KIB with written and mapped assessment and prescription for other problem areas that are not able to be addressed within this scope of work,so that KIB has record of improvements and their importance should further funding become available. • FINAL OUTCOME:A completed project will bring area-wide improvements to the trail system,both in environmental sustainability and user satisfaction.KIB will receive written reports and GPS data in addition to site improvements.It will give KlB different solutions to monitor for future use,and will provide KIB with general conditions assessment for areas that may need attention in the future. AGENDA ITEM #3.A. private landowners and the reserving of easements across those lands,the siting and location of trails has been more of a political process than one involving planning and design.Inherited alignments—trails that develop by users without foresight as to future use or suitability of terrain-- are common all over the state.The reality of the Saltery Cove/Portage Bay trail system,like many trails in Alaska,is that they lack the"planned and designed"element of trail sustainability. However,old trails may be retrofitted to achieve sustainability.This may involve re-routing sections of old trail to a more contour curvilinear alignment with suitable drainage and/or firmer soils,modifying the surface hydrology of the trail tread and corridor to reduce erosive water flow, and hardening trail treads with native or imported materials such as geoblock.With a combined 32 seasons of trail management in Alaska,our team is familiar with the challenges of Alaska's trails and has extensive experience in each of these techniques. The trail improvements specified here are actually the last step in the process of trail management.With finite funding available for trail improvements,this project will need to Identify those areas with the greatest need and those improvements that will yield the greatest benefit, and to make sure those improvements are compatible with KIB objectives for trail management. Our team is made up of people who are not just are adept at technical solutions and equipped with broad expertise,but who utilize clear and creative big-picture thinking to ground projects in a consistent and replicable framework.The following themes will undergird our work on this contract: Know the Lay of the Land:An analysis of the current(2011)GIS data available on the trail system will help identify areas of the greatest need,and to quickly identify landowners along any point of the trail.Some of this data is now four years old and will need to be verified through a site visit, but the data should provide adequate data to quickly find problem areas.Later in the process,a more precise GIS analysis may be needed to quantify environmental benefits or spatial planning of site-specific improvements.Our team is conversant in GIS:We have conducted over 350 miles of trails assessments in the KIB since 2010,authored the"data dictionary"used for the assessment,and have extensive experience working with survey-grade GPS data loggers, working in ArcGIS independently and with borough GIS technicians. Know Your Trail User:The funding source for this project intends for improvements to benefit riparian zones,anadromous waters and wetlands.Any improvements we make will have the desired environmental effect,but we also need to understand the impacts on these improvements on trail users.No matter how well-intentioned any upgrades may be,trails will not augment resource protection if users do not use them as planners desire.All good trail design must match user groups with terrain parameters in order to have any lasting benefit.Since the adoption of the Trails Master Plan,the K18 has undertaken a series of trail management objectives(TMOs) through the Parks&Recreation advisory committee.These brief documents outline desired trail characteristics including tread and corridor specifications,encouraged/discouraged/prohibited uses,and maintenance frequency and involve collaboration with the landowner.We suggest that PBRC provide TMOs for each of the trails within this system as a part of the prioritization process. The TMO process can be concurrent with our GIS analysis of the area and if desired,the meetings attended in person by a member of our team.With updated trails assessment and management objectives we can identify cost-effective improvements that maximize environmental benefit and preserve or possibly improve the trail user experience.Ata minimum,such planning will help avoid common missteps:a bridge too narrow for certain vehicles,too lightweight for heaved animals or otherwise unfit for the required uses of the trail,which could subject it to damage or disuse. Look Before You Leap:With site-specific improvements identified,aligned with KM trail management objectives,and prioritized for environmental benefit,we will conduct a careful regulatory review of the necessary permits. V.Detail of Specific Improvements(10 pages max) This detail of specific improvements discusses five major trail segments in the Saltery/Portage Bay system,comprising approximately 61.6 miles along the main routes(not including spurs and braids).Two heavily-used trail segments,Saltery Cove Road and Portage Bay Trail,each have major trailheads along the Chiniak Highway,are often used as stand-alone trails and are the primary focus of our proposal. A moderately-used third segment connects the two,effectively forming a loop.Two lesser-used segments running west to Wild Creek and east to Pasagshak Bay are also discussed,Collectively,these five segments have varying intensity of use, demonstrate varying user impacts,pose different conservation challenges land user conflicts. However these five trail segments are all physically connected into what could be considered one large motorized trail system on the Kodiak road system and thus we address them all to some degree. A,Saltery Cove Road:This segment consists of approximately 20.2 miles of trail originating from milepost 20.5 of the Chiniak Highway near the American river bridge,and ending at Saltery Lake. Leisnoi Native Corporation is owner of lands on the first approximately 7 miles of the Saltery Cove road,to the point where trail crosses the southern boundary of Section 9,Township 303. Range 21W.The trail crossing Leisnoi lands is protected not by easement but by a 100-foot right- of-way conveyed to the State of Alaska by the quit claim deed dated June 3,1959 and executed under the authority of the Alaska Omnibus Act.This ROW does not restrict gross vehicle weight to 2500 lbs the way a 17b easement does,and full size vehicles have historically used this trail, Leisnoi has expressed the opinion that either the ROW portion of the trail should either be maintained by DOT or the ROW vacated. DOT responded by making improvements to areas along the first 3 miles of trail. These improvements have allowed easy passage of full size vehicles on the this portion of trail. It is unclear whether to continue to maintain the ROW to this standard. This levet of accessibility may be desirable in the lower portions of the trail,as it maximizes the public's access to fishing spots along the lower American River. However it may not be economically viable for the borough to continue this standard of maintenance once the crosses the Leisnoi boundary onto State Lands. Although certain stream crossings beyond this point are authorized by the state of Alaska for vehicles up to 10,000 lbs.this authorization does not appear to apply to the trail on either side of the stream crossing. Instead,the standard of maintenance for miles 7-17 of the Saltery Cove road is up to the Kodiak Island Borough. Depending on the outcome of the TMO process and the borough's desired managed uses,our approach would be to use mechanized equipment of appropriate size for trail construction (usually 6'in width or less)to make all improvements beyond the extent of DOT's ROW.The narrow-track equipment would allow us to make improvements that meet(but do not exceed)the trail width specified by the borough. For trail improvements aimed an environmental mitigation of fish spawning habitat,Alaska Depart of Fish&Game(ADP&G)is the requisite authority. Habitat biologist Will Frost was consulted for the purposes of this proposal. During the consultation,ADF&G expressed concern that and integrated drainage feature such as a rolling grade dip,while desirable for tread durability,might disperse water enough to make fish passage difficult or impossible.By contrast a culvert,while less desirable from a trail sustainability standpoint,may channel the same volume of water sufficiently to allow for fish passage under the trail tread. AGENDA ITEM #3.A. spawning habitat a culvert may be preferred over a rolling grade dip. Frost also indicates the existing culverts installed by the military were too small in diameter for fish passage,and may be inadequate for existing hydrology. Larger diameter culverts may be prescribed where culverts are deemed appropriate. ADF&G has provided drawings of an engineered stream crossing they deem suitable for the Saltery Cove Road.These could be applied to any of the estimated 28 stream crossings along the Saltery Cove road associated spur trails near the Saltery River,Plans for the engineered stream crossings are attached herin. Although bridge construction is a viable option along the Kalsin Bay to Portage Bay corridor,we do not recommend bridges along the Saltery Cove Road. There are currently 28 stream crossings Whereas Summit Lake-Lake Miam users are restricted by the 17b easement to 2500 lbs GVW,there is no such size restriction along the Saltery Cove road,and building bridges for full size vehicles would be cost prohibitive,Instead we recommend using engineered stream fords and culverts,designs for which are included in this proposal,to enable stream crossings by ATVs and occasional use by full-size vehicles,even if discouraged by TMO.Resources can then be focused on a broader range of conservation objectives. Our team has experience with a wide variety of products and techniques specifically intended for use on trails in degraded wetlands and we would draw from the constellation of solutions to best address any given problem area,or set of conditions.These solutions are listed under Saltery Cove but could be utilized other project segments as well.Solutions include but are not limited to: Reroutes.Relocating entrenched trail in fragile or degraded alignments to a stable traversing bench trail is the most cost-effective,long-term solution for areas where better ground is available near the current trail alignment.Our team always looks for simple-to-execute reroutes that preserve the overall character of the trail as the first solution to alignment issues whenever possible.(Location example:subalpine segments of Saltery Cove Road south of the pass.) Dura-Dock.This geosynthetic product is highly useful in wetland environments,particularly for crossing panded areas that cannot be drained using other methods.Up until recently,Dura-Deck had been rare to non-existent in trail-specific applications in Alaska.However,in 2014 Interior Trails installed Dura-Deck at several new sites,and visited existing installations,on the north side of Wrangell-St.Elias NP&P in ponded wetland areas that share some qualities with the Saltery Cove-Portage Bay network(ie,fragile soils,extensive standing water,poor drainage).Dura-Deck has proven effective and economical,as well as easy to install.Once in place,these Interlocking rectangular mats provide a durable traveling surface through even the wettest,muckiest ground. It is suitable for a wide range of trail users and appears to weather freeze and thaw fairly well.If installed correctly it can effectively link together sections of better-drained.durable trail.Location example:Ponded areas in the lowlands of Saltery Trail close to the coast. Rolling Grade Dips.Similar to a traditional drain only much larger and less likely to fill in,this integrated drainage structure can be installed on existing trail using native tread material.fn some sections of the Saltery Cove Road,especially descending from Saltery Pass toward Saltery Cove, the gravels in the tread material are quite durable.However,the oversteepness of the trail grade in relation to the sideslope has created drainage issues that could be catastrophic if left unchecked.In these sections,our team's approach will include installation of rolling grade dips at regular intervals to allow the water a place to flow off of the trail before it gains destructive erosive ITN/IT Proposal pg 12 of 20 Page 39 of 53 Contract No. FY2015-24 Trail Hardening and Improvements to t... AGENDA ITEM #3.A. force.Rolling grade dips are an effective and longer-lasting alternative to the more common and often improperly used waterbar.Once installed,rolling grade dips restore native hydrologic patterns,and decrease the de-watering or prevalent in fall-line trail alignments. Location example:Steeper,higher elevation grades on the descent from Saltery Pass to Battery Cove where trail washouts due to erosion have occurred. Culverts.In many places on the trail,culverts have clogged or catastrophically tailed,resulting in oversaturation of tread.Although armored fords or armored drains are generally preferable to culverts in most trail applications because they do not clog,fail,or need maintenance to function, the anadromous nature of many crossings will require culverts to be replaced so that fish can cross beneath the tread in flowing water.Our team will assess each situation of culvert failure independently to determine proper siting,diameter and length of culvert,and in cases where possible,culverts will be phased out by providing better drainage or trail rerouting. Location example:failed culverts identified in ADFBG. Armored Fords.If there are stream crossings or channelized wet areas that are not anadromous, a delineated ford armored at the base with can be a low-maintenance,cost-effective and durable alternative to a culvert or an elevated crossing(bridge,puncheon.)Armoring would be done with on-site material. Ditch B Elevate.This basic drainage structure,consisting of lateral ditches dug on either side of a trail and excavated material used to elevate the trail surface,is an appropriate solution for drying out lengthy wet sections even in poor soils.Done entirely with on-site material and requiring little maintenance,D 8 E is a cost-effective solution for area with pervasive or seasonal but not (minded wetness. In addition to addressing immediate problematic areas,our team will work with KIB to identify weak points in the existing trail that could be exploited by weather events and the increased traffic common after large trail system improvements.For these vulnerable areas,such as old military culverts in the sub-alpine areas,and lowland silty soils near the valley floor,we will carefully prescribe and implement solutions that,if performed preemptively,will help stabilize weak points and avoid future tread failure. B.Portage Bay Trail. This segment consists of approximately 13.6 miles of trail(not including braids or alternate routes)originating from milepost 29.1 of the Chiniak Highway near the Olds river,and ending at Portage Bay. Leisnoi Native Corporation is owner of lands on the first approximately 3.7 miles of the trail,to the point where trail crosses the southern boundary of Section 20,Township 30S, Range 20W.The trail crossing Leisnoi lands is protected by 17b easement(25-foot trail). The rest of the mile trail and associated spurs is on state lands,where generally allowed uses apply. The Portage Bay trail was identified in a 2004 trail use survey conducted by the Kodiak Island Borough as used by 5,8%of Kodiak trail enthusiasts(Whitaker,19)and listed as the°favorite"trail of 21%of OHV users,ranking it the second most popular OHV trail in Kodiak.(Whitaker,25). Asked what trails needed improvements,survey respondents identified this trail as having the most severely impacted wetlands of any trail in Kodiak(Whitaker,46).As a gateway to Kodiak's sport and subsistence wildlife resources,the trail serves anglers of salmon and rainbow trout, hunters of brown bear,deer and mountain goat,trappers of fox,beaver and river otter,and subsistence berry pickers. AGENDA ITEM #3.A. 81.Olds River'railhead to Summit Lake: Mitigation of the Summit Lake Miam trail began In 2003-2005 through a project coordinated by the Kodiak Soil&Water Conservation District(KSWCD)with a grant from the U.S.Fish S Wildlife Service(USFWS). This hardening project addressed specific degraded sites only. Later,this entire segment from the Olds river to Leisnoi's southern boundary received a full width(6.6') hardening,a process which was begun in 2011 and is largely complete.Because of the extensive improvements already made here,we expect few or no further improvements will be prioritized for this segment. B2.Summit Lake: Summit Lake is a high-use area with a history of improvements worthy of mention.The lake lies is at the approximate midpoint of an 11-mile route connecting Kalsin Bay to Portage Bay. The original trail was routed along the eastern bank of Summit Lake. A 2000 assessment of the trail by the National Resources Conservation Service(NRCS)noted:"The trail enters Summit Lake at approximately the halfway point. There is major rutting in the fens and small stream crossings until the trail reaches the gravelly alluvial soils of the valley bottom. There appears to be opportunities for a somewhat better trail route on adjacent wet mineral soils. In general the trail has severe rutting and any improvements will be costly and time-consuming?(Van Patten,35). This report led to and effort led by ITN to provide an altemative route along the west side of Summit Lake.Because of the extensive improvements already made hero,we expect few further improvements will be prioritized for this segment. 63.Summit Lake to Lake Miam 8,Portage Bay This sub-segment of 8.3 miles is heavily used,mostly unimproved,has seen the most user impact of any segment along the Portage trait system and has potential for significant conservation and trail user improvements. This segment originates near Summit Lake and extends to Portage Bay via Lake Miam through two routes(see overview map). A preliminary GIS analysis indicates the more westerly route is in worse condition,more proximate to salmon habitat,and with less rolling terrain,fewer drainage options. The easterly route is also impacted but has more rolling terrain and has benefited from trail improvements by KSWCD over the years. Although closure of the westerly would be difficult to enact on state lands and even more difficult to enforce,active trail management can accomplish similar conservation results along a 3-mile length of badly damaged trail. Further enhancing the easterly branch would,to allow the westerly route to fall into disuse and recover.We propose using passive measures such as signage and concealment to discourage use of the lower,more westerly route as well as active measures of increasing the convenience of the more sustainable easterly route. Solutions for this segment include all of those listed for Segment A as well as: Segmented interlocking geotextiles.GeoGrid and Geoslock have been heavily used in the Kodiak area,often to great effect.In 2014 Interior Trails used a new product,Right-Way Trail Systems'modular trail platforms,which seem far superior to previous versions IT has used,in durability,broad efficacy and ease of installation.This product could be used to replace failing sections of current geotextiles,as well as in new areas,particularly mucky ground where on-site drainage is available but tread still remains fragile.(Location Examples:degraded areas on the westem approach to Lake Miam from Summit Lake.) Bridges:GIS analysis of this portion of trail reveals extensive ponded areas and as many as 13 bridges along its length,some of which were in need of repair by 201 t.We would explore several bridge styles for open water crossings on the Portage Trail,style dependent on span of crossing. AGENDA ITEM #3.A. manufactured by in Washington State.It can be custom fabricated to desired length and in various widths;units have stringers and sills complete with an integrated handrail and open-cell decking to reduce snow loading.This style of bridge can be ordered in discrete bolt-together sections allowing for easy transport by boat,road or air;components are lightweight for their size, easy to install and the completed structure is highly durable for wheeled traffic.Cost per foot varies depending on engineering specs and does not include transport to Alaska from the Lower 48,but is generally much less than lumber bridges per square foot.Plans are not available at this time but can be developed once project is commenced.(Location Examples:degraded areas on the western approach to Lake Miam from Summit Lake.) C.Portage Bay to Saltery Cove The entirety of this 11.9 mile trail and associated spurs is on state lands,where generally allowed uses apply. Users of this trail are either committing to at last a 13 mile transit before getting on this trail. Because of the distances involved,the trail sees less use and subsequent impact than other trails in the system. However,improvements may be necessary to keep the trail passable for purposes of continuity of the trail network,and for access to destinations Gracy Creek and Ley Lake. A spur trail north from Lefty lake provides users access to an alpine range that sits between Miam river and Hurst Creek drainages.This spur is infrequently used and is not sufficiently degraded to warrant hardening or improvement. However routes passing both south and north of Lefty Lake will receive assessment,with one or both becoming eligible for improvement. Signage will mark the suggested route. This remote trail is substantially are improved than those of trails than the two main arterial trails it connects.Passage of full-size vehicles,although technically not prohibited from the Saltery Cove road,would be costly to sustain through trail management. Therefore the smaller and more cost effective standards by the 17b easement is recommended. Resources applied to this trail may be limited to the most impacted locations,in order to keep the trail passable and to remedy the most damaged wetlands. Solutions for this segment include all of those listed for Segments A and B as well as: Boardwalk; A cost-effective boardwalk design may provide sustainable crossings of 4'or less across small streams and rivulets. Since existing bridges using 2'decking have failed in the past, a 4"decking may be substituted(Location example:crossings of small tributaries to Lefty Lake) D.Saltery Cove to Wild Creek Improvements to this 6.5 mile segment are likely to be minimal,as the trail is infrequently used and has likely suffered little damage since being assessed 2011. However,usage may increase based on improvements to the main arterial trails and development of a TMO during this project is advisable. E.Portage Bay to Pasagshak This 9.4-mile trail is moderately used,but as of 2011 had fewer impacts than the main Saltery and Portage Bay trails,partly due to the gated bridge on private property restricting access from the Pasagshak end.Improvements to this segment are likely to be significantly less than those to Saltery and Portage trails. This trail shows signs of having been maintained,with several culverts along its length,though no record of the improvements could be found. A development of a TMO for this segment during is advisable,as improvements to other traits may impact the use and condition of this one. Discussion of Costs Total Proposed Expenditures:$200,000 As stated in the Saltery/Portage RFO,the KIB has up to$200.000 available for this phase of frail improvements.Our team's initial site reconnaissance of the Saltery/Portage Network verified many segments of severe trail degradation and resource damage.Based on past assessment& prescription contracts with similar damage and use conditions,it is our team's conclusion that KIB could easily spend$200,000 on prioritized problem areas and still have many projects left for future improvements,should further monies become available.This being the case,KIB's bid award will seek not so much a classic tow bid,but a project proposal that gives the best value for KIB's existing budget, Because the contract at this point includes"soft deliverables"(ie,deliverables that will be worked out in contract negotiations once a best proposal is selected),it is impossible to give hard dollar estimates for the overall project with any hope of accuracy.Once conditions assessment& prescription is complete,a more accurate cost estimate for construction will be possible.In the interest of KIB comparing project proposals,ITN/IT provides cost estimates for select technical solutions that we may employ on the project,if awarded, ITN/IT offers a very efficient proposal because our familiarity with the area is so high,and we have extensive legwork into the assessment and the technical options that will enable us to jump in without a lot of orientation to the project that may be required by a bidder with less local knowledge.
