13 WHEREAS, the Kodiak Island Borough Assembly held a series of strategic planning
14 sessions from January to March 2014; and

16 WHEREAS, these sessions cutminated in the preparation of the attached Kodiak Island
17 Borough Strategic Plan for the years 2014 -2018; and

19 WHEREAS, the Kodiak Island Borough Assembly desires a formal adoption of the
20 Kodiak Island Borough Strategic Plan.

22 NOW, THEREFORE BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH

47 The legislative power of the Borough is vested in the Assembly. The Assembly formally
48 establishes policy for the Borough by the Assembly /Manager form of government. Under
49 the direction and leadership of the manager, the departments of the Kodiak Island Borough
50 shall administer high quality and cost - effective services to the citizens of Kodiak. This
51 includes managing the financial, human, natural, and capital resources of the Borough in
52 the most efficient and accountable way. Health, education, and safety of the citizens shall
53 remain a high priority for the Borough. The Assembly and staff shall build and maintain
54 credibility, trust, and accountability to the public.

There has been some discussion on making in -kind donations to various non - profit's in our
community. I want to define what an in -kind donation actually is. Basically an in -kind donation
is a donation that the Borough makes to an organization in goods or services instead of cash.
There are several reasons for snaking an in -kind service to an organization instead of a cash
donation:
1. The Borough may be able to donate time, materials, and goods to an organization at little
or no cost to the Borough. An example would be loaning a piece of equipment, such as a
GPS, to a non - profit.
2. The Borough may be able to make an in -kind donation to another organization in return
for an in -kind service from this organization. An example would be giving an
organization trees in return for cutting them down and removing them from the property.
When the Borough makes an in -kind contribution it is usually very hard to determine the cost of
this contribution. An example would be letting a non -profit use a vacant office in the Borough
Building. What does this actually cost the Borough? These would be items such as higher
utility costs, wear on the building, etc.
If the Borough actually pays for goods and services, even if it is to another fund, it is considered
a contribution (expenditure), not an in -kind service. An example would be paying the landfill for
an organization's solid waste disposal. This is the same as donating money to a non - profit so
they can pay their electric bill.
Currently the General Fund is paying the Solid Waste fund $13,500 fordumpsters at the
Salvation Army, Baptist Mission, and St Mary's. We are considering having the General Fund
paying the Solid Waste Fund for a dumpster at the Threshold Recycling Facility. Since the
General Fund is actually transferring cash to the Solid Waste Fund for this service it is not an in-
kind transaction. The Borough is paying for a service the same as if they were paying for a
service provided by an organization outside of the Borough.
An example of a landfill in -kind donation would be allowing some non - profits to deliver waste
to the landfill at a reduced cost or for free. It would be hard to calculate how much the additional

costs are for the Borough to take in a couple of pickup loads of solid waste. There is some cost
but it would be immaterial unless it makes the Borough pay overtime, make additional trips, put
additional wear on equipment, etc.
The Borough has budgeted $326,128 for non — profit contributions. At this time the Borough has
made expenditures of $315,620 leaving a balance of $10,508. These funds can be transferred to
other funds to provide a service to an organization but this would not be an in -kind contribution.
In previous years the Borough has made contributions to the American Red Cross. Last year
(FY2014) the Borough donated $7,101 to the American Red Cross. The American Red Cross
then paid the Kodiak Island Borough $11,378.40 for rent. Neither of these transactions were in-
kind transactions. The American Red Cross is asking for another contribution of $7,101 this
year.
The Humane Society of Kodiak is asking for a contribution of $5,000 from the General Fund to
pay the Solid Waste Fund for the incineration of up to 1,667 pounds of animal carcasses. If the
General Fund pays the Solid Waste fund for this service it is not an in -kind transaction. If the
Borough determines that it can perform this service without adding a significant cost then we can
incinerate the carcasses for free.
The Kodiak Teen Court is asking the Borough to donate office space for their program. If the
General Fund pays for this service it is not an in -kind donation. The General Fund is just paying
the Building and Grounds Fund directly, i.e., it doesn't go through the Kodiak Teen Court.
