regular meeting of the Kodiak Island Borough Assembly was held on Thursday October 15
2009 in the Assembly Chambers of the Kodiak Island Borough Building 710 MIII Bay Road The
meeting was called to orderat 730 p.m
The invocation was given by Captain John Quinn of theSalvation Army Deputy Presiding
Officer Branson led the Pledge of Allegiance
Present were Deputy Presiding Officer Pat Branson Assembly Members Jerrol Friend Judy
FuIp Sue Jeffrey Dave Kaplan Chris Lynch and Louise Stutes Staff members present were
Manager Rick GiffordClerk Nova Javier and Deputy Clerk Marylynn McFarland
JEFFREY moved to excuse Mayor Selby who was attending the Western Interstate Region

AWARDSAND PRESENTATIONS
Manager Gifford presented the Employee of the Quarter EOQ Award to Paul VanDyke IT
Supervisor in the IT Department
Manager Gifford presented Ten-Year Longevity Award to Mary Barber Secretary HI in the
Engineering/Facilities Department
Deputy Presiding Officer Branson on behalf of Mayor Selby proclaimed the month of October
2009 asDomestic Violence Awareness Month urging all citizens to actively support and
participate in the ongoing programsdesigned to reduce and eventually eliminate violence as
social problem She also proclaimed October 24 2009 asCoast Guard Appreciation Day in
Kodiak urging citizens to recognize our Coast Guard Community fortheir individual and
collective efforts in making Kodiak and all the navigable waters of Alaska safer and better
place to live work and play

issues onPerenosa Drive He urged the Assembly to look into the matter

Assembly member Stutes reported that SWAMC board meton Thursday October 152009
Discussion includedthe Interim Report of the Interagency Oceans Pobey Task Force She gaveanupdateregardingtheSeaLionmitigationprogramfundsShementionedthenextBoard
meeting would be in Anchorage on November 15
Assembly member Kaplan attendedthe Parks and Recreation Committee Meeting where
shooting problems at White SandsBeach recreation area was addressed Many agencies were
represented at the meeting and ideas were exchanged which Included education in the schoolsandsignageonvariousproperties
Assembly member Jeffrey reported that the Kodiak Fisheries Advisory Committee meetingwouldbeheldattheKodiakCommunityCollegeOctober162009atam

BOROUGH MANAGERS REPORT
Manager Gifford provIded an update on the flooding and landslide issues that occurred overthe
weekendThe State Division of Homeland Security and Emergency Managementwas
contacted and request would be sent for possible response and recovery financial assistance
He reported damage and massive erosions to theroads servicing the Terror Lake Electric
power plant and other Department of Transportation DOT managed roads He reported he will
be out of town to attend AMLIJIA Conference and for some personal leave October17-26 In
response to Assembly member Branson he advised that the Borough has not receivednotice of
the Block Grant for the Long Term Care facility yet Upon receipt of updates and noticesfrom
both KANA and Providence Kodiak Island Medical Canter KIB should be able to move forward
with the Block Grant

Resolution No FY2OIO-09 Ratifying and Certifying the Results of the Municipal Election
Held October 2009
STUTES moved to adopt Resolution No FY2OIO-09
The Kodiak Island Borough election was held on October 2009 The CanvassReview Board
met on October and14and examined in detail the results fromthe different precincts
including write-ins absentee and questioned ballots by mail and personal representative
ballots Provided to the Assembly and public was report of the canvass which includedthe
resolution ratifying and certifying the results of the municipal elections
ClerkJavier thanked the election workers who worked hard in ensuring that the municipal
election was conducted as smooth as possible

Association
KAPLAN moved to adopt Resolution No FY2O1O-1
The Kodiak Island Borough and City of Kodiak jointly designated the Kodiak Fisheries
Development Association KFDA as the eligible crab community entity ECCE The by-laws of
the KFDA provide for appointment ofDirectors to the Board by the Kodiak Island Borough
Assembly and the Kodiak City Council
Two of the three joint KFDA Director seatsterms expired in July 2008 Mr Albert Tyler Schmeit
indicated his desire to be appointed to one of the expired joint seats for term to expireJuly
2011 Since there was no Borough/City Joint Work Session currently scheduled boththe
Borough and City Managers proposed to present the appointment of Mr Schmeil

emphasized the need to prioritize the Womeris Bay emergency shelter

Assembly member Fuip thanked the Clerks Office stafffor organizing the trip to DC She
applauded everyone who are making improvements to new and old buildings in Kodiak She
attendedthe Community Health Centers grand opening and with therecent passage of
Proposition No she hoped that the buildingproject would go welL
Assembly member Friend thanked everyone fortheir support during election She thanked the
Clerks Office for successful election

Deputy Presiding Officer Branson thanked all those who ran for office She lookedforward to
seeing the new high school project progress and thanked the community for its support
