ENG FORM 4345,JUL 2013 Page 3 of 3 City of Kodiak-Pier 3 Replacement Rev 00 Alternatives Analysis Kodiak Pier 3 Replacement- Alternatives Analysis 1.0 Purpose and Need The City of Kodiak (the City) is proposing to replace the existing Pier 3 located on Rezanof Drive W. near the foot of Pillar Mountain and the south side of Kodiak. The facility is the only containerized crane facility serving Kodiak and currently handles the majority of the incoming freight that supports the community's lifestyle. Additionally,the facility handles the majority of the outgoing freight and seafood exports for the City and community. Frequent and extensive maintenance has allowed the existing facility to survive beyond its initial design life. The current facility is nearing its operational life due to corrosion and wear. The facilities existing, outdated 50 foot-gauge crane poses limitations on how height and reach for containers that can be stacked on incoming vessels because of crane limitations. Additionally, parts required for maintenance and repair of the aging crane are becoming more and more difficult and expensive to find, limiting the economic life. The current draft depth and onsite storage space at the facility is also inadequate for modern and potential future cargo vessels which are much larger than the pier was originally designed to accommodate. With the pier reaching the end of its useful life, it must be retrofitted or replaced. The proposed Pier 3 replacement will accommodate the current and growing demands of the regional community by providing a modern, high-capacity marine facility as well as provide some additional, much needed, onsite storage area for the transfer and staging of materials. 2.0 Site Locations Analysis The site proposed on the permit drawings is the preferred location for this facility as it provides deeper draft depths, a more sheltered wave climate and would increase the staging area as compared to the existing facility.Additionally,this site is directly adjacent to the existing facility that is anticipated to remain in use for light staging and traffic flow until such a time as it is deemed unsound. Construction of the facility on the west(airport)side of the existing pier was evaluated in detail, however shallower draft depths and a more exposed wave climate quickly ruled out this area. Other sites around the island have been evaluated previously in the Kodiak Waterfront Master Plan and the Kodiak Pier 3 Design Study Report. 3.0 Dock Construction Analysis Two types of construction,a pile supported pier(Option A) and a sheet pile dock(Option B),were considered for the new facility. Option A is the proposed alternative outlined in the permit package. Option B is shown in the attached concept drawings for comparison. A brief description of each type of structure is given below. Option A—Pile Supported Pier Page 1 City of Kodiak-Pier 3 Replacement Rev 00 Alternatives Analysis This option consists of a pile supported pier with precast concrete deck panels, steel framing and a sheet pile backwall.The approach to the new pile supported pier would be infilled with gravel and overlain with asphalt as shown in the attached permit drawings. Gravel fill to construct the approach would be held back by the pier pile cap as well as the sheet pile backwall structure.The pile supported structure would extend from the approach fill out to approximately the-45'contour line along the dock face. Armor stone and fill material would be placed seaward of the sheet pile backwall to protect the slope and dissipate wave action beneath the pier. Minor dredging during construction would be required on the west end adjacent to the existing pier to maintain the required draft depth for the project. The proposed pile supported pier meets the project needs by adding additional staging area, increasing the draft depth at the pier face and allowing for a larger, more modern, container crane than the existing facility.As compared to Option B, a pile supported structure would have a much smaller coastal footprint and require that much less fill be placed within the tidelands.This type of structure would, however, require impact driving and possibly bedrock core drilling in order to install the support piles. Some minor dredging, during construction, at the face of the pier would be needed on the west side to accommodate the deeper drafts required for the new facility. Option B—Sheet Pile Pier This option consists of a sheet pile fill structure extending seaward along the existing dock to approximately the-45' contour line along the dock face.The sheet piles would be constructed to form a scalloped front face with tail walls providing lateral support. Some areas near the east side of the dock would require that a layer of gravel fill material be installed in order to minimize sheet pile lengths. Some minor dredging, during construction, at the face of the pier would be needed on the west side to accommodate the deeper drafts required for the new facility. A sheet pile structure would meet the project needs by adding additional staging area, increasing the draft depth at the pier face and allowing for a larger container crane than the existing facility.As compared to Option A,a sheet pile structure would have a much larger coastal footprint and require a much larger volume of fill be placed in the tidelands for construction. Aside from impact driving of the dolphin piles, sheet pile structures can typically be installed via vibration hammers.Some minor dredging would be required on the west side of the pier in order to accommodate the deeper dredge depths required. Results of a geotechnical investigation at the site revealed weak compressible soils in the area as well as deep bedrock.The sheet pile structure depends on the stability of the soil, particularly under seismic events to prevent global slope failures. Due to the low soil strengths, compressibility of the soils,the deep bedrock and the required height of the fill structure it was found during preliminary design that a sheet pile fill structure of this magnitude was not a practical alternative for this site. 4.0 Summary and Conclusions Other potential site locations were evaluated in previously performed studies and arrived at the currently proposed location as the preferred location for the new pier. Placement and orientation of the Page 2 City of Kodiak-Pier 3 Replacement Rev 00 Alternatives Analysis pier at the proposed site have also been studied in detail in previous reports and concluded that the proposed layout is the most efficient means of utilizing the space available. Following review of the geotechnical data at the site only the pile supported pier,Option A, is feasible for construction and meets the project requirements. In addition to being the only feasible alternative at this site,this option offers the lowest coastal footprint of the two types of structures evaluated, making it the least environmentally damaging practicable alternative for construction. Page 3 City of Kodiak-Pier 3 Replacement Rev 00 Project Description Kodiak Pier 3 Replacement - Project Description The City of Kodiak (the City) is proposing to replace the existing Pier 3 located on Rezanof Drive W. near the foot of Pillar Mountain and the south side of Kodiak. Currently, the shipping company Horizon Lines (Horizon) operates Pier 3,leasing it from the City. Horizon offloads containers for the City twice a week from a D-7 class container vessel. The existing 365 foot long 60 foot wide Pier 3 structure and 50 foot-gauge crane were put into service in 1972 and are in very poor condition. Frequent and extensive maintenance has allowed the existing facility to survive beyond its initial design life. The current facility is nearing its operational life due to corrosion and wear. The outdated 50 foot-gauge crane poses limitations on height and reach for containers that can be stacked on incoming vessels because of the crane limitations.Additionally,parts required for maintenance and repair are becoming more and more difficult and expensive to find,limiting the crane's economic life.The current draft depth and onsite storage space is inadequate for the modem and potential future cargo vessels which are much larger than the pier was originally designed to accommodate. The proposed Pier 3 replacement will accommodate the current and growing demands of the regional community by providing a modern,high-capacity marine facility as well as provide some additional,much needed, onsite storage area for the transfer and staging of materials. The proposed project will be constructed adjacent to the east end of the existing Pier 3 and will be approximately 115-ft wide and 420-ft long. Minor dredging of the ocean floor will allow for water depths of approximately-45ft MLLVG'at the face of the new pier.To the greatest extent possible dredged materials will be reused in the areas on the eastern side of the new pier where fill is required.The new pier will be approximately 1.11 acres total with approximately 1.6 acres of fill placed below High Tide Line. The back wall is proposed to be constructed utilizing a high-capacity sheet pile bulkhead system. A rock revetment will be installed below mean low water and above the mean high water level to dissipate wave action at the pier face and protect and stabilize the underlying fill slopes. The pier is proposed to be constructed utilizing concrete deck and high-capacity steel framing on steel piles. A fender pile system,dock face beam,bullrails and heavy duty bollards are planned along the entire face of the new section of pier.The seaward 10 feet of the dock face will be utilized for line handling during ship berthing and will not be utilized for cargo or day to day traffic.This section of the dock will be designed to drain either through crane electrical cable trench drains or directly off of the end of the pier. The electrical,potable water, firewater and sewage disposal systems will tie into the existing utilities. The project site is not within a part of a special aquatic site,wetland adjacent to anadromous fish stream,anadromous fish stream, river, lake, riparian area, or a tidal flat. The existing shore protection and gravel beach is very steep and is not a high value aquatic ecosystem. As such, no compensatory mitigation is proposed for this project. The following describes the measures to be taken to minimize impacts to waters of the United States relative to the proposed construction of the project. 1) Work in waters of the U.S.will be conducted in accordance with the terms and conditions of the Corps of Engineers permit. 2) The location selected for the project is in a heavily utilized maritime area where marine wildlife is already used to existing traffic patterns. 3) Use of a sheet pile back wall and pile-supported pier will minimize the amount of fill below the Mean Low Lower Water(MLLW). 4) New armor rock,filter rock and fill will be placed at 2:1 slope angle to minimize the amount of fill. 5) Though it is necessary to extend fill seaward for this project all areas of new armor rock are to be placed in areas where armor rock slope protection has already existed for some time. No virgin beachfront or tidelands will be impacted by the project.The existing beachfront slope will be altered to provide a shallower slope. 6) Placement of armor rock and fill will occur during lower tidal cycles to avoid or minimize in- water work. Armor rock used for the authorized work will be clean,free from pollution in toxic amounts. Armor rock and filter rock will be free of fine sediments to the extent practicable,to reduce suspended material from entering the water column during tidal cycles. 7) Larger diameter piles have been designed to reduce the number of piles, reduce the amount of time affecting the aquatic organisms during construction and reduce post construction effects on the aquatic ecosystem by increasing the pile spacing. 8) The final installation method for the support pile is unknown at the time of permit submission. Several possibilities for installation are listed below; a. Impact Hammer—Drill an oversized pilot hole for support pile into bedrock. Drive steel support piles as deep as practicable with vibratory hammer into the pilot hole. Using an impact hammer with a pile cushion between the hammer and pile to attenuate sound, drive pile to required capacity into bedrock. b. Down Hole Drill—Install down hole hammer\drill onto pile tip. Drill pile into bedrock foundation to required depth leaving drill bit in place at bottom of hole.This method Page 1 City of Kodiak-Pier 3 Replacement DRAFT— Rev 00 Mitigation Statement will not require sound attenuation as the pile is installed at a much lower energy level than a typical driven pile. Additionally, energy input into the pile through installation is located at the pile tip elevation,as opposed to the pile top elevation, allowing sound energy to dissipate through the soil. 9) Steel sheet piling on this project are not expected to require installation into bed rock. In case of shallow bed rock, holes will be drilled in to the rock to ease the installation of the piles into the rock. 10) To minimize unavoidable environmental impacts, Best Management Practices (BPMs)will be used to minimize impacts on water quality, aquatic life,and the environment during construction. Such practices include: a. Impact driving will be required on all bearing piles.Vibratory methods may be used for initial setting and driving of all of the piles. Fender pin piles may be installed using a vibratory hammer exclusively, if possible. b. Excess of waste materials will not be allowed to enter the waters. All such materials will be collected and recycled or disposed of at an approved facility. c. Care will be taken to prevent any petroleum products or other toxic or deleterious materials from entering the waters. Fuel hoses,oil drums, oil or fuel transfer valves and fittings, etc., will be checked regularly for drips or leaks, and shall be maintained and stored properly on secondary containment pallets to prevent spills. d. The contractor will have a spill kit with oil absorbent materials on site to be used in the event of a spill or if any oil product is observed in the water. e. The contractor is responsible for the preparation of a Spill Prevention, Control, and Countermeasures (SPCC) plan to be used for the duration of the project as required by permitting agencies.
