11/14/2013 Special Meeting KODIAK ISLAND BOROUGH Assembly Special Meeting November 14, 2013 A special meeting of the Kodiak Island Borough Assembly was held on November 14, 2013, in the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. Present were Mayor Jerrol Friend, Assembly members Carol Austerman, Aaron Griffin, Dave Kaplan, Q Chris Lynch, Frank Peterson, Jr., and Mel Stephens. Staff members present were Borough Manager Bud Cassidy, Clerk Nova Javier, Deputy Clerk Jessica Kilborn, and Assistant Clerk Angela MacKenzie. CITIZENS' COMMENTS None. CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING A. Mayoral Appointments of Assembly Member Representatives to Boards, Committees, Commissions, and Councils. PETERSON moved to confirm the mayoral appointments of assembly representatives to boards, committees, commissions, councils, and Assembly representatives to the different Cities, Communities, and Villages. fl Mayor Friend introduced and asked for confirmation of the Assembly representative appointments to IIyJ' the various boards, committees, commissions, councils of the Borough, and to the cities, communities, and villages of Kodiak Island. ROLL CALL VOTE ON MOTION TO SPLIT THE QUESTION CARRIED UNANIMOUSLY: Austerman, Bonney, Griffin, Kaplan, Lynch, Peterson, and Stephens. GRIFFIN moved to divide the question to separately appoint the Assembly representative to the Kodiak College Council. C--' ROLL CALL VOTE ON MOTION TO SPLIT THE QUESTION CARRIED UNANIMOULSLY: Bonney, Griffin, Kaplan, Lynch, Peterson, Stephens, and Austerman. GRIFFIN moved to amend the Providence Health Systems Service Area Board appointment from Mel Stephens to Carol Austerman. ROLL CALL VOTE ON THE MOTION TO AMEND CARRIED SIX TO ONE: Griffin, Kaplan, Lynch, Peterson, Austerman, and Bonney (Ayes); Stephens (No). GRIFFIN moved to amend the Kodiak College Council appointment from Frank Peterson to Dave Kaplan. ROLL CALL ON THE MOTION TO AMEND CARRIED FIVE TO TWO: Kaplan, Lynch, Austerman, Bonney, and Griffin (Ayes); Peterson and Stephens (Noes). ROLL CALL VOTE ON MOTION TO CONFIRM THE MAYORAL AND ASSEMBLY APPOINTMENTS INCLUDING THE AMENDMENTS TO THE PROVIDENCE HEALTH SYSTEMS SERVICE AREA BOARD AND KODIAK COLLEGE COUNCIL APPOINTMENTS CARRIED SIX TO ONE: Lynch, Peterson, Austerman, Bonney, Griffin, and Kaplan (Ayes); Stephens (No). EXECUTIVE SESSION A. Matters Involving Negotiations with the IBEW. LYNCH moved to convene into executive session to discuss matters involving negotiations with the IBEW which qualifies for executive session per KIBC 2.30.030(E.d), under matters involving negotiations with labor organizations representing Borough employees. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Peterson, Stephens, Austerman, Bonney, Griffin, Kaplan, and Lynch. Mayor Friend invited the Borough Assembly, Manager, and Clerk's Office Staff into executive session. After the vote, Mayor Friend recessed the special meeting at 9:12 p.m. and convened the executive session.
