05/28/2013 Regular Meeting RECEIVED KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE OCT - 3 2013 MINUTES May 28,2013 Regular Meeting May 28,2013 at 7 p.m. in the KIB IL ,UO Kki liftiq 1 CALL TO ORDER VICE CHAIR HUNTLEY called to order the regular meeting at 7:05 p.m. ROLL CALL Requested excusal was Patrick Saltonstall and Rick Lindholm. Committee members present were Pam Foreman, Jeff Huntley, Mick Marion, Helm Johnson, and Mike Scalzo. Excused were Patrick Saltonstall and Rick Lindholm. Ex-officio present was Alan Schmitt.Absent ex-officio's were Jack Ransom,Aaron Griffin, and Steve Doerksen. A quorum was established. Committee members present were APPROVAL OF AGENDA COMMITTEE MEMBER FOREMAN MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER FOREMAN MOVED to approve the March 12, 2013, April 9, 2013, and April 23, 2013 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none OLD BUSINESS A) Womens Bay Playground Equipment Dvorak said on May 14th we had a meeting at the Womens Bay Fire Hall re: Womens Bay playground equipment and also the Jack & Lee Lakes Natural Use Area Trail Planning. He borough the notes taken and we went through a discussion process with the public members who attended about various aspects, setting priorities, and which park needed the most work. Towards the end there was a committee of folks offering to go through the catalogs. Bob Tucker gave them the catalogs and met with the committee and he understands Ms. Peterson has the list of equipment that they selected through their committee process to bring back to the Parks & Rec Committee. He thinks procedurally what you should do is probably approve this so we can go ahead and send it on to the P&Z and Assembly to get this project rolling this summer to get it ordered and possibly with the intent of having it in this fall. Tucker will be prepping the playground with money that we have for this fiscal year. P&R Minutes Page 1 of 3 May 28, 2013 Breanna Peterson stated she's been working with Bob Tucker on coming up with different equipment for Womens Bay fitting it within the budget. We have the list, which she submitted to the committee and she explained the equipment they chose. COMMITTEE MEMBER FOREMAN MOVED to forward the recommendation to the Planning & Zoning to approve this list of equipment that the community brought forward for Panamaroff Creek Park. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY B) Land Swap Update Dvorak stated there is nothing new to report. We haven't received any new instructions from the Assembly so we're still looking at the road system opportunities, we're still looking at making our borough 800 acres getting it surveyed, conveyed, and ready to trade. As it stands right now it's not ready to trade or be sold. Dvorak passed it along that the P&R wants to be kept apprised of anything new. NEW BUSINESS A) Jack and Lee Lakes Natural Use Area Trail Planning - Progress Report Dvorak stated there is nothing to report. Maya isn't here tonight but we'll have her at the next meeting. He said she'll probably bring maps and break them down like she did on the Russian Ridge trail system. If you have any thoughts on the area send them to Dvorak and he'll forward to Daurio. Discussion of terrain, data, gaps in Womens Bay that need to be re-GPS'd, junk/abandoned vehicles, and the possibility of having boulders placed around. B) Planning&Zoning Public Hearing Cases for June 2013 Dvorak updated the committee on the upcoming P&Z public hearing cases. COMMUNICATIONS There were none. REPORTS Meeting Schedule: • June 11, 2013, Parks & Recreation Committee meeting at 7:00 p.m. in the RIB School District Conference Room-CANCELLED • June 25, 2013, Parks & Recreation Committee meeting at 7:00 p.m. in the KIB School District Conference Room Discussion of cutting back the meetings to one a month during summer. COMMITTEE MEMBER FOREMAN MOVED that we move our meetings to once a month to the 4th Tuesday at 7 p.m. for June, July,August 2013. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS There were none. P&R Minutes Page 2 of 3 May 28, 2013 COMMITTEE MEMBER'S COMMENTS Mike Scalzo said he'll help Daurio do the GPSing. He gave his contact info to Dvorak Pam Foreman thanked Dvorak for many years of service and all the support to the committee and she wishes him luck. Mike Marion wished Dvorak good luck and this is the time you're supposed to enjoy things. Alan Schmitt said the winter had a hard time on the Rezanof bike path because there are much more cracks so sometime can some tar be put in those cracks to keep the moisture out to preserve the life of the path.
