KUPREANOF PENINUTA HOMESTEAD AREA
Kupreanof Peninsula Homestead area is located on the north shore of Kodiak Island approximately 5 miles
west of Port Bailey Cannery. The project area is located on the upland shores of Kupreanof Strait and Viekoda
Bay and within a broad east -west valley bordered by mountainous terrain dominatad by stands of 5itka
spruce. The valley vegetation consists of tall grasses and forbes interspersed with several small ponds and
streams.
Kupreanof Peninsula is within a maritime climatic zone which has high humidity and frequent clouds.
Temperatures seldom drop below freezing and the occurrence of severe storms with high winds is common.
Temperatures in the project area range from a mean of 47.5'F in July and a mean of 32.8'F in December.
Average rainfall is 61.56 inches annually and 71.9 inches of snowfall annually.
Exposed bedrock and shallow soils prevail Including silty volc2nic ash. Elevations range from 100 to 500 feet
above sea level. A potential tsunami hazard exist along the coast.
Hunting and fishing are the two most popular recreational pursuits in the Kupreanof area. Hunting 5itka
black -tail deer and waterfowl, fishing for salmon and trout, clam digging, crabbing and berry picking are popular
island -wide activities as well as hiking, camping, kayaking, rafting and sailing.
The Kupreanof Peninsula is inhabited by brown bears. The bear density is estimated at one bear per two square
miles. Potential bear conflict should be minimal due to the absence of salmon producing streams in the area.
However, brushy areas with salmonberries and elderberries are favored feeding sites from July through
October. Area with obvious bear trails, beds, dug -up soil, scat or carcasses of dear, fish and marine mammals
should be avoided. Livestock grazing activities are discouraged. For additional information, contact the Alaska
Department of Fish and Game in Kodiak.

I am pleased to enclose your homestead entry permit. I have also enclosed various other
materials you will need to eventually obtain patent to your homestead. Please take some time to
read these materials. Please pay particularly close attention to the terms and conditions in your
homestead entry permit.
The effective date of your permit is October 28, 1996. It is from this date that certain deadlines
are determined which relate to the various requirements of the homestead program (these
deadlines are included in your permit). The following will further explain your obligation to
fulfill certain requirements in order to ultimately receive title to your homestead parcel.
REQUIREMENTS FOR TWO -YEAR PURCHASE OPTION:
1. By signing your Homestead Entry Permit, you automatically apply to purchase the
homestead under the two -year purchase option. However, we will not process your two -
year purchase application unless 1) we receive a request from you to do so, or 2) you fail
to comply with the habitable dwelling requirement by year three. This automatic
application ensures that if you are unable to complete your dwelling within the required
three years, you will still have the opportunity to purchase the homestead.
You will be required to exercise your two -year purchase option if you are unable to meet
the dwelling requirements within three years. In that event, our notice to you will include
a demand for a down payment of five percent of the homestead's value, as estimated by

the department. If you fail to make the down payment within the time required, your
homestead entry permit will be revoked.
REQUIREMENTS FOR "PROVING UP" ON THE LAND:
1. You must build a permanent, habitable dwelling on the land and submit photographs
and the enclosed Homestead Entryperson's Affidavit of Dwelling Completion form
within three years from permit issuance. Our Homestead Habitable Dwelling
Requirements fact sheet is enclosed for your further information. A one -year extension
may be granted to complete the dwelling if it is nearly complete and a request for an
extension is received within three years from permit issuance.
2. You must live on the land for not less than 25 months and submit the enclosed
Homestead Request for Patent or Purchase form, Affidavit of Homestead Residency
form, and Witness' Affidavits of Homestead Residency form within five years from
permit issuance.
We highly recommend that you keep a complete and accurate log of all the time you
spend on your homestead. This log should include the names and addresses of any
witnesses to your residency (witnesses are three disinterested persons, not related to you,
who have personal knowledge of your residency on the homestead).
REQUIREMENTS FOR FIVE -YEAR PURCHASE OPTION:
1. You must request purchase within five years from permit issuance. You may
submit a letter requesting purchase or the enclosed Homestead Request for Patent or
Purchase form.
2. You must build a permanent, habitable dwelling on the land and submit photographs
and the enclosed Homestead Entryperson's Affidavit of Dwelling Completion form
within three years from permit issuance. Our Homestead Habitable Dwelling

You should become familiar with the homestead law, Alaska Statute 38.09, and the regulations
for the homestead program, 11 AAC 67.138 through 11 AAC 67.155. These statutes and
regulations are available at most libraries and at DNR information offices.
Please familiarize yourself with the various requirements of the homestead program and the
terms and conditions of your homestead entry permit. Your homestead entry permit is subject
to automatic expiration if you fail to comply with one or more of the various requirements.

1. RIGHTS GRANTED. This homestead entry permit entitles the permit holder to enter upon the homestead described above
and to occupy and improve it, in accordance with the conditions of this permit, in order to qualify for patent under AS 38.09,
2. ASSIGNMENT OR OTHER TRANSFER. This homestead entry permit may not be assigned, conveyed, or in any other
manner transferred except upon approval of the Department of Natural Resources under the circumstances set forth in AS
38.09.030(c) and 11 AAC 67.153. A request to transfer this homestead entry permit must be made in writing to the Division of
Land office noted on the first page of this homestead entry permit and must be accompanied by appropriate documentation that
the statutory conditions for transfer have been met. An assignment, conveyance, or other transfer of this homestead entry permit,
except as allowed above, is automatically void and constitutes a substantial breach of the conditions of this permit.
3. LAWFUL USE OF HOMESTEAD. The permit holder shall use and occupy the homestead in compliance with all applicable
laws, regulations, ordinances, and orders, including those of a building or zoning authority and those relating to pollution and
sanitation control. The permit holder may not permit any unlawful occupation, business, or trade to be conducted on the
homestead.
4. PROPER LOCATION. The permit holder is responsible for proper location of the homestead and all homestead
improvements. This homestead entry permit does not authorize any use or development of or the placing of improvements upon
land outside the homestead's boundaries.
5. MAINTENANCE. The permit holder shall maintain the homestead in a reasonably neat and clean condition and shall take
all prudent precautions to: (1) prevent or suppress pollution of the land, ground or surface water, or air; (2) prevent or suppress
grass fires, brush fires, or forest fires; and (3) prevent erosion or destruction of the land. The permit holder may not manage,
use, or permit the use of the homestead in any manner that results in destruction or deterioration of the homestead or adjacent
property, including by neglect, abuse, destructive use, or mismanagement.
6. AUTHORIZED USES OF HOMESTEAD. (a) This permit authorizes the permit holder and members of the permit holder's
household to utilize the homestead for residential and agricultural purposes and for incidental home business uses that employ
only members of the permit holder's household (such as child care, home crafts, or sale of items produced on the homestead);
to build a permanent single - family dwelling and incidental improvements such as roads, fences, garage, barn, woodshed, and
other outbuildings; and to install and use temporary quarters during construction of the permanent dwelling. The permit holder
may also use gravel on the homestead as needed for building homestead improvements and may clear and use timber on the
homestead as needed for residential or agricultural uses. (b) Any other use of the homestead requires the written authorization
of the Department of Natural Resources.
