A (R5600010209) T25S R24W, Kupreanof Strait Mr. Carter: I have reviewed the assessed value of your properties referenced above as you requested. The assessed value of TL 3306 Tr. A, which is vacant, was substantially reduced (by 57 %) to $15,000 based on the information you provided at the time of your visit to the office in February. The notice of value card (yellow) that you should have received earlier this month reflected this reduction. Your point regarding restricted access to this property is well taken and was, in large part, the rationale for the reduction. However, it should be pointed out that, while access to the beach directly in front on the property may be constrained and impractical, it is not entirely accurate to say that there in "no access to the beach." Legal access is provided by a twenty -five (25) foot wide public access easement along the front of your adjacent property (ref. Plats 92 -21 and 92 -50, enclosed), essentially providing equally good beach access to TL 3306 Tr. A as is available to TL 3302, albeit with the inconvenience of greater distance. TL 3302 is an approximately 15 acre parcel with substantial improvements, including a 1,376 sq. ft. house with woodstove, 144 sq. ft. storage building, woodshed, generator shed, modified greenhouse, diesel generator, solar panels, wind generator, as well as garden and landscaping, with a great view over Kupreanof Strait toward Raspberry Island. The mass appraisal improvement valuation generally applied, including the standard 35% remote location depreciation factor and an additional I I% physical and functional depreciation for effective age (total of 46 %), was $62,000, or about $45 /sq. ft. for living space. Although this is a not uncommon value for improved, remote living space in that area (the cabin on TL 3307 in Onion Bay, for example, is $49 /sq. ft.), since your property has unique characteristics, I elected to go with the considerably lower computer assisted mass appraisal (CAMA) value arrived at by KB Systems for remote property of $39,000, equating to about $28 /sq. ft. for living space. That this may well understate the value of the structural improvements and considerable amenities is substantiated by the previous owners' indication that the property was sold to you for $80,000, including equipment, in 2001. This is further underscored by the recent listing of a similarly developed remote residence in Uganik Bay, with far less acreage (6+ acres), for $300,000 (copy of Kodiak Daily Mirror ad for 4/23/04 enclosed). At any rate, there seems to be no rationale for further reducing the value of improvements on your Kupreanof property (TL 3302).
