R311.7.5.1 Risers is amended to read as follows: 110 The maximum riser height shall be 7-3/4 8 inches (496 203mm). The riser shall be 111 measured vertically between leading edges of the adjacent treads. The greatest riser 112 height within any flight of stairs shall not exceed the smallest by more than 3/8 inch (9.5 113 mm). Risers shall be vertical or sloped from the underside of the nosing of the tread above 114 at an angle not more than 30 degrees (0.51 rad) from the vertical, Open risers are 115 permitted provided that the opening between treads does not permit the passage of a 4- 116 inch - diameter (102 mm) sphere. 117 118 4. R311.7.5.2 Treads is amended to read as follows: 119 The minimum tread depth shall be 40 9 inches (254 228mm). The tread depth shall be 120 measured horizontally between the vertical planes of the foremost projection of adjacent 121 treads and at a right angle to the tread's leading edge. The greatest tread depth within any 122 flight of stairs shall not exceed the smallest by more than 3/8 inch (9.5 mm). 123 124 5. R313.1 Townhouse automatic fire sprinkler systems is amended to read as 125 follows: 126 An automatic residential fire sprinkler system sha44 may be installed in townhouses. 127 128 6. The building codes so adopted shall be interpreted, administered, and 177 enforced with the local amendments hereinafter specifically set forth, by the borough 178 building official, who is authorized to take such action as may be reasonably necessary to 179 enforce the purposes of this section. International 210 Building Code Appendix J Grading. 211 Appendix Chaptor 33 of the 1997 Uniform Building Codo J of the 2009 International 212 Building Code is amended to read as follows: 213 214 I Section 3306.2 J103.2 1. When approved by the building official, 215 grading in an isolated area if there is no danger to private or public 216 property. For purposes of this section, a lot located in a recorded 217 subdivision shall not be considered an isolated, self- contained area. 218 219 2. An excavation below finished grade for basements and footings of a 220 building, retaining wall or other structure authorized by a valid building 221 permit. This shall not exempt any fill made with the material from such 222 an excavation or exempt any excavation having an unsupported height 223 greater than 10 feet after the completion of such structure. 224 225 8. An excavation which is (1) less than five (5) feet in depth, or (2) which 226 does not create a cut slope greater than ten (10) feet in height and 227 steeper than 1 1/2 horizontal to 1 vertical. 228 229 9. A fill less than five (5) feet in depth and placed on natural terrain with 230 a slope flatter than 3 horizontal to 1 vertical, not intended to support 231 structures, which does not obstruct a drainage course. Kodiak Island Borough, Alaska Ordinance No. FY2013 -09 Page 5 of 8 232 I Section 334-2.2 J106.1 Slope. The slope of cut surfaces shall be no 233 steeper than is safe for the intended use and shall be no steeper than 234 1/2 horizontal to one (1) vertical in solid rock and 2 horizontal to 1 235 vertical in other soils unless the permittee furnishes a soil engineering 236 or an engineering geology report, or both, stating that the site has been 237 investigated and giving an opinion that a cut at a steeper slope will be 238 stable and not create a hazard to public or private property. Where the 239 cut slope in rock exceeds thirty feet in height, a ten foot wide bench 240 shall be provided at twenty feet and at twenty foot intervals thereafter. 241 For slopes greater than 1 1/2 horizontal to 1 vertical, the adjacent 242 property line shall be fenced except along public right -of -way before 243 excavation is begun. 244 245 I Section 3313.2 J107.2 Preparation of Ground. The ground surface shall 246 be prepared to receive fill by removing vegetation, noncomplying fill, 247 topsoil and other unsuitable materials, scarifying to provide a bond with 248 the new fill and, where slopes are steeper than five to one, and the 249 height is greater than 5 feet, by benching into sound bedrock or other 250 competent material as determined by the soils engineer. The bench 251 under the toe of a fill on a slope steeper than 5 to one (1) shall be at 252 least 10 feet wide. The area beyond the toe of fill shall be sloped for 253 sheet overflow or a paved drain shall be provided. When fill is to be 254 placed over a cut, the bench under the toe of fill shall be at least ten feet 255 (10') wide but the cut must be made before placing fill and accepted by 256 the soils engineer and engineering geologist as a suitable foundation for 257 fill. Unsuitable soil is soil which, in the opinion of the building official or 258 the civil engineer or the soils engineer or the geologist, is not competent 259 to support other soil or fill, to support structures or to satisfactorily 260 perform the other functions for which the soil is intended. 261 262 I Section 3343 -5 J107.6 Slope. The slope of fill surfaces shall be no 263 steeper than is safe for the intended use. Fill surfaces shall be no 264 steeper than two horizontal to one vertical for soils other than fractured 265 rock and one and one -half horizontal to one vertical for fractured rock. 266 267 I Section 3316.1 J110.1 Slopes. The faces of cut and fill slopes shall be 268 prepared and maintained to control against erosion. This control may 269 consist of effective planting. The protection for the slopes shall be 270 installed as soon as practical and prior to calling for final approval. 271 Where cut slopes are not subject to erosion due to the erosion - resistant 272 character of the materials, such protection may be omitted. Conditions hazardous to life, property or public welfare in the occupancy of 305 structures or premises; 306 3. Fire hazards in the structure or on the premises from occupancy or operation; 307 4. Matters related to the construction, extension, repair, alteration or removal of fire 308 suppression or alarm systems; and 309 5.
