11/13/2012 Regular Meeting Womens Bay Service Area Board Regular Meeting DEC 1 0 2012 Nov 13, 2012 Call to Order 7:05 pm Members Present -Dave Neuman, Dave Conrad, Jessica Horn, Billy Ecret, John Isadore Member Absent- Brian Hansz, excused Guests - Jess Ford, Kevin Arndt Approval of Minutes - Oct 9, 2012 motion to approve as presented made by Dave Conrad, 2nd by Jessica Horn, motion passes unanimously Citizens Comments -Jess Ford, property owner on Noch Dr., stated that the last portion of Noch Dr was repeatedly skipped by the snow plow last winter and has been skipped by the grader this summer /fall. Also stated that the road is only 12 feet wide. Dave C stated that although the road was narrow it was in better shape than many other gravel roads in the district and that grading it would possible bring up large rocks. A discussion followed where it was stated by the board that a possible widening of the road would be placed on the project list and the contractor would ensure that the drivers would not stop plowing before the end of the road. Contractor Comments: 3 of the last 4 work ordered completed or in final stages 1. Culvert on Sargent Creek replaced 2. Bells Flats Rd culvert repaired 3. cold patching completed OLD BUSINESS Fire Department: a)Tanker 23 Repairs: Brechan will look at truck and give estimate in a couple of weeks b)HUD grant for A &E /Shelter: project on hold due to borough staffing. RFP for architecture to go out this winter c)Credit card for small purchases: pending d)New Pick up status: on island, awaiting licensing, costs thus far <$25,000 e)Hose purchase: will be arriving in next 2 weeks Road Service a)FEMA update - Bioplug: pursuing large project funding of $160,000. Attained root wads, will be stored until next year b) Expansion of Service district & lot sales by KIB: completion check of Kalsin /Alitak properties scheduled for 11/14 Snow markers: many installed already by Dave H. Dave C. motioned to purchase 100 additional snow markers and holders, John I. seconded, passed unanimously. NEW BUSINESS Fire Consolidation exploration meeting: looking into consolidating SOP's, purchases, drills. Found there is a need to work together before possible consolidation. Road a) Fish friendly culverts Lake Orbin outfall to river: Soil and Water Conservation to conduct survey from Lake Orbin to Russian Creek b) Work orders: replacement of sign posts to CIP list- need to put request in a letter and hand deliver to Borough clerk, assembly and Woody Konig. BOARD MEMBER COMMENTS PRoPERT`( Dave C.: the ditch in front of Kelly Young's tame on Pavlof circle has been filled in by homeowner. Need to be fixed by homeowner.
