10/09/2012 Regular Meeting L, IS Womens Bay Service Area Board Regular Meeting Minutes: Tuesday Oct 09 2d1Z. Nov 1 9 201 Jyi' Call to Order: CL ICS ` Jessica Horn called the meeting to order @ 7:08pm. Members Present: Jessica Horn, Dave Conrad, John Isadore, Brian Hansz, George Lee. Members Excused: Dave Heurnan Guests: Kevin Arndt, (Contractor) Agenda Approval/Additions: D. Conrad motioned to approve agenda, B Hansz seconded, passed unanimously. Minutes Approval: D. Conrad motioned to approve minutes from Sept 04 meeting, J. Isadore seconded, passed unanimously. Citizens Comments: Board was advised that Billy Ecret had filed to be a write in candidate. Contractor Comments: K. Arndt had received four work orders from D. 1- Ieuman for culverts repair on Middle Bay, Lake Orbin, Bells Flats Rd. and Noch Dr. and culvert replacement on Middle Bay and Sargent Creek, repair of Sargent Creek pothole and Signage. Old Business Fire Department: • Tanker 23 repairs: No action. • HUD Grant: First step forward for approval from KIB, plan to be forwarded to HUD for approval • Credit card for Fire department small purchase: No Action. • D. Conrad will pick up new truck in Anchorage on 21 -22 Oct. F350 Crew cab Short box, purchase price under $25K all electronics already approved for installation here in Kodiak, G. Lee offered to assist with decal application if needed. Old Business Road Service: • FEMA Updates: Two projects approved and completed still waiting for Sargent Creek approval for bio plug and re route. • Expansion of service area and lots sales: KIB to improve 2 lots in I -I tract (Lake Orbin Subdivision) prior to sale. Additionally if lot sales will require the expansion of the service district it will have to be voted upon prior to sale. • CIP list: Womens Bay Service Board C.I.P.'s need to be to KIB P &Z, soon to ensure they are included prior the January 2013 assembly budget work session. D. Conrad noted that there are plans for $2M for road improvements through the borough, and that Service board #1 has projects ready for KIB funding, after paying an outside engineering company to research and develop plans for road improvements. Board agreed to move this subject to new business on next meeting. New Business Fire Department: • D. Conrad noted that Oct 7 -13 was fire prevention week, and KIB planned for WBFD to have an open house, D Conrad suggested combining an Open I -louse along with plans and projects for the future firehouse building in Nov. hotdogs and drinks would be served. New Business Road Service: • Fish Friendly Culverts Lake Orbin outfall to river: KIB will write a grant for replacement of temp repaired culvert on Lake Orbin, and culverts on Dorman property and Bells Flats road, for fish friendly and AF &DG approved and recommended culverts. • WO's issued: Covered during contractors comments. • Sargent Creek pothole: Covered during contractor comments. Board members comments: • B. Hansz asked contractor again about the end of Middle Bay grading and when called out do all roads get grading? Board discussed grading and appraisal prior to and post grading to measure effectiveness of contactor. Many roads where discussed and it was agreed that Bells Flats road appears to be a priority, as it receives full grading from beginning to end every time grader is called out, where as other roads may or may not receive any service from grader. J. Isadore asked about shoulder work and drainage around log yard and if contactor was ready for winter. B. Hansz noted that another resident had noted (complained) that the snow removal contract states a "Courtesy blade" shall be employed, as it not current installed or used, it should be removed from next contact. G. Lee commented about the excess vehicles at the end of Cottonwood, and the need to have code enforcement revisit landowner who has multiple vehicles in casement. J.
