CALL TO ORDER
CHAIR SALTONSTALL called to order the September 11, 2012 regular meeting of the Parks
& Recreation Committee at 7:17 p.m.
ROLL CALL
Hans Tschersich, Rick Lindholm, and Sandra West had requested to be excused but it
wasn't relayed to the committee (secretary out sick).
Committee members present were Pam Foreman, Jeff Huntley, Michael Marion, Patrick
Saltonstall, and Andy Schroeder. Excused were Hans Tschersich, Rick Lindholm, and Sandra
West (amended at the October 9, 2012 regular meeting to reflect Tschersich, Lindholm, and
West as excused).
A quorum was established.
Community Development Department staff present was Duane Dvorak.
APPROVAL OF AGENDA
Dvorak stated Maya Daurio and Paul Van Dyke were there to talk about trail management
and they have a presentation prepared and he'd like it on the agenda
CHAIR SALTONSTALL suggested put it on the agenda first under Old Business A and move
the other items down.
COMMISSIONER SCHROEDER MOVED to approve the agenda as amended.

OLD BUSINESS
A) Trail Management Presentation by Maya Daurio and Paul Van Dyke
Van Dyke stated Daurio will be doing the presentation and they have questions seeking
further direction.

Daurio said after delving into the data she has more questions than answers and hopes for
more guidance. This also gives the committee a chance to view the data so you can
understand what the implications are in terms of the instruction they give her.
She gave a PowerPoint presentation. After looking at the data the minor trails are what
really contain the metadata that's relevant. There are 119 trail segments here. There are a
lot of data associated with each segment but it means that the task to take the data and fill
out these forms is not that straight forward. She presented additional maps. The categories
most important are classifications, surface type, grade, impact, and braiding. She explained
what she had done on the map regarding those items and was able to generate percentages
out of the information. Each segment may share common attributes but in many cases it
differs according to the category. Daurio said regarding the TMO's if they would try to come
up with a target frequency which is how the trail will be maintained and take into account
all the different information for each trail segment it presents a challenge. The same goes
for design parameters, particularly managed use. There are grades that go from moderate
to very steep. After reading through the TMO's training manual she has a list of questions
and considerations.
1. A trail can have multiple managed uses but only one designed use.
2. Not all the designed parameters are contained within the data.
3. There are things she doesn't know how to answer like the target frequency, how this
trail should be maintained, what kind of maintenance is appropriate.
4. City /KIB regulations are different.
5. She doesn't have documentation for city /KIB regulations.
6. There are a number of cases where there will be an adjoining trail segment that has
different attributes so how does she make a decision about what trail segment to give
priority to in terms of merging those attributes.
COMMITTEE MEMBER SCHROEDER said the intention behind TMO's is that the only time
you change segments is when you cross a land ownership boundary. We can delineate
where something changes, we should define each line on this spreadsheet differently. To
define what the TMO is, is to look to see what the prevailing field of this trail. Tread width is
a numerical value and if we measured it we would have a lot of different permutations' of
tread width. If it's 2 tracks we know it's wide enough for a 4 wheeler. We called 3A a
motorized marginally improved trail and 3B is somewhat improved trail so that's how we
distinguish that. Anything classified at 1 or 2 is too narrow for motorized use, and 2
unimproved for motorized use. If it's a 1 it's just a route, if it's a 2 it's probably a game trail.
COMMITTEE MEMBER FOREMAN said she recalls definitions in the plan, is that what you
are going through so Daurio can look to the plan for those definitions as well.
Discussion of the data, TMO's, objectives, and what the grant money people say about
TM 0's.
Daurio asked how they want her to proceed or she can send a series of PDF maps to the
committee, an aerial with 2 foot contours so you have an idea of the topography so you can
look at a section to see how steep it is along with the percentages displayed on the map if
that's useful. She thinks in a PDF you can draw on the map.

The first step is to look at something like this together and if we get enough segments and
sections showing the segments to separate the data, and then we say 3, 4, and 5 looks like 1
TMO and such.
The committee directed Daurio to arbitrarily assign segments like she did at the last
meeting and then create spreadsheets with percentages and the first 5 tables for those
arbitrary segments so the committee will know what areas the data is relative to and then
the committee will use that to actually come up the official segment. The committee will
also circle out segments to merge for Daurio.
Daurio asked if it would be useful to add the feet or miles for each trail. She will summarize
that for each area also. They replied feet.
B) Leisnoi Land Trade
Dvorak said there is nothing new to report. Bob Scholze would be the one to brief you on it
but he's on vacation.
Brief discussion.
C) Bike Path & Lighting
COMMITTEE MEMBER WEST wasn't present to give an update.
Dvorak state he seen her and she said there was a piece of paper on the City Manager's
desk that they needed to sign in order for DOT to start doing some clearing and things that
may be on city property. WEST was going to go to the city council to try to elevate the
priority.
NEW BUSINESS
A) Trail User Guide Map Advisory Statement
COMMITTEE MEMBER TSCHERSICH was not present to talk about the statement.
COMMITTEE MEMBER FOREMAN suggested making the effort to communicate with him
through email to see if he could give us the beginnings of a statement based on the
feedback he's gotten. Mike Sirofchuck and Stacy Studebaker should be included in the email
since they had info to contribute to this statement.
Discussion
B) Kodiak Launch Complex
CHAIR SALTONSTALL he heard through Shoonaq Tribe about archeological sites out there.
It's the whole coastal management thing, we don't know what's happening now but they do
because they are a tribal entity.
Dvorak doesn't know what's going on because that's exempt from any form of borough
regulation by zoning. It's a black hole, kind of like the Coast Guard Base. We've provided
website addresses that the committee can check out. There is a black and white
presentation several years ago before the assembly so it hasn't just come up and they've
been working on it for some time.
During discussion it was suggested that the committee connect with DNR due to it being
state land and should connect with Alan Austerman and Gary Stevens to express continued

concern this remains open to public recreation since they're both on the aerospace board.
Dvorak didn't find much about the EIS.
C) Airport EIS Statement
COMMITTEE MEMBER FOREMAN requested this so we can track what's going on.
In response to COMMITTEE MEMBER FOREMAN'S inquiry if they are working with the
borough for your comments on the draft EIS, Dvorak said he hasn't been contacted on the
EIS. We were contacted early on about the project in general and the way it's been
characterized is they need to do substantial work to create these safety zones. They did a
study for Kodiak Municipal a few years ago; FFA has all these regulations about clear zones
and side slopes and that type of thing.
During discussion it was determined this could have tremendous recreational impacts.
D) Buskin River Valley Land
Dvorak stated Lydick reprinted the article from the newspaper. Like the other issue he
suggested they do a little research to see what they think the angle is for Parks and
Recreation to advise on recreation however you choose to define that and try to make a
short list of some very specific recommendations that pertain to those recreational
opportunities.

E) October Planning & Zoning Commission Agenda
Dvorak gave an update on the October P &Z public hearing cases.
COMMITTEE MEMBER FOREMAN said if Case 17 -007 goes through we might as well not
have a greenbelt because every time someone does construction someone else is going to
ask to cut trees down, we've watched it at the library and here in the parking lot. She's tired
of giving someone a free ride after the fact because they've done something they knew was
against the code and then they come in to ask forgiveness afterwards, and we don't enforce
the code.
COMMUNICATIONS
A) Memo to Planning & Zoning Commission Re: Case S13 -006
Dvorak said at your last meeting you commented on the Chichenoff Trace Trail for the
replat and the month before on the site plan but the same condition of approval that was
required on the site plan was carried over and recommended by staff on the replat so
they're consistent. It was well received.
COMMITTEE MEMBER FOREMAN MOVED to approve the Planning & Zoning
communications .

COMMITTEE MEMBER FOREMAN said she thinks there is a candidate forum on September
25th so she might be missing that meeting.

COMMITTEE MEMBER'S COMMENTS
Pam Foreman said she's excited to see us move ahead with the TMO's.
Andy Shroeder said he thinks P &Z acted on our recommendation because he testified at the
site plan review.
Dvorak said this month is the replat for that site plan review and the same information you
recommended is carried over in the staff recommendation here so that they will read it in
the same way and it will be binding on the plat process.
Patrick Saltonstall said he is psyched about the TMO's and he thinks once we get this one
done and the process will go bing, bing, bing. I hope we all have the patience because he
thinks it will get easier with time.
Michael Marion asked that since Casey stepped down will we get another P &Z rep?
Dvorak said we will make a note for P &Z.
