August 14, 2012 Regular Meeting 7 p.m. in the KIB School District Conference Room
CALL TO ORDER
CHAIR SALTONSTALL called to order the August 14, 2012 regular meeting of the Parks &
Recreation Committee at 7 p.m.
ROLL CALL
Requested to be excused was Hans Tschersich.
Roll call was taken and committee members present were Pam Foreman, Jeff Huntley,
Patrick Saltonstall, Andy Schroeder (arrived 7:01 p.m.), Rick Lindholm, and Michael
Marion. Excused was Hans Tschersich. Absent was Sandra West. Ex- officio member present
was Steve Doerksen. Absent ex- officio members were Jack Ransom, Ian Fulp, Chris Lynch,
Casey Janz, and Brent Watkins (P &Z alternate).
A quorum was established.
Community Development Department staff present was Martin Lydick and Sheila Smith.
Also present from the IT Department was Maya Daurio and Paul VanDyke.

OLD BUSINESS
A) Leisnoi Land Trade
Lydick state there is nothing new to report.
B) Bike Path & Lighting
COMMITTEE MEMBER WEST was not in attendance to give an update.
NEW BUSINESS
A) GIS Trails Presentation (May Daurio, KIB GIS Analyst)
Maya Daurio gave a PowerPoint presentation on the trails system of Russian Ridge
During discussion Daurio was directed to bring back, probably by October 9th, semi -

completed TMO's for the lower trail on Russian Ridge and around Dark Lake including
maps to accompany the TMO's. COMMITTEE MEMBER SCHROEDER will talk to the grant
funding people to find out if the Russian Ridge TMO can include all segments or should
there be TMO's for each segment. Daurio will also provide more information from within
the data that may be useful to the committee including slope and such. The committee will
do TMO's a section at a time. The committee's goal is to put out one TMO at a time so the
public can see what we're talking about and doing at the November Trails Summit.
B) Trail User Guide Map Advisory Statement
COMMITTEE MEMBER TSCHERSICH was not present to talk about his issues with the map.
C) September P &Z Agenda
Lydick gave an update on the upcoming P &Z agenda.
During discussion COMMITTEE MEMBER FOREMAN said we made a motion at the last
meeting regarding the site plan review for this case.
COMMITTEE MEMBER SCHROEDER MOVED that Case S13 -006 does not prohibit or
restrict use of the existing Chichenoff Trace Trail.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
The committee requested that the minutes from the last meeting and tonight's minutes get
to P &Z prior to the September 19th meeting. Smith stated that staff would put them in the
packets.
D) TMO
TMO discussion was included in the GIS presentation. COMMITTEE MEMBER HUNTLEY
requested that if there is any information to send to the committee.
Smith stated she ran across some of Huntley's trail info that he loaned to Cassidy and she'll
give it to Daurio to use and return it when she's done.
COMMUNICATIONS
A) Email re: Hospital Extension
Brief discussion.

COMMITTEE MEMBER'S COMMENTS
Rick Lindholm thanked Daurio and VanDyke for the presentation.
Mike Marion also thanked Daurio and VanDyke for the presentation.
Pam Foreman said she looks forward to seeing the meat of the data and thanked them.
Patrick Saltonstall said he'd like to find out more about it in terms of new roads and launch
sites and to find out if they're going to restrict access or anything else. Saltonstall would
also like more information regarding the Buskin River plans due to he read an article in the
paper about the Coast Guard possibly giving it away to the Sunaq Tribe. That will have
serious impacts on our recreation. Saltonstall directed staff to put those items on the next
agenda.
Pam Foreman also requested an update on the Airport EIS and the mouth of the river as
well at the next meeting or send an email with the link.
