CALL TO ORDER
CHAIR SALTONSTALL called to order the July 10, 2012 regular meeting of the Parks and Recreation
Committee at 7 p.m.
ROLL CALL
Hans Tschersich requested to be excused.
Roll call was taken and committee members present were Pain Foreman, Jeff Huntley, Patrick
Saltonstall, Andy Schroeder, Rick Lindholm, Sandra West, and Michael Marion. Excused was Hans
Tschersich. Absent ex- officio members were Jack Ransom, Ian Fulp, Chris Lynch, Steve Doerksen,
and Casey Janz.
Community Development Department staff present was Martin Lydick and Sheila Smith.
COMMITTEE MEMBER FOREMAN MOVED to excuse Hans Tschersich.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
APPROVAL OF AGENDA
COMMITTEE MEMBER MARION requested to move the CIP to the first item under New Business to
ensure completion of their list.

COMMITTEE MEMBER FOREMAN MOVED to approve the agenda as amended.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER WEST stated Rob Greene's name should be put in where Bud Cassidy's name
is under Bike Path & Lighting on the May 22, 2012 minutes.
COMMITTEE MEMBER FOREMAN MOVED to approve the May 22, 2012 as amended.

OLD BUSINESS
A) Leisnoi Land Trade
Lydick stated there isn't anything new to report.
B) Bike Path & Lighting
COMMITTEE MEMBER WEST said she doesn't have anything new to report on the lighting. WEST
stated Island Trails Network has worked on the bike path; there has been mowing by volunteers
and DOT, the path at the Coast Guard base is usable but it's pretty rough.

NEW BUSINESS
C) Capital Improvement Projects
COMMITTEE MEMBER FOREMAN MOVED to approve the following list for the CIP list for Parks
and Recreation FY 2013 - 2017:
1, Parks & Fields Plan
2. Bike Path Extension - Phase 1B - Matching Funds - U.S. Coast Guard Base to Deadman's
Curve
3. Kodiak Island Urban Trails Plan Implementation - Phase 1
4. Kodiak Island Road System Trails Plan Implementation -Phase 1
5. Mill Bay Beach Site Plan and Construction
6. Multi- purpose Fields Construction (Baranof, KANA, East, and Softball Complex)
7. White Sands Beach Improvements
8. Plan and Develop Womens Bay Boat Ramp
9. Fairgrounds Improvements
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
A) Trail User Guide Map Advisory Statement
During discussion, COMMITTEE MEMBER WEST said there was a lot of feedback on the map.
CHAIR SALTONSTALL said COMMITTEE MEMBER TSCHERSICH was going to contact those people
but we haven't heard from them yet. The committee wants to come up with a generic statement
that could be issued that would say there are some errors on the map.
The committee would like this item to be on the next agenda.
B) TMO
During discussion COMMITTEE MEMBER HUNTLEY stated there needs to he a TMO for each trail on
Russian Ridge. Huntley also expressed that on order to receive funding for a trail there needs to be
a TMO for it. The committee discussed a possible field trip to Russian Ridge. COMMITTEE MEMBER
SCHROEDER explained how to do a TMO.
The committee requested the GIS analyst to give a presentation on trails with a projector and
laptop.
D) August P &Z Agenda
Lydick stated the land disposal request is in Womens Bay at the end of Panamaroff Creek Road. This
parcel was already designated for potential disposal along with other parcels around Kodiak at the
July P &Z regular meeting. Lydick also gave a brief report on the other P &Z cases.
COMMITTEE MEMBER SCHROEDER MOVED that Case 13 -005 does not prohibit or restrict the use
of the existing Chichenoff Trace Trail.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
CHAIR SALTONSTALL and COMMITTEE MEMBER FOREMAN stated they feel staff should do a
memo from Parks & Rec to the Planning & Zoning Commission, in light that they didn't have a
meeting in June, to be included in their communications regarding the areas up for disposal are the
last green areas in a couple of the neighborhoods, and to consider preserving green space, trails,
and buffers, in particular Dark Lake and Island Lake area.

Pam Foreman asked if we have a seat open? Do we know anyone we can push to apply for the seat?
Patrick Saltonstall said we should just keep it open and tell everyone to fill out the form.
