A. Call to Order
Chair Hacker called the meeting to order at 5:35 pm.
B. Roll Call
Board Members present were Gregg Hacker (GH), Scott Bonney (SB), Cliff Ford (CF),
Jerrol Friend (JF), Ray Nordgulen (RN), Sonny Vinberg (SV) and Brent Watkins (BW)
KIB Staff present were Woody Koning (WK), Ken Smith (KS) and Jessica Wolfe (JW). Also,
present was Tony Yorba, Jensen Yorba Lott, Inc.

Chair HACKER turned the meeting over to YORBA for presentation and discussion of
progress to date. Design issue tracker spreadsheet with ARB comments /concerns is
attached.
TY has just received the life cycle cost analysis for LED versus fluorescent lighting and
hasn't had a chance to review completely, but at a glance it is saying that LEC will be the
least expensive.

WK: Appreciate the time and effort of the ARB and TY. Saving the KIB lots of money.
Thanks to BW for serving on the ARB.
KS: Appreciate the ARB, it's a great resource.
H. Board Member Comments
CF: KEA has LED lights in their offices and everyone seems to like them.
Concerned about overall loading of building. Questions what the larger service is
for? Thinks this is way over sized for the KHS. Sizing is equivalent to the USCG
base. TY will have the electrical engineer justify size.
Glad to be part of the process and helping to save money.
1F: Should check with the Energy Authority to see if there is any funding available.
Appreciates JYL work and the fact that the team seems to be listening to
requests and comments.
BW: Have enjoyed serving on the Board, but this is last meeting. Time to move on.
SV: Glad to be part of the process.

There is concern about the number of
parking lot lights- a balance will need to be
found between the amount of light leaving
the site and the number of fitures provided.

they may be over served.
026 Landscape scheme was not accepted. ARB
Preference is to simplify the design to
facilitate snow removal from walks and
around plant bed areas. It was also
requested to simplify parking lot areas so
that snow plows are less inclined to strike
projecting curbs.

The greenhouse is to remain if possible. It is
an education program component, but has
not been included in the cost estimate for
demolition and replacement.

Numerous trees are shown in the new
planter bed at the new driveway entrance to
the site from Rezanof, as well as planted in
the existing planter bed parallel to Rezanof.
Site lines from vehicles leaving and entering
the driveway are compromised by these
trees. They should be removed. DOT
should be consulted for landscape
limitations along the Rezanof, which is a
state right of way.

the building design. One area of
consideration is the possible water feature
at the main entry area. Design drawings will
not include the water feature until it is
