Dave Heuman called the meeting to order n 7:02 pm.
Members Present:
Dave Neuman, Dave Conrad, John Isadore, Brian Hansz, Dennis Hilsinger,
Jessica Horn.

Agenda Approval /Additions:
D. Neuman motioned to add new road service business, b) winter repairs, c)
spring maintenance, d) drive about assessment, all additions approved for agenda.
Approved board minutes from 02/21 and 04/03 meetings.
Citizens Comments:
None.
Contractor Comments:
K. Arndt noted that service required was slow other than temp repairs being made
to roads to bridge the time until permanent repairs can be affected.
Old Business Fire Department:
• Tanker 23 repairs; D. Conrad noted that an opportunity to put in an emergency
repair order to fix tanker could be utilized to gain immediate repair to allow
WBFD to loan tanker to village of Ouzinkie who are without a fire
truck/apparatus at this time. Discussion of time frame for use by Ouzinkie and
replacement if WBFD loses the truck due to negligence. D Conrad tabled the
discussion until more information became available from KIB and Village of
Ouzinkie.
• HUD Grant; Same, 1 -IUD Grant will remain valid until Dec 31 2013; KIB will
assign engineering staff to lead and focus attention for grant.
• Credit card for Fire department small purchase; Pending.
• Purchases of new firefighting helmets and four gas meter are complete.
Old Business Road Service:
• Nixon ranch; KIB extension granted until Jun 30 2012.
• KEA Kalsin Rd; Awaiting intent from KEA before R/S repairs road at site and
below.

• FEMA update: FEMA will pay $84K new culverts at Panamaroff creek
watershed. Additionally WBSB paid $350 for permit applications for culverts to
be installed at Panamaroff and Lake Orbin.
New Business Fire Department:
• D. Conrad noted that Womans Bay Fire department has reviewed and accepts the
recommendations to a state wild land brush fire Co -Op response plan with an
MOA with other agencies for brush fire response. The lire department
recommends the KIB sign the agreement. B Hansz motioned to accept the Co -Op
MOA as presented and to recommend KIB to sign the agreement. D. I- lilsinger
seconded Motion passes unanimously.
New Business Road Service:
• Emergency repairs completed at Lake Orbin permits submitted for approval for
permanent repair, including state F&G for approval and possible funding from
state sources for anadromous stream crossing for both Lake Orbin and Bells Flats
road.
• Winter repairs to culverts_ roads and pothole repair will be prioritized during a
drive around inspection with contractor to happen next week.
• Spring maintenance for sweeping, brushing, sign replacement, and grading &
compacting will be prioritized during a drive around inspection with contractor to
happen next week.
Board members comments:
• D. Neuman noted that with sale of lots #1 and #2 Alitak, that plat notes shall have
allowed drive ways platted and that a set amount of proceeds from sale of lots
shall be allocated to ensure proper ditching /culverts and driveway placement.
• D. Conrad noted that KIB has hinted that future land sales in the WBSB area may
be considered, of the 5 lots only one has current access.
• J. Isadore questioned the status of Sargent Creek FEMA funding to repair bend in
river, D. Conrad currently looking for 20 -25, l0' -12' tree stumps with root wads
to install in bend of river.
• B Hansz commented on finally getting temp repairs completed at top of Womans
Bay dr.
• D. Conrad noted that the culvert installed last year on Lake Orbin Circle needed
to he finished.
• J. Isadore called a company for a quote for top coat on pavement.
• D Conrad noted that WBSB needs to be included in KIB list for projects and
planning for area; a letter should he drafted by chairman to assert WBSB desire to
be included on KIB project list for shovel ready projects for future funding.
• D. Conrad noted proposed newsletter could possibly be posted on KIB website
and save funds from direct mailing.
