CALL TO ORDER
CHAIR SALTONSTALL called to order the May 8, 2012 Parks & Recreation regular meeting
at 7:02 p.m.
ROLL CALL
Roll call was taken and committee members present were Hans Tschersich, Jeff Huntley,
Patrick Saltonstall, Andy Schroeder, and Michael Marion. Excused members were Sandra
West, Rick Lindholm, and Pam Foreman. Ex- officio members present were Casey Janz and
Steve Doerksen (arrived 7:05). Absent ex- officio members were Jack Ransom, Ian Fulp, and
Chris Lynch.
A quorum was established.
Community Development Department staff present was Bud Cassidy and Sheila Smith.
COMMITTEE MEMBER HUNTLEY MOVED to excuse Sandra West, Rick Lindholm, and Pam
Foreman.

OLD BUSINESS
A) Leisnoi Land Trade /Priorities
Cassidy stated the Leisnoi board met with the borough manager, Bob Scholze, and Cassidy.
Talking in generalities there's an interim CEO for Leisnoi and he'll only be there until a full
time CEO is elected. We could probably use the committee's expertise in the course of
discussing what Leisnoi areas are important to the borough. In the Trails Plan which is
included in your packet is the list that you thought were important. It talks about
acquisition of these places. This is the list that will probably be presented to Leisnoi. Also
we are providing them some borough land and options to see if there is any borough land
they may be interested in. Bob Scholze, Borough Resource Manager, will be working on that
soon.

Brief discussion of Leisnoi lands, logging, and 17b easements.
B) Bike Path & Lighting
CHAIR SALTONSTALL stated he talked to Stosh Anderson from KEA who said they are
doing those lights already and will be putting them downtown. It sounded like they are into
those lights but he didn't know about the bike path.
During discussion COMMITTEE MEMBER TSCHERSICH said he thinks there is a
misunderstanding because they're replacing everything with LED lights.
NEW BUSINESS
A) Trail Summit Discussion
Cassidy stated in your packet is the general trail comments and Russian Ridge comments
made at the Trails Summit. There's also a written comment but doesn't really apply to what
we're doing. We spent a fair amount of money advertising the Trails Summit, it was also on
the radio, and there were 24 people present.
During discussion there was consensus that the summit went well. There weren't any
complaints or recommendations to change anything, and it appears people are
compromising. The committee also discussed inaccuracies in the user guide map, and the
need to get the public engaged in helping with the TMO.
Cassidy stated the user guide map is free and they just need to come to the office to pick
one up. We're trying to put it in the Coast Guard packets because it talks about trail
etiquette. As new trails become available the user guide map will be a living document.
Cassidy suggested a field trip to Russian Ridge because he thinks we need to elevate the
whole Russian Ridge area. You can reach it from the city side and from the Monashka /VFW
side.
COMMITTEE MEMBER HUNTLEY requested that Schroeder bring a TMO so everyone can
see one.
Cassidy said he will scan a TMO and email out to the committee.
Discussion of TMO's, the need for signage, and work with the city regarding Russian Ridge.
B) May P &Z Agenda
Cassidy gave a report on the upcoming P &Z cases.

COMMITTEE MEMBER'S COMMENTS
Patrick Saltonstall apologized for criticizing the Audubon map. His point was that both
maps are good and useful.
Hans Tschersich said the trail user map is an invitation to get lost because there are no
descriptions where the trailheads are and where to go, it's just an outline. The Audubon
map shows all the different trails that we didn't even consider and it shows the ownership.
