Meeting called to order: by President Darlene Turner, on 3/13/2012, 7:10pm
Roll Call Board: Darlene Turner (DT), Chaz Glagolich (CG), Tom Lance (TL). Two Board seats
vacant.

Approval of March 13, 2012 Agenda: TL moved to approve; CG seconded; approved
unanimously.
Approval of Feb. 28, 2012 Regular Meeting - Work Session for Budget Minutes: TL moved
to approve; CG seconded; approved unanimously.
Public Comments: Drew Devries arrived at end of meeting and gave comments (see below).
New Business
Approval of Budget for FY2013 - Monashka Bay Road Service District: CG moved to
approve; TL seconded; approved unanimously.
• Program Description: Monashka Bay Road Service District is responsible for the road
maintenance in the Service Area.
• Goal: To maintain, repair, and provide snow removal for roads in the Monashka Bay
Road Service Area.
• Summary/Significant Budget Changes: Increase in Snow Removal /Sanding by
$6,000 from last year's budget.

ITEM Priority Assigned Objectives for FY2013
A 1 TI. by Major Item - Bring all our roads up to Code: ask Borough to put Marmot Dr
3/17 (especially near Ridge Circle) on STIP List, replace road with proper fill - need
to dig test holes, remove stumps and logs from road bed, replace with proper
fill. - - -- contact Borough Engineering ASAP.
B 1 TL 2683 Mountain View Dr needs follow -up letter regarding RoW concerns, as ref.
in May 8, 2011 Minutes. MBRSA will reshape and enlarge cul-de -sac and direct
runoff away from house foundation. Road /cul -de -sac will be widened to most
feasible extent to meet Code, to improve safety and other driveway access in
cul -de -sac.
C 1 Board Improve road at top of Three Sisters: Cut up -hill bank back, correct drainage
problem from State Hwy. apron area, down to first dip on Three Sisters
(fill /raise road bed).
0 1 TI. Draft letters to TC Enterprises and to State regarding concerns and possible
fixes, how to improve drainage problem at intersection of Mountain View Drive
and State Hwy.
E 1 TL Related to Item D, at bottom of Mountain View Drive - Letters to mailbox
owners regarding frame condition and planned road work: Ditch cleaning and
drainage work will be on -going issue at this location, and impediment to road
maintenance, especially snow plowing. Any future road maintenance and snow
plowing done at bottom of Mountain View will disturb part or the entire mailbox
framework. The mailbox frame is in such poor condition that it should be
reconstructed and relocated at their expense.
F 1 Board Ditch cleaning this summer (under Grading /Ditching in 2013 Budget... $5,000).
Identify locations during Annual Walk/Regular Mtg.
G 1 TL Check w/TC on ordering, amt. needed and costs, for calcium chloride
application for dust abatement and pothole reduction for summer months.
H 2 TL Ask Borough for assistance with RoW locations, so we can show landowners
where to place their culverts...and to clearly identify MBRSA RoW for snow
plowing /piling.
Private driveways and other roads accessing MBRSA roads should follow KIB
Code Chapter 15.35 provisions and related ordinances. Specific locations have
unique circumstances and conditions that often require road maintenance or
engineering practices beyond MBRSA Board's level of expertise. For example,
culverts should be sized according to up- stream runoff area and other criteria,
and placed both to function as desired and within the appropriate landowners'
jurisdiction. As defined in Code, culvert materials costs are responsibility of the
landowner.
2 Board Resurface and crown Marmot and Mountain View Drive. Discuss grading plan,
and snowplowing pattern.
2 TL Repair road signs on Spruce Circle, Island Circle, and Forest Drive (contact
Borough Engineering)
K 3 Board Identify up- welling /seep locations on Three Sisters during Annual Walk/Regular
Mtg, and get cost est. from TC for drainpipe and /or "French Drain" construction.

M 4 Board Based on previous Road Service Area walks and Board observations, culverts
are likely needed in the following locations (notify landowners after RoW
locations are determined and consulting w/ KIB Engineer; see Item "H" above.
Culvert costs are landowners' responsibility per K/B Code Chapter 15.35:
• 2159 Island Circle (Hoffman ?) needs culvert across driveway
• 1637 Three Sisters driveway (Saltonstall)
• 1660 Three Sisters driveway (Andon Brothers) and grade adjusted
(crown) to reduce erosion to road
• 2182 Three Sisters driveway (Murray)
• 2147 Three Sisters driveway (McNeil)
• 2144 Three Sisters driveway (St. Denny)
N 4 Board 1604 Three Sisters, culvert repair (crushed ?) or clean -out culvert
O 4 Board 1855 Three Sisters upper culvert re -set and clean -out, buildup road and shape
driveway to remove driveway runoff from road, direct drainage to ditch
P 4 TL 1879 Marmot newspaper box in drainage ditch needs to be removed
Q 4 n Talk to Borough Code Enforcement Officer about having window stickers to
place on vehicles that are parking on roads/blocking snow removal or other
concern.

Public Comments: Drew Devries arrived at end of meeting due to conflict, but wished to
express much satisfaction with snow plowing /removal job this winter season. He noted how
hard of winter it was...almost broke all -time snowfall record, and some culverts froze too -
And many thanks to Andy Dano and son Evan for their efforts at keeping culverts open at
bottom of Three Sisters - there was standing water on road but they removed snow and ice
chunks from main culvert and helped to keep road safe, possibly averting a washout and
expensive road repairs. Thanks!
Board Comments:
• Collectively agreed with Drew's comments about Andy Dano and son Evan - send letter
of appreciation for their efforts (TL)
• Darlene Turner Thank -you's to Chaz and Tom for handling MBRSA duties while she
was recuperating from her accident. Tom in particular for calling plowing contractor as
needed over the winter.
• Chaz Glagolich: Property owner at end of Spruce Circle requested MBRSA to open -up
road at entrance to their driveway (was overlooked by us and plowing contractor, since
drive was not used for several months over the winter); we piled huge snow berm
there... Chaz worked out compromise with our contractor, TC Enterprises, and split cost
50/50 with TC Enterprises. Will be plowed from now on.
