A regular meeting of the Joint Building Code Review Committee was held on Monday, April 16, 2012,
in the Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was
called to order at 4 p.m.
Present were Committee members John Butler, Scott Bonney, and Gregg Hacker. Staff members
present were Building Official Doug Mathers, Assistant Building Official Ted Hansen, and Borough
Assistant Clerk Jessica Kilborn.
Absent members were Scott Arndt, Ed Mahoney, and Ex Officio members Randy Bishop and Jerrol
Friend.
A. APPROVAL OF AGENDA
BUTLER moved to approve the agenda.
Motion carried unanimously.
B. APPROVAL OF MINUTES — April 2, 2012
BUTLER moved to approve the meeting minutes of April 2, 2012.
Motion carried unanimously.
C. UNFINISHED BUSINESS
None.
D. NEW BUSINESS
1. Update: Meetings at Fire Marshal's Forum in Anchorage April 10 and 12
Mathers reported on the Fire Marshal's Forum held in Anchorage on April 10 and 12. Attendees at
the Forum voiced concerns about the questionnaire and reasoning by the Insurance Services Office,
Inc. (ISO). Discussion was held on the rating system for the residential and commercial building code
adherence. Mathers spoke to the anticipated timeline for adoption of the Building Codes by the State
of Alaska.
2. Burn video
Mathers shared a YouTube video depicting the amount of time it took for household fires to become
fully engaged flashover fires. The simulation compared burn rooms using modern household material
vs. legacy household material.

3. Questions on the 2006 IBC and Related Codes
Butler spoke to his review and observations of the proposed amendments to the International
Mechanical Code, Edition 2009. Discussion ensued on residential boiler units and the requirements
for installation.
Mathers outlined the time line for adopting the International and Uniform Building Codes to follow suit
with the State. It was determined that Mathers would present a drafted ordinance adopting the
building codes for the board to review at the next meeting.
Bonney noted that he would like to address the International Residential Code once the International
and Uniform Building Codes had been adopted by the Borough Assembly and City Council.
