March 13, 2012 Regular Meeting 7 p.m. in the KIB School District Conference Room
CALL TO ORDER
CHAIR SALTONSTALL called to order the March 13, 2012 Parks & Recreation regular meeting at
7:01 p.m.
ROLL CALL
Requested excusal was Mike Marion and Hans Tschersich.
Roll call was taken and committee members present were Pam Foreman, Jeff Huntley, Patrick
Saltonstall, Andy Schroeder, Rick Lindholm, and Sandra West. Excused members were Michael
Marion and Hans Tschersich. Absent ex- officio members were Jack Ransom, Ian Fulp, Chris Lynch,
Steve Doerksen, Casey Janz, and Brent Watkins (alternate).
A quorum was established.
Community Development Department staff present was Duane Dvorak and Sheila Smith.
Also present was Pau] Van Dyke -IT Department

OLD BUSINESS
A) Potential Leisnoi Land Swap
Dvorak stated there is nothing new.
B) Bike Path & Lighting
COMMITTEE MEMBER WEST stated KEA is willing to work with the low pollution lights. She needs
to walk the bike path at night to see how far apart the lights are and where the dark spots are so
Evolucia can figure out what the lighting needs are. Van Dyke had made a map of the bike path for
her and when she was on Von Scheele she noticed there aren't many lights. KEA told her that the
borough retired the street lights there. KEA also told WEST that the city pays the light bill on the
present bike path. She's receiving conflicting information.
Dvorak said the borough can't put lights anywhere and pay for them. It was decided 10 -12 years
ago that these kinds of localized amenities or services have to be done on a service district basis.

In response to COMMITTEE MEMBER WEST'S inquiry of where does the bike path sit Van Dyke
stated the city limits is on the city side of that right of way and for the map you requested it looks
like the bike path is in the state right of way and would be outside of city limits so you have the
road, you have Rezanof, the bike path, and then the city limit.
COMMITTEE MEMBER WEST said Cassidy was hoping to put money in the P &R budget and was
hoping the borough would approve it so the borough could pay the light bill.
COMMITTEE MEMBER WEST will email Smith the list of questions from Evolucia to email to
Foreman and Schroeder.
NEW BUSINESS
A) Trails Summit Preparation
Dvorak stated he asked Van Dyke to be here to help with putting on the Trails Summit, The Trails
Plan could be the central focus of the initial Trails Summit. We can blow up certain pages or bits and
pieces of the plan and maps. Because Van Dyke has put on GIS Day, he's experienced and you'll
probably want some graphics to use.
During discussion it was the consensus to hold the Trail Summit on April 24th. There will be an
introduction, take a break to allow everyone to look at the maps and talk amongst themselves,
comment time, and then wrap up. Comment sheets provided for written comments, maps on the
wall, the allowable uses and zoned uses, and statistical data. Staff should provide the committee
with packets that includes the trail data including GIS data, zoning, land ownership, maps, any
planned developments in the area, and ordinances for the March 27th meeting to allow a review to
see what else may be needed. The city needs to be notified of this also. The committee directed Van
Dyke to put all the information onto the website by April 10th.
CHAIR SALTONSTALL said after this meeting we make a compromised plan and then we would give
it to staff to craft into something that goes to Planning & Zoning and then it goes to the Assembly for
approval.
Dvorak stated what you would be proposing would be a recommendation but it's also a project that
the factual information that you can develop on this project should probably go forward as a project
for the Capital Improvement List. The April timeframe, the additional meetings to work it out, have
it ready to go by mid to late summer so it goes right into the CIP List but having a dollar estimate, a
scope of work defined helps make a project more valuable plus if there's a possibility that it may
qualify for a grant program. Having it in a 5 year plan makes it more than just a recommendation.
COMMUNICATIONS
A) Email re: Pillar Beach
CHAIR SALTONSTALL asked why the borough stopped fixing the road down to Pillar Beach?
Van Dyke said a portion of it is on state right of way and the beach is borough owned.
During discussion staff was directed to put this on the next meeting agenda.
Dvorak said there may be ownership issues beyond the right of way. He thinks there is a sliver of
state land that lies between the right of way and the section line.
CHAIR SALTONSTALL called a 5 minute recess to allow Dvorak to make some copies of the borough
trail atlas.
CHAIR SALTONSTALL reconvened the meeting.
Dvorak pointed out the different owners and the colors on the map. He said the borough owns the
valley floor of Pillar Creek Drainage but you can see between the road and the right of way there's a

sliver of state. Dvorak said this map has been modified with a felt marker because we do own the
downhill side of a good stretch of that.
VICE CHAIR HUNTLEY MOVED to accept communications.

The next 2 scheduled regular meetings will be on March 27, 2012 and April 10, 2012 at 7 p.m. in the
JOB School District Conference Room.

COMMITTEE MEMBER'S COMMENTS
Sandra West requested to be excused on March 27th.
Andy Schroeder stated Island Trails Network has started grooming some of the winter trails at
Swampy acres. It is land that could one day belong to the borough. There's some great cross country
ski trails there.
Jeff Huntley said if we approved the agenda why do we have to have a motion to approve parts of it.
Pam Foreman requested that consent agenda be put on the next agenda? Foreman also said she
loved getting the packet early from the website.
Patrick Saltonstall said there is a lot of trail potential at Swampy Acres, not just for skiers.

COMMITTEE MEMBER WEST MOVED to adjourn.
