The regular meeting of the Parks & Recreation Committee was called to order at 7:OOp.m.

A) Resolution 2002-O1-R
A resolution of the Kodiak Island Borough Parks and Recreation Committee
adopting a recommendation to the Kodiak Island Borough manager and assembly
opposing a State of Alaska land use permit for the property located at T31 S,
R22W, Section 12, Saltery Cove, in order to develop a seasonal recreation fish
camp facility by Forever Wild -Alaska, Inc.

A draft resolution was brought to the Committee by staff. The Committee members
worked out a final draft (attached) together.

unanimous roll call vote.
B) Resolution 2002-02-R
A resolution of the Kodiak Island Borough Parks and Recreation Committee
adopting a recommendation to the Kodiak Island Borough Planning and Zoning
and Assembly opposing the conditional use permit for the property located at
T31 S, R22S, Section 12, Saltery Cover, in order to develop a seasonal recreation
fish camp facility by Forever Wild-Alaska, Inc.
The Committee used Resolution 2002-O1-R as a model for this resolution. The
Committee members worked out a final draft (attached) together.

RESOLUTION NO. 2002-01-R
A RESOLUTION OF THE KODIAI< ISLAND BOROUGH PARKS AND
RECREATION COMMITTEE ADOPTING A RECOMMENDATION TO THE KODIAK
ISLAND BOROUGH MANAGER AND ASSEMBLY OPPOSING A STATE OF ALASKA
LAND USE PERMIT FOR THE PROPERTY LOCATED AT T31 S, R22W, SECTION 12,
SALTERY COVE, IN ORDER TO DEVELOP A SEASONAL RECREATION FISH CAMP
FACILITY BY FOREVER WILD -ALASKA, INC.
WHEREAS, this request was reviewed by the Kodiak Island Borough Parks
and Recreation Committee on February 27, 2002 and March 6, 2002; and
WHEREAS, section 2.43.010 of the Borough Code requires the Committee to
evaluate existing and future recreation needs and make recommendations to the
Borough Manager and Assembly; and
WHEREAS, Saltery Cove is determined by the Committee to be an important
public recreational area; and
WHEREAS, there is little guidance in adopted Borough or State land use
plans to address the use of this area beyond its current use for public recreation
and state grazing leasehold;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Parks
and Recreation Committee recommends that:
1) No state land use permit should be issued for a seasonal fish camp
facility.
2) Issuance of a state land use permit for this proposed land use would be in
conflict with current public recreational uses.
3) The Kodiak Island Borough Parks and Recreation Committee has recently
been re-established to begin a "Kodiak Road System Trails Plan" and a
revised "Kodiak Island Borough Parks and Recreation Comprehensive
Plan" and the proposed land use may not be consistent with the policies
that may be developed by the Kodiak community as part of this process.
4) A state land use permit is premature because the State Department of
Natural Resources has indicated that a land use plan process will be
initiated for Kodiak Island in the Fall of 2002.

potential for bear habituation from designated fish cleaning stations and
long-term lodging facilities.
6) The proposed land use and proposed structures are not designed in a
manner to maximize public benefits but to benefit the needs of the sport
fishing clients only.
7) The Kodiak Island Borough Parks and Recreation Committee has recently
been re-established to begin a "Kodiak Road System Trails Plan" and a
revised "Kodiak Island Borough Parks and Recreation Comprehensive
Plan" and the proposed land use may not be consistent with the policies

RE: Seat Vacancy on the Parks & Recreation Committee
Please declare the Parks and Recreation Committee seat held by Kenneth Hansen as vacant. He
has been unable to attend the last four (4) regularly scheduled meetings. Mr. Hansen was very
committed to the Borough's recreation needs but had family situations arise that took priority.
We welcome him to submit an application for future vacancies, when the opportunity arises.
By declaring his seat vacant we can begin the process of advertising and filling the opening so
that the committee can operate as a complete body once again.

Meeting called to order at 7:05 PM by staff due to the absence of Chair Murphy
Forney and the apparent lack of a quorum.

The agenda was approved by mutual consent of the body as there was not a
quorum present.
Minutes
There were no minutes presented.
Old Business
A. A short video was viewed explaining the purpose and requirements of
ANCSA 17b easements.
B. Public Meeting Option regarding registration. The group discussed with
staff the need to educate the public prior to the open house and solicit their
input. It was decided the best way to do this would be through a
newspaper display ad explaining the process, issues and preferred
alternative and providing a form for responses. A draft ad copy will be
prepared for presentation at the next regular meeting on June 25 to polish
the ad and get it ready to submit to the paper the next day for publishing
on June 28 Friday. Fridays are the largest circulation day. Also, will
include the information on the Borough web site with option for electronic
feedback and follow up with PSA's on local radio. Give 2 or 3 weeks to
get comments before open house. Open house could coincide with ATV
stakeholder meeting in late July or could be rescheduled to early August or
some other day and time to avoid conflict with fishing seasons. This can
be fine tuned at the June 25 meeting.
C. Monashka Bay End of Road Park. Staff displayed a zoning map and the
ordinance zoning the end of the road to Natural Use, which only applies to
the Borough's land. Zoning enforcement would not be effective against
motorized off-road recreation as it would only come back to the Borough
as the land owner. Enforcement will need to be done from the land owner
perspective through KIBC Title 18 and the first step to enforcement is to
sign the area and publish a formal order restricting the use of the Borough
land. Only then can trespass be enforced on Borough land. It was noted
that registration might play a part in this as the Borough has no law
enforcement power and is short of resources to routinely stake-out or
patrol the site. This information will also be provided to Parks and Rec
Committee which will be addressing the issue through a resolution to the
Administration/Assembly. Erin Harrington suggested a press release to
the newspaper to get some free publicity about the status of the zoning at
the end of Monashka Bay Road.
New Business
A. ATV Education
a. Mike Getman from the Kodiak National Wildlife Refuge gave an
informative report about ATV policies and regulations applicable to
the KNWR. He explained the concept of "open unless closed" and
"closed unless opened" as land use management concepts and the
pertinent merits of each. He talked about signage. The concept of
traditional use and a grant appliction to do 1.3 miles of trail hardening
on the Portage trail out of Larsen Bay going to the Karluk River. A
handout summary was also provided.
i. Staff passed around a few brochures from the ATV Summit
Meeting in Anchorage a couple of months ago. There was
little discussion as most of the items related to rider safety
only.
ii. Stacy Studebaker presented her idea for an ATV education
campaign featuring Lester Lightfoot a mascot figure based
upon a fox character suitably attired to relate to Kodiak (and
perhaps other Alaska) residents. She explained her idea to
create a series of educational vignettes based upon the
whimsical Lester Lightfoot character. There was further
discussion. Staff commented on the projected cost of
producing the educational series given the higher production
values associated with color copying and laminating the cards.
Stacey will bring back a prototype example for the next regular
meeting to show a more developed and polished concept. Staff
offered to use the fully developed concept as a tool to shop for
appropriate funding of the series.
b. What is needed. It was requested to have the U.S.C.G. make a
presentation at the next meeting regarding their approach to ATV
education and regulation. The meeting was running overlong and Erin
Harrington called for adjournment. The meeting adjourned at 9:07PM
