Members Present: Dave Heuman, Dave Conrad, George Lee, Brian Hansz, John Isadore, Dennis Hilsinger Members Excused: Jessica Horn Guests: Kevin Arndt, (Contractor) Agenda ApprovaUAdditions: D. Conrad motioned to approve Nov minutes, D. Heuman seconded, passed unanimously, D. Conrad motioned to approve Dec. minutes, D. Hilsinger seconded motion passed unanimously. D. Conrad motioned to approve agenda, G. Lee seconded, passed unanimously. Citizens Comments: None Contractor Comments: December was light month for plowing, but required multiple gravel runs throughout the month, it was noted that the gravel remained on road surface longer this past month. Contractor stated better product received from supplier and also attributed a slower speed while applying gravel, but doing so led to 1 -1 1/2 more truck loads of gravel needed than in past. Nominations and Election of new officers: J. Isadore nominated D. Heurnan for chairman, G. Lee seconded, unanimously passed. D. Conrad nominated J. Horn for vice - chairman, D. Heuman seconded, unanimously passed. D. Heuman nominated B. Hansz for secretary, G. Lee seconded, unanimously passed. Old Business Fire Department: • Tanker 23 repairs: still pending John Melien Premier Mechanical. • HUD Grant: D. Conrad posed the question of "If no action from KIB results in a $400K grant loss due to inaction, will KIB reimburse WBSB the approved grant amount? KIB is supposed to prioritize the budget for pending projects, and a lost opportunity for $400K grant for WBSB will reflect poorly on all involved. • Credit card for Fire department small purchase. Pending • Energy audit, D. Conrad stated that further research and evaluations are needed, specifically a carbon footprint of the fire hall. Old Business Road Service: • Nixon ranch survey: although both vehicles appear to have been moved from the right of way, the KIB notice of Violation for other personal property was extended till spring. • KEA Kalsin Rd: Weather hold till spring • FEMA update: D. Conrad to attend meeting Wednesday 4 January @ KIB. • Culvert markers: 50 culvert markers have been received by KIB awaiting pick for installation. New Business Fire Department: • D. Conrad brought the need for new pagers for volunteers, he suggested newer ICOM pager /radio's due to new regulations that require onsite fire fighters to have radio communication ability during a callout fire. D. Conrad motioned for $3K for new radios, G. Lee seconded. Motion passed unanimously. • D. Conrad brought the need for 24 new fire fighting helmets, due to limited on hand supply, (Helmets are sized and issued to only one volunteer firefighter, not returned like turnouts). B. Hansz motioned for $7500 for purchase of 24 new helmets with repair /spare parts plus shipping, G. Lee seconded. Motion passed unanimously. New Business Road Service: • Glaciated areas on road system will require time and heavy equipment to remove and allow for proper drainage. Contractor stated he had 2500Ibs of salt to apply to glaciated areas and culverts. Board members comments: • D. Conrad noted good job on last months gravel application, J.Isadore also noted that it was a good call to have gravel applied Christmas eve, as it was "Really Slick ". • G. Lee congratulated D. Neuman on his past performance as chairman and to the coming year. Next meeting February 07 2012 7:00pm: D. Heuman motioned to adjourn, J.Isadore seconded.
