U I MINUTES I NOV 1 6 2011 ILJ, Au ust 9, 2011 Re:ular Meetin: 7 .m. in the RIB School District Conference ROUrn - bI Uu 1 L LIS a FFICE CALL TO ORDER COMMITTEE MEMBER FOREMAN called to order the August 9, 2011 regular meeting to order at 7:08 p.m. ROLL CALL Requested to be excused were Mike Sirofchuck and Willy Bethea. Committee members present were Pam Foreman, Hans Tschersich, Jeff Huntley, Patrick Saltonstall (arrived 7:15 p.m.), Rick Lindholm, and Sandra West. Excused were Mike Sirofchuck and Willy Bethea. Absent was Andy Schroeder. Ex- officio member present was Brent Watkins. Absent ex- officio members were Ian Fulp, Chris Lynch, Peggy Rauwolf, and Norm Wooten. Community Development Department staff present was Martin Lydick and Sheila Smith. COMMITTEE MEMBER WEST MOVED to excuse Mike Sirofchuck and Willy Bethea. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER TSCHERSICH MOVED to approve the July 26, 2011 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Trails Plan- Prepare for the September 13th Public Meeting - P &R COMMITTEE MEMBER FOREMAN stated we've already had one public meeting to talk about the draft and have been encouraging people to make comments. This 2 public meeting is to go through the comments, make any recommendations for changes, and send it to Planning & Zoning. COMMITTEE MEMBER SALTONSTALL arrived at 7:15 p.m. During discussion there was consensus that staff run PSA's on the radio and run ads in the newspaper to remind people that the comment deadline is September 15J. There was also consensus that the committee needs clarification from Cassidy about what this meeting is going to look like at the next meeting. NEW BUSINESS A) Timber Sale & B) Chiniak Subdivision - Martin Lydick stated the borough received this letter from A -1 Timber Consultants. He thinks the loggers heard the Assembly speak about trying to fundraise for the new high school and saw an opportunity. The area hasn't been surveyed yet and has a lot of potential but this is very preliminary. August 9, 2011 Page 1 of 2 Parks & Recreation Minutes Discussion COMMITTEE MEMBER FOREMAN MOVED to direct staff to bring forward a copy of the historical subdivision of Chiniak Alaska Subdivision that is about 90 acres so we can take a look at it and review it for comments up to the Planning & Zoning Commission. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMUNICATIONS A) August 17, 2011 P &Z Agenda Lydick gave an update on the P &Z agenda public hearing cases. Discussion COMMITTEE MEMBER FOREMAN MOVED that the Parks & Recreation Committee does not support this vacation of the 50 foot easement for the salmon stream as indicated in S12 -003 for reasons that we see salmon streams as a recreational opportunity and resource, and we are concerned about this easement. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Discussion COMMITTEE MEMBER WEST MOVED that the Parks & Recreation Committee would like to discourage removing the trees for parking and encourage less parking and covered bicycle parking for the high school. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY REPORTS The next Parks & Recreation Committee meetings will be on August 23, 2011 & September 13, 2011 at 7 p.m. in the KIB School District Conference Room AUDIENCE COMMENTS There were none COMMITTEE MEMBER'S COMMENTS There were none.
