CALL TO ORDER
VICE CHAIR SALTONSTALL called to order the November 8, 2011 Parks & Recreation
regular meeting at 7:01 p.m.
ROLL CALL
Requested to be excused were Pam Foreman, Mike Sirofchuck, and Andy Schroeder.
Committee members present were Hans Tschersich, Jeff Huntley, Patrick Saltonstall, Rick
Lindholm, and Sandra West. Excused members were Pam Foreman, Andy Schroeder, and
Mike Sirofchuck.
Community Development Department staff present was Bud Cassidy and Martha Barnett
(for Sheila Smith).
COMMITTEE MEMBER WEST MOVED to excuse Pam Foreman, Andy Schroeder, and Mike
Sirofchuck.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Arthur Schultz stated he's here to talk about Case S12 -009 from the P &Z agenda. He said
there is a proposed trail through this section of Perenosa Right -of -Way and he wants
everyone to know that should not be just a trail, he feels it should be a roadway.
VICE CHAIR SALTONSTALL said we will talk about that at the appropriate time on the
agenda.
OLD BUSINESS
There was no old business.
NEW BUSINESS
A) Lions Club participation in lighting trail.
Sandra West introduced Mike Brown, Lions Club, and said he told her that the Lions Club
would like to purchase lights and pay for the installation along the present bike path from
St. Paul's Lutheran to Abercrombie. She said they need the borough to pay the light bill.

Brown stated he obtained approval from the Board of Directors but he hasn't found anyone
who can pay for the cost of lighting. The Lions Club will purchase the new lights and poles,
and KEA agreed to install them along the path but he said they don't have funding to pay
the lighting bill. There has to be a way to get that bill paid for which is about $50 a month
per light and there will be about 10 lights.
Cassidy recommended a letter to the Assembly.
Discussion regarding service districts, lighting, and kids walking to school in the dark.
COMMITTEE MEMBER WEST MOVED that the Parks & Recreation Committee request the
borough assembly fund the light bill for lights along the present bike path along with
assistance from the Lions Club.

B) November P &Z Agenda
Cassidy gave a report on the November P &Z cases.
Art Schultz spoke regarding Case 512 -009 and gave a timeline on the encroachments,
applying and re- applying to vacate this right -of -way, letters of denial that specifically said
this right of way was intended to be a roadway one day, and the notice of violations that
weren't enforced. Schultz stressed the need for a public throughway there. Schultz has seen
to his frustration that there is plenty of pressure to use the public roadway for its intended
use. There will be more high density housing so it could easily have 120 -130 units within
the same 400 feet. It doesn't make sense to have Sitkinak a dead end. Schultz let his yard
grow back but people still punch through the dense alder to cut through his property on
foot, horses, and 4 wheelers. There has been 2 vehicles that got stuck in his yard. During
the summer Schultz has counted 40 people an hour cutting through his property.
Discussion of Perenosa Drive Right -Of -Way.
COMMITTEE MEMBER WEST MOVED to recommend disapproving the vacation of the right
of way, we would like to leave it clear, and it's an important connector between a high
density area and Rezanof and we'd like to leave it open for all potential public use.

C) Trails Plan before the Commission. Public hearing November 16, 2011
Cassidy stated this is on the agenda to remind the committee.
Judi Kidder stated that this year the Lions Club has "plant a tree" program going. Along with
the trails thing the Lions Club could help landscape those areas.
COMMUNICATIONS
A) Borough CIP Resolution FY2012 -11
Cassidy stated this is to show you the Assembly has finished the CIP process.

REPORTS
Patrick Saltonstall said he will not be here for the November 22nd meeting and he knows
Mike Sirofchuck won't be here either.
Sandra West said she won't be here for it either.
COMMITTEE MEMBER LINDHOLM MOVED to cancel the November 22, 2011 regular
meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
The November 22, 2011 Parks & Recreation Committee was cancelled and the next Parks &
Recreation regular meeting will be on December 13, 2011 at 7:00 p.m. in the RIB School
District Conference Room

COMMITTEE MEMBER'S COMMENTS
Rick Lindholm thanked the public members that came.
Hans Tschersich said he's sorry he's missed so much. It will go on for a while and he thinks
he should resign from the committee because he's not a contributing member. He's going
out of town for a family visit on December 20th and after that he'll be in Seattle with his
wife while she has treatments.
Cassidy said that Sirofchuck submitted his resignation and Bethea's seat is still open.
