10/11/2011 Regular Meeting Womans Bay Service Area Board Regular Meeting Minutes Tuesday Oct 11 2011. Call to Order: Dave Heuman called the meeting to order @ 705pm. Ors i Agenda Approval /Additions: Dave Conrad made the addition of FEMA Project Worksheets old business of Road Service Area. Dave Conrad motioned to approve agenda, Dave Heuman seconded. Citizens Comments: Dennis Hilsinger commented on the need to replace or install new speed limit signs on Bells Flats road, he noted the adequate amount of signage on the South Russian Creek side of the flats, and offered to pay for signs himself. He also noted that for the most part is was not the contractors from the pit but private vehicles that where speeding on the road in front of his home. Dave Conrad stated that signs cost $65 -$70 dollars apiece but the higher costs come from the post and installation of them. Two speed limit signs (one at each end of BF Road). Dave Conrad also suggested when signs are bought and placed that the new tsunami evacuation Signs could also be installed on same post. Dave Heuman has a collection of previously knocked down and used signs that can be used to reduce costs. Contractor Comments: Kevin Arndt stated that the culvert installation on Lake Orbin Dr. (X -2) was ready, however his excavator will be inop till next week and 131E1 will not be making C -1 material until the airport paving project is complete, also scheduled to be next week. (third week in Oct). Brian Hansz commented about previous meeting comments from John Isadore as to timeline for removal of berms from swale project on Sergeant Creek Rd. and BF Rd. Dave Conrad offered to show K. Arndt where these locations are. D. Conrad again brought up to contractor to remove the remains from brushing efforts this past summer, and to increase brushing efforts at curves and intersections in the future. • Old Business Fire Department: • Tanker 23 repairs, Still pending. • HUD Grant, Still pending. • Credit card for Fire department small purchase, To borough finance dept, still pending • Energy audit, Pending • Communications repeater, installed on Nymans peninsula, tested waiting re- programming of radios, Should be completed and operation within 1 week. Old Business Road Service: • Nixon Ranch survey, 1- loophouse Zoning will be included in new zoning code, Parking of private vehicles in turnaround need to be enforced by Borough Code Enforcement Officer.(BCEO) Formal complaints to Borough have been filed for parking violations on both Middle Bay Dr. and Cottonwood Dr. with no action from BCEO. • Bells Flats Rd. Culvert WO pending, • Kalsin Rd. ditch work pending, awaiting scheduled KEA replacement of buried power line in same area, with possibly placing power conduit in ditch. D Neuman suggested a Co /Op with KEA contractor to eliminate drainage problem from current configuration of existing driveway. D. I- leuman will onsite with contractor. • Lake Orbin Dr. culvert replacement will commence shortly to replace collapsed culvert. D. Conrad stated that a letter from the Borough or Service Board needed to be drafted, to notify landowner of individual responsibilities of service board and landowner post project completion. • FEMA Project Worksheets, FEMA will consider rewriting, mans Bay projects to recoup funds in the amount of $80K. P 'ark rewrite and rework to include differences of inflow /outflow of current culvert. Rewrite will included a settling pond upstream from road with a cost of about $32K. D. Conrad asked board for a consensus to examine adding rock wing deflectors to plan to allow for water to slow and rock to settle, a annual or bi annual excavation would be necessary to maintain depth and effectiveness of settling, it also meets the requirement from FEMA to maintain completed projects, allowing for future disaster funding from FEMA. TO , E,'Er Beget Discussions: • D. Neuman Noted that the invoice for July and August Road service was almost $33K, of which $7K was for grading and $25K was for road maintenance,(crack sealing, pot hole fill and repair). New Business Fire Department: • D. Conrad may request for 1 Firefighter to attend training at Coast guard Base to become a Scott Air Pac service qualified technician. Associated costs may come from purchase of a Scott Air servicing kit. Will provide further cost at next meeting. New Business Road Service: • None New Business Board Vacancy: • The election had only 2 service board member candidates, and three open seats, the borough reports that there was approximately 32 write in votes. When the election is certified and IF the winner of the write in wants to serve, them the three elected board members will need to be sworn in prior to the next meeting. Board members comments: • Jessica Horn noted the amount of speeding and recklessness of four wheelers and dirt bikes in front of her home, and noted damage to the bus stop at the corner of Chiniak and Sargent Creek road had resulted from them.
