A. Call to Order .
Chair HACKER called the meeting to order at 5:30 pm.
B. Roll Call
Board Members present were Gregg Hacker (GH), Scott Bonney (SB), Cliff Ford (CF),
Brent Watkins (BW), Sonny Vinberg (SV), Norm Wooten (NWW) and Ray Nordgulen (RN)
telephonically. KIB Staff present were Woody Koning, Ken Smith and Jessica Wolfe.
Scott Williams (SW) of KIBSD was present. Also attending was Tony Yorba (TY) of Jensen
Yorba Lott, Craig Mason (CM), DLR Group, Brian Neilson (BN), PND Engineering, Roger
Full (RF) and Patrick Fox (PF) PDC Engineering.
A QUORUM WAS ESTABLISHED.

E. KHS Addition & Renovation Pre - Schematic Design Review
Chair HACKER turned the meeting over to YORBA for presentation and discussion of
progress to date.
F. Public Comments /Questions
Judy Fulp: Has the project been approved by DEED yet.
YORBA: No. Scott Williams is still working on that.

Bill Watkins: If ARB wants to make any changes to the design that effect program
spaces the staff wants to be a part of making those decisions.
Stewart McDonald: Any plan changes will have to go back to the School Board for
approval.
Jeff Stewart: What type of asphalt and aggregate are you planning to use?
Dick Rohrer( ?): Would like to see natural ventilation when possible. It is possible to do
this in Kodiak. An rooms that face a southerly direction can be ventilated naturally.
Ian Fulp: Coon Field would be a good staging area for contractors during construction.
G. Board Member Comments
BONNEY: FF & E not in this budget?
YORBA: No it isn't.
BONNEY: What is the plan to tie the outside of the Auditorium into the rest of the
building?
YORBA: Plan to add a paint line around the entire building.
FORD: Any plans for using solar thermal?
YORBA: There will be south facing glass for heat to building, but do not recommend
solar panels or photovoltaic systems. We have looked at air to water heat pumps for
capturing boiler room heat and using it to help produce hot domestic water.
FORD: What about fiber optic light pipes to classrooms?
YORBA: We are looking at doing something like that in the VocEd & Design /Dance
Studio. Virtually every other teaching station already has natural light.
WATKINS: There is concern about using the parking lot outside the KMS playground.
Concern about losing the playground space during school year.
Stewart McDonald: That would be a problem, but the KIBSD will have to come up with a
plan. The auxiliary gym is an option.
VINBERG: Paving is very expensive. What are the high traffic areas, fire trucks, buses,
etc.? Has any consideration been given to solar shading?

YORBA: The best way to control is with internal, occupant operated shades. We are in
discussions with Kodiak Fire Chief to deterimine fire apparatus routs and requirements.
VINBERG: Glass is very difficult to find anyone to maintain /clean. The Koniag building is
run on HVAC.
NORDGULEN: How do you plan to accomplish the connection between the new heating
system to the old system? The laydown areas for construction will definitely be a
challenge for the contractors. There were several problems when the contractor
building the pool had to use the access road by the Armory at the same time the kids
were got to the park. There were at least four (4) near misses during construction. That
is something that will need to be watched carefully.
Will there be a Contractor as Construction Manager?
YORBA: Yes that is the plan.
NORDGULEN: I think that will benefit the project.
H. Staff Comments
KONING: Thank you to everyone for all of your time spent on this project. We
appreciate your concerns and comments.
