July 26, 2011 Regular Meeting 7 p.m. in the KIB School District Conference Room
CALL TO ORDER
CHAIR SIROFCHUCK called to order the July 26, 2011 Parks & Recreation Regular Meeting at 7 p.m.
ROLL CALL
Requested to be excused were Pam Foreman, Sandra West, and Rick Lindholm.
Committee members present were Mike Sirofchuck, Hans Tschersich, Jeff Huntley, Patrick Saltonstall,
Sandra West, and Willy Bethea. Excused members were Pam Foreman, Rick Lindholm, and Sandra West.
The absent committee member was Andy Schroeder. Ex- officio member present was Casey Janz.. Absent
Ex- officio members were Ian Fulp, Chris Lynch, Peggy Rauwolf and Norm Wooten.
Community Development Department staff present was Bud Cassidy and Sheila Smith.

COMMITTEE MEMBER HUNTLEY MOVED to approve the June 28, 2011 and July 12, 2011 minutes.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Bob Brodie stated he was surprised to learn that there is a Borough Parks and Rec Committee and that
they are hard at work on a Trails Plan. He hopes they can render an opinion on the Baranof Park
upgrades.
OLD BUSINESS
A) COK /KIB P &R Letter
CHAIR SIROFCHUCK said Hayden and he changed one sentence in the letter which was we are looking
forward to your response. Sirofchuck and Hayden jointly signed the letter and it was given to Smith to
distribute to everyone listed on the letter. Sirofchuck said he will be attending the quarterly update to
the Assembly and will be giving them a heads up that our 2 committee's want to start working jointly on
a Fields & Parks Plan.
COMMITTEE MEMBER SALTONSTALL MOVED to approve the letter and move on as we planned at the
last meeting.

B) Trails Plan - Map Corrections
Cassidy stated it was pointed out to the committee that map 13 shows just black trails and no color. The
legend dictates what those trails are used for. Cassidy has sent emails and messages to Gilpin but he
hasn't responded yet. There is 1 month left to get comments in.

C) Trails Plan - Prioritize Trail Easements
COMMITTEE MEMBER SALTONSTALL said the issue was we want to prioritize the trails that can't be
put on the map so they can potentially be purchased.
Cassidy said it is good to have the maps in the electronic database so that we can have them identified
when we're looking at subdivisions we can talk about retaining those trails but what we don't want to
do, at the request of the native corporations, is to make these trails public.
CHAIR SIROFCHUCK said if there's no mention anywhere in the plan when the opportunity comes to
purchase that land and the Assembly looks in the Trails Plan they won't see it mentioned anywhere, is
there a way we can list that the trails on private land that could be thought of for purchase in the future.
There has to be some way to put the trails in there without mapping them.
Cassidy suggested inviting the Ouzinkie Native Corporation, Natives of Kodiak, and Koniag to a meeting
to discuss this. We haven't been able to talk to Leisnoi.
There was consensus to invite these corporations to talk as soon as possible.
After much discussion, the committee was in consensus of the following prioritizations for trail

Cassidy stated Breanna Peterson called him today asking what the status was on the parks playground
equipment for Womens Bay.
COMMITTEE MEMBER SALTONSTALL said we wanted to discuss whether to include Baranof Park on
the CIP List.
Discussion
COMMITTEE MEMBER SALTONSTALL MOVED to add Baranof Park to #4 and add #10. Womens Bay
Parks & Playground Equipment to the FY 2013 - 2017 CIP List.

COMMUNICATIONS
A) Baranof Park Plan
Cassidy stated we added it to your list to support your discussion on Baranof Park, We are talking about
$1 million.
REPORTS
The next meetings will be the July 28, 2011 P &Z /P &R Quarterly Update to the Assembly at 7:30 p.m. in
the KIB Conference Room, the August 9, 2011 Parks & Recreation meeting at 7:00 p.m. in the KIB School
District Conference Room, and the August 23, 2011 Parks & Recreation Committee meeting at 7:00 p.m.
in the KIB School District Conference Room.
CHAIR SIROFCHUCK said he plans on being at the quarterly update to speak on the Trails Plan, the 2
committee's working together, and the CIP List.
COMMITTEE MEMBER SALTONSTALL stated we also wanted more money to make the user's guide.
Cassidy said the electronic interactive download to your GPS approach was going to cost $8,000 and the
concern with budgets being what they are that it was a little too much. Selby thinks the map concept is a
good one so grants can be applied for to do the interactive download. There's still a need for more
money but not to the level that Gilpin first proposed. We've given Gilpin some guidance; urban maps on
one side and rural maps on the other side, and landowner information and club information.

COMMITTEE MEMBER'S COMMENTS
Hans Tschersich apologized for missing so many meetings; he was gone for medical reasons.
Mike Sirofchuck said his wife will be having hip surgery in August and they will be leaving on August 9th
but will be here on the 23
Casey Janz will not attend the August 9th meeting because she will be in the PAC meeting but she's asked
Brent Watkins (her alternate) to attend in her place.
Patrick Saltonstall will miss the August 23 meeting due to sheep hunting.
