Approval of minutes April 5, 2011: Motion to approve minutes made v Dave Conrad

Citizen Comments:
Dennis Hilsinger expressed his concern over the care and condition of Bells Flats road
and Noch drive. He asked questions about current maintenance and grading practice and
also commented that even though the conditions or the road have reduced traffic speeds,
they still needed more frequent a.tenti ln. He also inquired to the pino.tt tL li of more
speed Emit signs on Bells Flats road.

Brian Hanz queried about maintenance practice namely routine versus call -outs. Fie was
concerned that the roads were not maintained on a more regular basis.
At this time citizens comments ended and the chair board replied to the several
questions and concerns.
The the Cna]r, (Dave 1'1P_llman) explained the limitations of the service area budget and the
areas it must support.
Dave Conrad explained how the mil rate broke down and what the service board
actually received. He further suggested that the residents contact the borough and their
legislators about exploring future paving projects.
Scott Griffin explained what work was already being accomplished in the service area
with the funds it has.

commercial traffic this summer. He added that they were working at cleaning up the
scrap metal at the Brechan work sites and a full time night watchman had been hired and
was on site.

Fire service
(a) Tanker 23 repairs complete with some small work to he finished.

(b) HUD grant / A &E shelter: Drawings complete waiting on letter of compliance from
EPA /ADEC.
(c) Fire hall waterline: Winter repairs are still working.
(d) Map book / GIB: There is no GIS program in place at this time. this item is removed
from the list.
Road Service
(a) Nixon Ranch Survey: The borough is still working on this. The survey is complete
re- platte and possible land swap with owner to allow for bus turn around. Citizens arc
concerned about the off road vehicle use in the area also. The board discussed getting
the Borough to wrap up and resolve this two year old issue.

with the exception of one area. The survey done for Panamaroff Creek is still waiting
for results. It looks like the Sargent Greek erosion problem will nee t h a separate
project and will involve several different agencies.
(e) Bells flats road culvert: All agreed it should be completed prior to the dust control
and grading being started.
(d) New subdivision proposal: Borough is reviewing and re- issuing new Platte changes.
Re- zoning is pending new Platte approval. Service board is considering submitting a
letter to the borough requesting funding for site development come from part of the
land sale.

Fire Dept.

REGULAR MEETING
(a) Chainsaw repairs are needed. Department is getting quotes to replace chainsaws
with ventilation saws. Estimate at 2-3K per saw.
Road Service
(a) Amanda Henderson has resigned due to USCG transfer. Expect the announcement
of vacancy around the 19
of May.
(h) The chairman will be sending out the summer work list to the members of the
service board for discussion at the June meeting.
(c) Discussion on contract changes for next fiscal year. Discussion of required
equipment minimums and condition.

Amendment seconded by George Lee. Amendment passed by unanimous vote as
was original motion for contract changes. Scot; Griffin will draft said changes and
submit to members for si and to the chair for submittal to the borough.
