Call to Order R r !rr r Chair HACKER called the meeting to order at 5:32 pm. B. Roll Call Board members present were Gregg Hacker (GH), Cliff Ford (CF), Jerrol Friend (JF), Scott Bonney (SB), Ray Nordgulen (RN), Brent Watkins (BW). KIB staff present were Woody Koning (WK), Ken Smith (KS) and Jessica Wolfe (JW) Judy Fine, Assistant Administrator Care Center, PKIMC and Jimmy Ng, PKIMC were also present. A QUORUM WAS ESTABLISHED. C. Approval of Agenda FRIEND move to approve agenda. MOTION PASSED UNANIMOUSLY D. DISCUSSION OF QUESTIONS FOR PRESENTERS -CARE CENTER RFQ • JF suggested adding question about feasibility study and site selection and deleting three (3) of the BIM questions. • SB asked about BIM questions and whether or not a higher level of BIM may be used in the future even though it isn't needed at present. BW moved to approve questions with one (1) addition. MOTION PASSED UNANIMOUSLY E. KUMIN ASSOCIATES PRESENTATION Question and answer period. F. Staff Questions WK asked if the firm had ever done a Design Assist Delivery Model with a Public owner and Contractor and, if so, had they been able to bring the original contractor on as the builder after the design was completed. JN asked if the firm would be willing to work with a consultant that has lots of recent experience in green house type models /construction? G. What do you see as the major challenges to overcome to build this project? 2. What is the weakness in the design team that concerns you most, and how do you plan to minimize its impact on this project? 3. Please explain your quality assurance process to ensure accuracy in drawings, specs, and calculations across disciplines. 4. Please speak to the proposed cost estimating process and cost control measures i.e. • How often and at what stages should KIB expect a formal cost estimate? • Describe the estimator's usual frequency of performing local cost analysis. 5. What is your firm's experience with site selection and feasibility studies with this type of project? 6. What is your proposed strategy to control costs and deliver a quality sustainable facility? 7. Explain the design team's experience and competencies working in BIM. What level of BIM do you propose to use on this project. 8. KIB is considering that "chasing LEED" may not be in its best interest given its location and other conditions unique to Kodiak Island. Please speak to the pros and cons of seeking LEED certification for this project. 9. What preliminary architectural or structural design features have you already discussed that would make this facility distinctly Kodiak? 10. Discuss the successful and not so successful features and strategies specific to the function of the project utilized for your past projects. 11. Discuss materials and features which would help keep construction costs lower. 12. Explain the code aspect of the project; residential /commercial? Can a plastic pipe sprinkler system be used? Cook range and venting? 13. In past similar projects were there any third party requirements which needed to be addressed and complicated building construction or materials selection? 14. There have been many resident home models built in the United States and many lessons have been learned during the construction and occupancy /use of these homes, improving design in each new "generation" of home. What resident's long term care home model design resources are you aware of and will possibly access in order to help design our homes for the optimal living comfort and functionality for staff /operations?
