MINUTES
February 8, 2011 Regular Meeting 7 p.m. the.Kl13Conference•Room ---
CALL TO ORDER
VICE CHAIR SALTONSTALL called to order the February 8, 2011 regular meeting of the
Parks & Recreation Committee at 7 p.m.
ROLL CALL
Mike Sirofchuck, Hans Tschersich, and Rick Lindholm requested to be excused due to being
off island.
Committee members present were Pam Foreman, Jeff Huntley, Patrick Saltonstall, Andy
Schroeder, Sandra West, and Willy Bethea. Excused were Mike Sirofchuck, Hans Tschersich,
and Rick Lindholm.
A quorum was established.
Community Development Department staff present was Bud Cassidy and Sheila Smith.
COMMITTEE MEMBER BETHEA MOVED to excuse Mike Sirofchuck, Hans Tschersich, and
Rick Lindholm.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
APPROVAL OF AGENDA
COMMITTEE MEMBER WEST stated she wanted to add a bike path update to Old Business
Item B.
Cassidy stated he would like to give a Salonie Creek PowerPoint presentation as the 1st
order of business.
COMMITTEE MEMBER SCHROEDER MOVED to approve the agenda as amended.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER HUNTLEY MOVED to approve the January 11, 2011and January 25,
2011 Parks & Recreation minutes.

NEW BUSINESS
A) Salonie Creek - Possible Gravel Quarry
Cassidy gave a PowerPoint presentation regarding the Salonie Creek gravel testing. He
stated the Assembly asked for an investigation to look for additional gravel on borough
land, and the material found seems to be similar or better than the Bells Flats rock so more
testing will be done.

B) Island Lake Trail /Mill Bay Beach Improvements
Cassidy stated the Assembly has had on the Strategic Plan to look at Mill Bay Beach. We
have here tonight 3 gentlemen from Lounsbury & Associates who are term engineering
contract folks. The borough put out an RFP for engineering services and Lounsbury &
Associates were selected. Cassidy and the engineering folks looked at Mill Bay Beach and
Island Lake Trail. We have a grant from the State of Alaska for improving the trail and Mill
Bay Beach, and the Assembly has included in their Strategic Plan an access for Mill Bay
Beach. One of the projects is to try to design a set of ADA stairs down to the beach.
Cassidy introduced Joshua Cross - Project Manager, Pat Butler- Engineer, and Jim Sawhill-
President of Lounsbury & Associates.
During discussion the committee had consensus that the 1st priority should be stairs to the
beach for families, older folks, etc and the 2nd priority should be a route to the beach to
launch kayaks and rafts.
OLD BUSINESS
A) Trails Plan
Cassidy said he's still filtering through what was discussed at the last meeting, and he'd like
to forward the information to Gilpin. He wants to talk to Gilpin about an exit strategy and it
may be best to get a draft plan so we can look at it in its entirety. Cassidy also said that Matt
Hastie worked on the Comp Plan and he has a great implementation chapter in the Comp
Plan that says the priorities and who's responsible.
During discussion it was the consensus to see a draft plan.
B) Bike Path Update
Sandra West gave an update on the proposed bike path stating it scored well on track but
it's missing a few things. The part that is scoring well is from the city to Deadman's Curve.
Alan Austerman has an appointment with our regional director who has 2 more points to
give to a project of his choice. Kodiak Legislator's are going to encourage him to throw his 2
points towards this track project.
COMMUNICATIONS
A) February 16, 2011 P &Z Agenda
Cassidy gave a report on the P &Z agenda.
Committee discussion.
Discussion of the Strategic Plan. The committee requested staff let them know about 2
months before the Assembly's Strategic Plan Review.
B) Signage for Island Lake
Cassidy said the last page is the Winter Rules of the Lake with the addition that you made
and they will be mailed out to the residents around the lake.
REPORTS
The next Parks & Recreation Committee meetings will be on February 22, 2011 and March
8, 2011 at 7 p.m. in the KIB Conference Room
