CALL TO ORDER
CHAIR SIROFCHUCK called to order the May 11, 2010 Parks & Recreation meeting at 7 p.m. in the
KIB School District Conference Room.
ROLL CALL
Committee members present were Mike Sirofchuck, Pam Foreman, Hans Tschersich, Andy
Schroeder, Rick Lindholm, Sandra West, and Willy Bethea. Ex Officio members present were Casey
Janz. Excused members were Jeff Huntley and Patrick Saltonstall.
A quorum was established.
Staff present was Bud Cassidy and Sheila Smith.
COMMITTEE MEMBER SCHROEDER MOVED to excuse Jeff Huntley and Patrick Saltonstall.

APPROVAL OF AGENDA
COMMITTEE MEMBER WEST stated she'd like to add agenda item to Old Business B - Bike Path.
COMMITTEE MEMBER BETHEA MOVED to approve the May 11, 2010 Parks & Recreation agenda
as amended.

MINUTES OF PREVIOUS MEETINGS
Smith said that after she got home from the April 27th meeting she had a message from Lindholm
requesting to be excused from the meeting and he didn't know how to get a hold of her due to the
office closing at 5 p.m.
Pam Foreman joined the meeting.
It was the consensus to excuse COMMITTEE MEMBER LINDHOLM on April 27th.
COMMITTEE MEMBER BETHEA MOVED to approve April 27, 2010 Parks & Recreation Minutes as
amended.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
There were no audience comments and appearance requests.
OLD BUSINESS
A) Trails Plan
Cassidy stated the advertising has gone out, Pam, Mike and he were on the Talk of the Rock and
we'll be on hotline next week, you posted flyers around town, and emails have went out for the
Trails Plan public meeting. Cassidy said he's working on sandwich boards.
VICE CHAIR FOREMAN suggested resending the email Friday or Monday and include the Assembly,
Gary Stevens and Alan Austerman. She also reminded everyone that she won't be able to attend the
public meeting.

COMMITTEE MEMBER SCHROEDER said he turned in the final update to Alta but may be able to get
another batch in. He said Island Trails Network have completed about 85% of the entire trail
system, and 95% of what isn't under snow at high elevation.
Cassidy stated Gilpin will be meeting with native corporations in the Assembly conference room
during the day on the 18th.
B) Bike Path
COMMITTEE MEMBER WEST requested the committee's permission to say "as a member of the KIB
Parks & Recreation Committee" in her letters to the Natives of Kodiak Board Members and the City
Council requesting support letters in her efforts to get a Right of Way encroachment for the bike
path.
Cassidy will talk to the manager and find out who the appropriate party is.

REPORTS
The meeting schedule is May 18, 2010 Trails Plan Public Meeting at 6:00 p.m. in the North Star
School Gymnasium and May 25, 2010 Parks & Recreation Committee meeting at 7:00 p.m. in the
KIB School District Conference Room.
In response to COMMITTEE MEMBER JANZ inquiry if Smokey's Dump is where the softball field is,
is that on your CIP list, CHAIR SIROFCHUCK said yes.
In response to COMMITTEE MEMBER JANZ inquiry of what is the intention of how much of that
field and if there is soil remediation going on will it be a problem for the ball field or is this the
softball complex area, CHAIR SIROFCHUCK said the Parks & Rec recommended it be developed as
an adult softball field in addition to the field that's already there.
VICE CHAIR FOREMAN said are we putting remediation in a place that we really want to continue
recreation, and that area has been identified for a long time for recreation. There's the little league
field that's still being used, there was the BMX plan that has now went away, and whether it ends up
being a softball field, another little league field, or another soccer field the area is still identified as
recreation.
Cassidy stated even though its prioritized the assembly will look at all of them.
COMMITTEE MEMBER TSCHERSICH requested to be excused from the May 25th meeting.

COMMITTEE MEMBER'S COMMENTS
Pam Foreman said she will probably be putting up a booth for the Crab Fest and requests to be
excused on May 25th if she doesn't make it.
Andy Schroeder said Island Trails put in for 2 small projects from the legislature which was funded.
He doesn't know if we are safe from the governor vetoing it. They received $8000 for more trail
construction on Near Island and $7000 for Perenosa Right Of Way Trail. He thinks they have a trail

connecting Sitkinak Drive with Katmai right across the Christian School grounds. He asked the
borough to identify a way to delineate the Right Of Way between the Christian School's new
driveway and Sitkinak so we thought the best way to do that is a 6 foot chain link fence and the
borough has some on Smokey's dump that was put there to delineate the BMX bike thing. ITN has
asked the borough to donate the fence.
Hans Tschersich said he will be leaving town on Monday and will miss the next 2 meetings: May
18th and 25th.
Pam Foreman stated in its proximity to the current bike path and Island Lake Trail, the junkyard
that is currently across from as you head in from Three Sisters on the right side at the storage lot
there is a huge rust runoff that's going onto the bike path. What is really leaking into everything
there? What does the borough do about things like that?
Cassidy replied we have a complaint basis enforcement policy unless there's real health and safety
issues, and maybe if there's concern that it's other than rust. It's Doug Peterson's lot.
Pam Foreman said it's where Anderson did his digging at that quarry and it's the next lot towards
town. It's gotten worse with old cars and dozers.
Cassidy said he will give Peterson a call to see what's in the rust, if it's a health and safety issue we
need to jump on that.
Hans Tschersich said there's a ditch that runs right into Island Creek.
Cassidy said it actually runs out through Cliffside if he's thinking of the right drainage.
Mike Sirofchuck thanked Cassidy and Foreman for doing Talk of the Rock.
