Dolph, D. Canavan and .1. Pickett. Absent were S. Arndt and R. Nelson. A quorum was established. Others present were Chief Himes and Staff present was M. Barber, Kodiak Island Borough. APPROVAL OF AGENDA It was MOVED, D. Canavan and seconded to approve the Agenda. Motion CARRIED by an affirmative voice vote. CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING A. Consideration of Additional Items for New Building Chair Dolph stated he had hoped they would get 1 1 hour information on some of the things he wanted to give to the Board for consideration, but he didn't get anything hack on the retro fit of sprinklers in the classroom or the retaining wall and stairs. He had heard that they were going to put together concrete wall and treated timber prices for options on cost comparisons, but still nothing back. He handed out RFP #1 1 -R 1 which had to do with the automatic transfer switch that was to switch generated power into the whole complex. He said the original cost projected was $20K, but both K. Smith with the Projects Office and the Architect felt it was too much and put out the revision to the original RFP# I 1. The description of the revision read: Provide a pull box in a space that would accommodate the fuume 600A ATS. The pull box size would be based on the Contractor submitted 600A ATS with a nuninnun width of 41 so the conduit would not need to be re -cut to install the Flume transfer switch. The incoming #350kcmil conductors could he coiled in the pull box with enough slack that in the f uture these conductors could be terminated on the line and load side of the 600A ATS. This option allows for the campus to be run directly off of the KE'A service, with fhrtunre installation of a 600A ATS and generator. Discussion followed and points made were: Estimate of $5K for the box, single phase transfer switch about $12 -13K (which the Board felt wasn't their responsibility to correct) the labor would probably bring the total cost up to the $20K originally quoted. Web prices were quite a bit less and some examples were a 400A SF ATS $3100, an 800A SF ATS $6000. A 20K generator with 800A switch was $11K. ,,W.ait or get it installed now. Cost and who's responsible, what happened to the Architect and'Engi ieer oversight that was to protect the Board from this? Hold oversight folks accountable. It was MOVED, D. Canavan and seconded to AMEND the Main Motion to accept the RFP #11 - RI contingent upon the Board being able to review the cost of the change first. Motion CARRIED by a roll call vote. Roll Call Vote on MAIN MOTION as AMENDED CARRIED unanimously. Chair suggested voting by email if he received the information the following day. He asked M. Barber to check with the Clerk's office to find out if it was allowed. J. Pickett asked what was decided on the dumpsters at the training site. He pointed out the abandoned vehicle that was beside it. Chair Dolph told the Board that he would need to talk to the Manager again. He said when they discussed moving them to Otmeloi several residents spoke against that because they would be forced to drive out of their way to dump their garbage. MEETING SCHEDULE The next Regular Meeting was scheduled for Tuesday, June 15, 2010, 6:30pm at Bayside Fire Hall.
