CALL TO ORDER
CHAIR SIROFCHUCK called to order the November 9, 2010 Parks & Recreation Committee
meeting at 7 p.m. in the K1B Conference Room.
ROLL CALL
Committee members present were Mike Sirofchuck, Hans Tschersich, Jeff Huntley, Patrick
Saltonstall, Andy Schroeder, Rick Lindholm, and Willy Bethea. Ex- officio member present
was Casey Janz. Excused were Pam Foreman and Sandra West (arrived late).
A quorum was established.
Community Development Department staff present was Bud Cassidy.

There were no audience comments and appearance requests.
OLD BUSINESS
A) Trails Plan- Maps
Cassidy stated he received a couple of comments regarding the draft chapters. Joe Gilpin of
Alta sent these draft maps for you to look at and comment on. There are blow ups of the
urban area. Gilpin also sent the impacted trails map and he cautions the grade is
unsustainable or is trail braiding, and does not mean we have to do trail rehabilitation but
it's a good indication there may be sites within the area that are impacted.
Discussion regarding the Forest Service Trail Classifications Standards, subjective impacts
(which have been adopted in the TMO's) on whether it's erosion, muddy or ponded, or
braiding, and it's a good time to start puttin some of the verbage with the draft maps to do
an analysis. Schroeder said the methodology and definitions are still being worked out. It's
all still in the preliminary stage.
Cassidy said sending out the information to date about the descriptions of the trails is
important. Cassidy will email them to the committee. Smith had sent out info and maps for
the committee to review and comment on which is not in the packet tonight.

In response to CHAIR SIROFCHUCK'S inquiry of a sense of a timeline for the plan, Cassidy
stated a lot of it depends on you reviewing the chapters and getting comments back to him
and Gilpin, and the key is whatever form the mapping is we are filling out the table of
contents by chapters, and Gilpin talked about getting it by the end of the year but he didn't
think it is feasible.
During discussion it was emphasized that the sooner everyone reviews the information and
gets their comments in, the sooner it will move along because there is still quite a bit to
review. It was determined that once we have the complete first draft we'll put it out for
public review, and continue to work on the draft taking into account what happens at the
public meeting, and then it will be forwarded to the Planning & Zoning Commission. The
commission will have public hearings and have the opportunity to forward it to the
Assembly. There aren't any provisions for control that when work is to be done on trails it
should be approved by the Parks & Recreation Committee, Community Development
Department, or Engineering & Facilities. There are expectations of a deliverable to come
from this, a downloadable product or a booklet where folks can find out where the
trailheads are or maybe get a feel for what the grade and distance are and those kinds of
things. Who will have authority over the trails; future maintenance, private lands, and
liabilities issues?

There was no new business.
COMMUNICATIONS
A) Deadline to apply for P &R seat is this Friday on 12/2/2010
Cassidy said there are 3 seats coming open; Pam Foreman's, Sandra West's, and Andy
Schroeder's seats are up.
Foreman stated she's not interested in doing another 3 years but does want to see the plan
through.
REPORTS
The next Parks & Recreation Committee meetings will be on November 23, 2010 and
December 14, 2010 at 7 p.m. in the KIB Conference Room.
Brief discussion on quorums for the upcoming meetings and it was determined they will
have quorums for the rest of the calendar year's meetings.
AUDIENCE COMMENTS
There were no audience comments.
COMMITTEE MEMBER'S COMMENTS
Hans Tschersich requested to be excused from the November 23rd meeting due to he's
going south.
Sandra West requested to be excused from the next meeting.
Pam Foreman welcomed Jeff Huntley back.

Mike Sirofchuck said Alanda Praiser came to Kodiak to appraise the Olds River and the
American River for Conservation Easements with Leisnoi, and to do Termination Point.
When the appraiser arrived in Kodiak Leisnoi officials informed him that Termination
Point is no longer on the table for discussion.
