CALL TO ORDER
CHAIR SIROFCHUCK called to order the December 14, 2010 Parks & Recreation Committee
meeting to order at 7 p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Pam Foreman (arrived at 7:13 p.m.),
Hans Tschersich, Jeff Huntley, Patrick Saltonstall, Andy Schroeder (arrived at 7:05 p.m.),
and Willy Bethea. Ex- officio member present was Casey Janz (arrived at 7:04 p.m.). Excused
were Sandra West and Rick Lindholm.
A quorum was established.
Community Development Department staff present was Duane Dvorak and Sheila Smith.
Sandra West and Rick Lindholm requested to be excused due to being sick.

OLD BUSINESS
A) Trails Planning
1. Urban Trails Identification
Dvorak sent out public notice by email from an extensive email list compiled from the
Trails Plan process, Comp Plan process, and Code Revision Update that we've turned into
one big list. Hans Tschersich's comments were included in tonight's packet. Staff has
attempted to map those suggested links. Dvorak had another email from a Monashka Bay
resident who has an easement around a pond but people tend to skirt around the pond
through her property to get to the beach. There are a number of easements like that out
there.

Public members in attendance were Pete Cummiskey, Wanda Scholze, Paul Zimmer, and
Jim Eufemio.
Discussion on trails, easements, private property, and public lands.
CHAIR SIROFCHUCK stated for the public attending that our main business for tonight's
meeting was to gather information about proposed ideas for or existing connector,
shortcuts, trails, and so forth with the idea that we want to document these to find out the
social use. A complete draft will be out sometime after the first of the year and there will be
many opportunities for public comment.
The public and committee members marked trails on the maps during their discussion.
Jim Eufemio expressed concern about he and his mother in law bought property next to
each other where Monashka Circle and Bayview intersect, and people in the neighborhood
walk across both of their lots. She built a house on her land and now the trail right goes
past the front windows and down her driveway. The trail is no longer there but her house
and driveway are. They really don't want people walking by the front windows. Some
neighborhood people have said that it is public land. Eufemio wants to make sure now that
2 or 3 years from now that we won't be told that we want to have a trail there because it's
been a trail in use. She has concerns about liability issues. He wanted to find out if people
can say they've been using it as a trail so please make it a trail. He had cut down trees and
laid them down across the trail but then 4 wheelers were going around the trees. Other
neighbors have put barricades. People have been using it for more than 2 years. We don't
want to be put in a situation because the borough designated it as a trail. They don't want
people using it as a trail.
During discussion Dvorak said there are many undeveloped rights -of -ways that people
have been using for access but not recognized for trails; Coho Lane and 2 Perenosa Drives
for example. It was the consensus that Alta needs to know which trails are existing and
which trails are proposed.
Pete Cummiskey lives in Bells Flats and there are trails that aren't recognized as trails
which are the Russian River, Sargent Creek, and Salonie Creek but they are in fact
recreational corridors used by fisherman and lots of people in the wintertime for skating or
cross country skiing. His concern is access to them. There are accesses that have been used
for years which some of them are extensions of old military roads. His main concern to get
up the Russian River up towards the canyon the road goes down and dead ends, the gravel
pit is there then there are a few houses and the military road went further but at some
point it wasn't being maintained anymore, and then houses started being built. There's an
old road that continues which he believes there should be an easement there. At the end a
house was built and since that point the landowner has RV's and all sorts of things blocking
this access. He expressed concern about the access or easement so you can access the river.
He also showed another area off the end of South Russian Creek thatt kind of dead ends and
people access it. He's heard that people there want to block access to the river and this is a
natural, easy access to the river with a vehicle. There's also the access to the Jack Lake area.
These rivers are recreational corridors that are used by a lot of people and having access to
them from various points along the road system is a traditional use, those trails have been
used for years and years and he just doesn't want to see that access blocked.

Dvorak explained that would be a Bob Scholze, Borough Land Manager issue since it's more
of a trespass issue. Jack Maker, Code Enforcement Officer if its a junk vehicle issue.
CHAIR SIROFCHUCK said these are issues that we should address in the plan.
In response to EX- OFFICIO MEMBER JANZ' inquiry of is there a trail that comes out at the
end of where it winds down past Strawberry Fields, isn't there an old road that comes out
to the highway, Cummiskey said you used to be able to drive vehicles down there,
Panamaroff Road use to connect back to the highway.
COMMITTEE MEMBER SCHROEDER said they just cleared it again when the culvert was
replaced but it has a gate across it now.
CHAIR SIROFCHUCK encouraged people to continue to submit their comments which can
also be done on the trails plan website through the link on the borough website.
NEW BUSINESS
There was no new business.
COMMUNICATIONS
A) 511 - 004. Request preliminary approval, according to KIBC 16.40, of the subdivision of
Lot 1A -3, U.S. Survey 2878 creating Lots 1 through 7, U.S. Survey 2878; and,
Creating a 60 foot wide private roadway easement to provide access to said lots.
Dvorak said this is the Ecklund's subdivision which he already vacated several lots that
were larger and less efficiently laid out. Now he's come back with the revised proposed
layout creating 7 new lots and proposing a private road cul -de -sac that connects to the
highway.
During discussion a pedestrian easement between Lots 5 & 6 from the cul -de -sac.
COMMITTEE MEMBER SALTONSTALL MOVED to recommend the 4 foot pedestrian
easement between Lots 5 & 6.

REPORTS
The next Parks & Recreation meetings will be on December 28, 2010 at 7:00 p.m. in the KIB
Conference Room and January 11, 2011 at 7:00 p.m. in the KIB Conference Room.
Discussion of how to handle the conflicts between user groups possible like how they
handled the rules of the lake as a possible solution realizing every trail or situation is going
to be different and there can't be a fit all solution. If for example, we do something like the
rules of the lake and it doesn't work we can always bring it back to make changes.
CHAIR SIROFCHUCK stated we need to address this at the December 28th meeting, will we
have a quorum.
All members attending tonight will be at the December 28th meeting except COMMITTEE
MEMBER SCHROEDER.

CHAIR SIROFCHUCK said he's supposed to be leaving town on January 11th but will try to
change his ticket. Sirofchuck will be asking to be excused from subsequent meetings
though.

Jim Eufemio thanked the committee.
COMMITTEE MEMBER'S COMMENTS
Casey Janz said the P &Z has just started having code re -write meetings and encouraged
everyone to go on the borough website to give your input and get on the mailing list if you
want to be kept updated on any new information.
Pam Foreman wished everyone Happy Holidays!
Hans Tschersich said he's not sure if he will be here in early January.
Patrick Saltonstall said he's happy Foreman stayed on the committee.
Andy Schroeder said the Assembly passed a resolution agreeing to maintain any bike path
built between Bells Flats and White Sands Beach. Getting someone to take responsibility is
a big step. Schroeder also said he won't be at the December 28th meeting but he feels there
should be a decision making conversation about user conflicts and try to resolve it.
Mike Sirofchuck asked Schroeder if he has any materials he would share with the
committee dealing with user conflicts that may be useful during our discussion.
Mike Sirofchuck reminded Janz that this committee worked on the Recreational Amenities
Ordinance and he hopes it gets folded into the code revision.
