CALL TO ORDER
CHAIR SIROFCHUCK called to order the November 23, 2010 Parks & Recreation Committee
meeting to order at 7 p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Patrick Saltonstall, Pam Foreman,
Andy Schroeder, Jeff Huntley, and Rick Lindholm. Excused members were Sandra West,
Willy Bethea, and Hans Tschersich.

MINUTES OF PREVIOUS MEETINGS
There were no minutes for approval tonight.
AUDIENCE COMMENTS AND APPEARANCE REQUESTS
OLD BUSINESS
A) Teleconference with Joe Gilpin, Alta; and
B) Trails Plan- Maps
Discussion of what maps will be in the finished printed document and the rest of the data
will be transferred to the borough which will be available to be displayed in any kind of
interactive format that comes out of this effort and would be available for further analysis
by the borough. The committee will be looking at the maps at their next meeting and let
Gilpin know what they decide. Some committee members felt there should be some
motorized vs. non - motorized, and a good easements map with a good narrative description
of each easement. There was consensus to place the BLM packet in the appendix.
Discussion of recommended code changes. Gilpin suggested what they're attempting to do
is add trails, easements for trails, and definitions. An earlier Parks & Rec discussion was
that our strategy will be to lobby the Assembly to follow through with whatever the
recommendations are. It should be straight forward so it should be a way to get quick
movement on implementing the plan. Gilpin said we looked at the urban area Kodiak and
provided an initial list of recommendations for urban trails within the city. There should be
2 maps; one map is called Proposed Trails Kodiak Urban Trail Classification that shows

what classification we're talking about, and we have some sidewalk recommendations in
there that were predominately based on the public meeting. We looked at the maps and
comments received from the public and tried to accommodate as much of that as possible.
We're also looking at a light version of a complete streets policy that basically says that if
the city or borough is doing any major road reconstruction to consider putting in
pedestrian and bicycle facilities along that corridor as they rebuild or construct new
corridors. If anyone has any ideas email them to Gilpin. Saltonstall stressed that all the little
neighborhood connectors are all very important. Cassidy will identify those areas on GIS
and send it to Gilpin. Gilpin stated that he needs to provide another map that shows
existing proposals overlaid with the existing trail network.
Cassidy will put out a public service announcement asking the public to focus on urban
trails for the December 14th P &R meeting to help mark any existing or further proposed
neighborhood connectors.

A) Meeting Schedule:
The next Parks & Recreation meetings will be on December 14, 2010 at 7:00 p.m. in the KIB
Conference Room and December 28, 2010 at 7:00 p.m. in the KIB Conference Room
The committee discussed who should be notified of the December 14th meeting along with
running PSA's.
Cassidy said Duane Dvorak will be filling in for him at the December 14th meeting.

Mike Marion thanked the committee for having him at the meeting.
COMMITTEE MEMBER'S COMMENTS
Pam Foreman wished everyone a Happy Thanksgiving.
Andy Schroeder said the maps you got last week were totally hosed. He re- sorted all the
attributes for all 10,000 records right before he sent it to Alta. The colors were changed
also so you should throw away the old maps.
Rick Lindholm said the color codes are really hard to discern like Leisnoi and Natives of
Kodiak.
Patrick Saltonstall said some of land ownership is wrong; they always have Ouzinkie
owning the land on the other side of Sheratin Bay when they don't. It was BLM but they
gave it to Mental Health.
Mike Sirofchuck thanked everyone and wished them a Happy Thanksgiving.
