CALL TO ORDER
CHAIR SIROFCHUCK called to order the September 28, 2010 Parks & Recreation
meeting to order at 7:08 p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Jeff Huntley, Patrick Saltonstall,
Andy Schroeder, Sandra West, and Willy Bethea. Excused were Pam Foreman, Hans
Tschersich, and Rick Lindholm who were out for personal reasons. Ex- officio
members absent were Kevin Murphy, Ian Fulp, Dave Kaplan, Peggy Rauwolf, and
Brent Watkins.
A quorum was established.
Pam Foreman, Rick Lindholm, and Hans Tschersich requested to be excused for
personal reasons.
COMMITTEE MEMBER HUNTLEY MOVED to excuse Pam Foreman, Hans Tschersich,
and Rick Lindholm due to being out for personal reasons.
Community Development Department staff present was Bud Cassidy and Sheila
Smith.
APPROVAL OF AGENDA
COMMITTEE MEMBER SALTONSTALL MOVED to approve the agenda.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER HUNTLEY MOVED to approve the September 14, 2010
minutes.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
There were no audience comments and appearance requests.
OLD BUSINESS
A) Trails Plan Update
Cassidy gave an update on the Trails Plan.

COMMITTEE MEMBER SCHROEDER gave an update on the trails survey stating it's
about 95% complete.
Discussion of the trail options and acquisition priorities.
B) History of the Trails Plan
Cassidy said he wants to interview committee members who have had a long history
in the trails planning. There's a section going into the plan regarding the history of
the trails plan.
The committee also wants the proposed bike path added to the Trails Plan.
COMMITTEE MEMBER WEST stated the Coast Guard Facilities & Engineering is
designing and constructing a bridge over Devil's Creek with funding that Coast
Guard personnel donated to.
NEW BUSINESS
There was no new business.
COMMUNICATIONS
A) Resolution FY2011 -06 - 2011 CIP List
COMMITTEE MEMBER WEST stated the bike path estimate received from DOWL has
3 phases; Phase 1 is to the Coast Guard Base, Phase 2 is to Bells Flats, and Phase 3 is
to White Sands. The City of Kodiak is taking the portion from Pier 2 to Deadman's
Curve and the Borough is requested from Deadman's to the Coast Guard Base.
REPORTS
The next 2 Parks & Recreation regular meetings are on October 12, 2010 at 7:00
p.m. in the Kodiak Fisheries Research Center Conference Room and October 26,
2010 at 7:00 p.m. in the KIB Conference Room.
Mike Sirofchuck & Patrick Saltonstall requested to be excused from the October 12th
meeting due to they will be Elk hunting.
AUDIENCE COMMENTS
There were no audience comments.
COMMITTEE MEMBER'S COMMENTS
Sandra West told everyone they were doing a good job.
Jeff Huntley said he probably won't be here for the October 26th meeting as he will
be in Portland for medical reasons.
Patrick Saltonstall said he will miss the October 12th and 26th meetings but he
doesn't think he'll miss any more this winter. He is also happy that we finally picked
important areas on the road system.

Willy Bethea said not to believe the calendar when it says you have a meeting.
December's P &R meetings are wrong also.
Mike Sirofchuck thanked everyone for their work. Continue to communicate with
the public about the Trails Plan and let them know it is in progress and the draft will
be coming sometime.
Bud Cassidy said we have everyone that gave us their email address and what we
are doing is putting out a little blurb every so often. If you think of something you
want to pass on that is short and sweet like "stay on the trail" or something like that.
Let's take advantage of all the technology that we can.
Mike Sirofchuck said you could do one letting them know that we do a Trails Plan
Update at our meetings.
