Call to Order — 7:13 pm

Non - voting Member- Dale Rice, Fire Chief
Guests — Mike Martin, Jascha Zbitnoff
Citizens Comments — A new building will be constructed at the gravel pit /asphalt plant.
Mr. Martin wanted our input on the color of the building since the citizens will look at it
daily. After looking through a book of choice colors, the board agreed that gray would
look the best at a gravel pit.
Approval of Minutes —July 6, 2010
Motion: - Lee made a motion to approve minutes of July 6, 2010 as presented.

Fire Department —
(a) Energy Upgrades are scheduled — Local Electric, In progress, 6

(b) Tanker 23 Repairs — G Lee- Not Complete
(c) Fire Fitting Purchase — on hold - D Conrad
(d) Firefighter grant for 60k with 5% local for PPE /AFG- Dave -
Submitted
(e) Cost for new FY narrow- banding radios- in progress, application
for FCC in progress, retest for encrypted channels

(f) Apartment lease is up at the end of July- new lease being
modified - cleaning duties will be removed from lease, rent will be
$1200.00- Pending
Road Service —
(a) Nixon Ranch Survey — Burgey -same
(b) Brush Pile disposition — Brush Burned, asked the borough to
lease the property to us so we can have ownership of the
property. It would be useful to us to stage equipment for
contractor
(c) Snow Markers — Arndt - we are going to use fence post to mark
the ends of major culverts -No change
(d) Oct 09 Flood /FEMA Update— Conrad- S Russian Creek culverts
done, Panamaroff Creek will be complete by the 15`.
1. $174,379.00 expended in FY '10 on emergency repairs -
$67,306.57 we can bill for now. The service district will cover
the difference until Senate passes approval of FEMA funds.
2. FY '11 to date is $24,575.50. Panamaroff Creek bail -out &
extension of culvert on Gibbs project ($14,209.00 we may have
to pay)
(e) Outstanding work orders- All to be complete by 15Jul10.

3. Brushing- In Progress
4. Grading- In Progress
5. Ditches & Culverts- In Progress
6. Potholes- In Progress
7. Sweeping
(f) New culvert needed on Bells Flats Rd -need KEA to locate the
lines to see if a culvert can be put in -on work ordered yet, project
on hold
(g) Need better communication with local utilities so work can be
coordinated -KEA doing more work without notifying the board.
New Business —

a) Anchorage FD can completely overhaul Tanker 23 for 20 -40k-
Dave Conrad will get more info
b) Firehouse expansion - additional funding needed
Road Service Area —
a) Seasonal Maintenance work orders- Waiting on invoices from
May and June to see where the budget sits -We need a work
plan for Noch Dr.
b) Word orders -
a. Gravel and topping -start immediately- expend up to 40k
