I WOMENS BAY SERVICE AREA BOARD — L P L I, SEP 2 1 2010 �✓) REGULAR MEETING I July 6, 2010 L BOROUGH CLEWS OFFICE I Call to Order — 7:15 pm Members Present —David Heitman, Dave Conrad, Amanda Henderson, Scott Griffin, George Lee Excused — Jessica Horn, John Isadore Non- voting Member - Dale Rice, Fire Chief Guests — Kevin Arndt, Russell Stewart Citizens Comments — Mr. Stewart wanted to share his concern for a culvert located on Russian Loop Road. The culvert is rusted through and it floods his lake due to the water flowing outside of the culvert. Also he had questions regarding the dry hydrant that was placed in his lake. Dave Conrad stated that the fire dept could come out and try the hydrant out, but the installation was never completed. Approval of Minutes —June 8, 2010 Motion: - Conrad made a motion to approve minutes ofJune 8, 2010 as presented. Seconded: Lee Roll Call Vote — Heuman -Yes. Henderson -Yes, Griffin -Yes Motion Passed - 5 Ayes, No Nays. Old Business Fire Department — (a) Surplus of Old E -21 — KIB Auction Date TBD- online auction ends July 19 (b) Energy Upgrades are scheduled — Local Electric, In progress (c) Tanker 23 Repairs — G Lee- Scheduled for July 9 at 430pm (d) Fire Fitting Purchase — on hold - D Conrad (e) 2 grants accepted Thursday night by borough totally 10k w /4k match. Money for wild land firefighting equipment. VFA check received, still waiting on RFA 1 (0 Firefighter grant for 60k with 5% local for PPE- Dave - Submitted (g) Cost for new FY narrow - banding radios- switch starts on the 12 -cost still unknown (h) Apartment lease is up at the end ofJuly- new lease being modified- cleaning duties will be removed from lease, rent will be $1200.00 Road Service — (a) Nixon Ranch Survey — Burgey -same (b) Brush Pile disposition — Pending (c) Snow Markers — Arndt- we are going to use fence post to mark the ends of major culverts (d) Oct 09 Flood /FEMA Update— Conrad- S Russian Creek culverts done, Panamaroff Creek will be complete by the 15` (e) Outstanding work orders- All to be complete by 15Jul10. I. Raisin Dr Drainage /Drabek- in progress, mailboxes moved 2. Signs -will be ordered the week of the 12 3. Brushing- In Progress 4. Grading- In Progress 5. Ditches & Culverts- In Progress 6. Potholes- In Progress New Business — Fire Department — a) Tone -outs by town are automatically coming to us- received a call out for Pasagshak- No mutual aid needed. Mr. Rice developed a list of our response zone. No board action needed b) If Tanker 23 is not repaired by Thursday, we can hire a mechanic c) Anchorage FD can completely overhaul Tanker 23 for 20 -40k- Dave Conrad will get more info Road Service Area — a) Seasonal Maintenance work orders- Waiting on invoices from May and June to see where the budget sits. b) Word orders - a. Gravel and topping -start immediately- expend up to 40k 2 b. New culvert needed on Bells Flats Rd -need KEAto locate the lines to see if a culvert can be put in -on work ordered yet, project on hold c. Need better communication with local utilities so work can be coordinated Board Member Comments: - a) Dave Conrad- Would it be financially beneficial for us to crush our own D I with a rented crusher? Kevin Arndt doesn't think so unless we had at least 10,000 yards of material Griffin made a motion to adjourn regular meeting at 8:45 pm. The regular meeting was adjourned.
