May 11, 2010 BOP OUCH CLERh'S OFFICE I Called to Order 7:45pm Members Present: Dave Heuman, Dave Conrad, John Isadore, George Lee, Scott Griffin, Jessica Horn, Dale Rice (Ex- Officio) Guests: Kevin Arndt (contractor), Mike Martin (Brechan Ent), Jascha Zbitnoff (Brechan Ent), Chris Zbitnoff (Brechan Ent) Citizen /Guest Comments: Mike Martin: here to improve communications between service board, residents and Brechan George Lee: Cited lack of communication between service board and assembly; lack of research and communication from the assembly Kevin Arndt: recommended modifying agenda to discuss road service issues pertaining to Bell Flats road, etc. Approval of Minutes from April 6, 2010 motion: Conrad second: Lee Conrad: motion to add to agenda discussion for issues affecting road service. Passed. Mike Martin: no further calls after first dust control applied (15K). Cited water truck availability made it difficult to react in a timely manner. Installation of RAP alleviated much dust. Stop sign installed at exit of pit. Educated all drivers to adhere to stop sign. Talked with drivers to proceed below speed limit, also police actions of other contractors using the pits. Will try to avoid maintenance noise on the weekends when not paramount to operations. Access has been limited. Crane removed. Installing a gate instead of cable. More brushing to improve visibility, Installing a night watchman. Camera system will be installed with night vision. Conrad: research was done without inclusion of service board. Advised borough that service board should be more involved in these decisions. The annual fee was never targeted at Bells Flats road. Important to work together for the remainder of the 9.5 year lease. Cited misconceptions about where the service district taxes are allocated. Griffin: explained the dissent is really aimed at the borough assembly not the service board or Brechan. Efforts to apply RAP to Bells Flats road was discussed. Kevin Arndt commented on the recent changes in availability of RAP from the state. Conrad commented on mil rate increase to add D1 to improve roads and add RAP to roads. Heuman commented that service board has been trying to negotiate RAP for 1 year. Brechan has ordered dust control additive. Also cites that grade of road amplifies water erosion. Anticipate mid June to apply D1 and chemicals. Will coordinate with service board to apply dust control after surface is improved and graded. Yascha Zbitnoff explained the application process. Conrad: paving Bells Flats road has been on the Federal capitol wish list for many years. Mike Martin: gave brief history and the on the development of the reclamation plan and why the decisions that were made came to be. Service board contractor will coordinate with Brechan for optimum application of dust control. Talked about C1 vs D1 Mike Martin: instituted a "no cell phone" policy for all drivers. Will be adding numbers to trucks and painting them all the same color. Also noted that the phone number is in the phonebook and that Brechan Ent is always responsive to calls Kevin Arndt: pointed out that more routine maintenance is needed on Bells Flats road. Yascha noted that berms on the side of the road need to be knocked down. OLD BUSINESS Fire Dept a)Surplus of Old E -21: information passed to borough for auction. Date TBD b) Energy Upgrades: waiting on Local Electric c) Tanker 23 Repairs: waiting to get to motorpool d) Fire Fitting Purchase: in progress e) Facility use agreement: Heuman to submit to borough f) 2 Grants: received grants to purchase wildland gear for $13,016 Road Service a) Nixon Ranch Survey: Tucker trying to get legal description from Burgey b) RAP: waiting on the state c) Brush Pile Disposition: no change d) Snow markers: looking for cheaper markers, lowest price so far $8 e) Kalsin Dr Drainage: Contractor received work order, no work to date, may do it this week, contractor handed another copy of work order f) Oct '09 Flood /FEMA Update: have permits for Panamaroff culvert, edge of Bells Flats road and S Russian Creek culvert. Work must be done May 15 -July 15. Road Service to pay for work, reimbursed by FEMA later NEW BUSINESS Fire a)Assistance to Firefighter Grant: turnouts from 1996, need new ones also need trailer pump for large fires cost about $40K. Grant is a 90 -10 Road a)Middle Bay Drive along with others need to be swept this year, has not been done for many years b) Brushing: Middle Bay /Sargent Creek and across from fire station need to be brushed this year c) Potholes: bad potholes on Russian Creek Road need to be patched. Mike Martin stated that Brechan Ent will donate the asphalt if Kevin Arndt does the work with a bucket and shovel. Asphalt plant should operate approx June 15. d) Signage: Horn will forward list of missing /needed signs to Heuman. Conrad to check with Tucker regarding the laws for stop vs. yield signs — Drive -By scheduled for Thursday to look at above problems- - BOARD MEMBER COMMENTS Horn: asked for permission to replant the flower bed surrounding the mailbox. Permission granted. Will purchase some plants from Strawberry Fields Griffin: thanked the Brechan crew and Arndt for attending the meeting Conrad: cars need to be out of the ditch along Cottonwood.
