MISSION 66 To provide quality service to the public in a fiscally responsible manner while fulfilling 67 Borough responsibilities and exercising powers required by Alaska Statute Title 29 and 68 the Kodiak Island Borough Code of Ordinances. KODIAK ISLAND BOROUGH GOALS 124 The Kodiak Island Borough was created as a regional government to serve the public by 125 financing and administering the primary functions of Education, Assessment and 126 Collection of Taxes, Land Use through Planning and Zoning, Mental and Physical Health, 127 and General Administration. Other services include Solid Waste Collection and Disposal, 128 Parks and Recreation, Economic Development, and Animal Control. It is our overall goal 129 to provide these services in an efficient and cost effective manner, taking into 130 consideration a staffing and funding plan that strives for public satisfaction. The following 131 strategies are designed to accomplish these goals and are modified annually to be used 132 as a foundation for the design and implementation of the Kodiak Island Borough's annual 133 budget. 134 135 V. KODIAK ISLAND BOROUGH'S CORE STRATEGIES 136 Overall strategic theme: To build and maintain credibility, trust, and accountability to the 137 public. We must continually work to improve our services and allocate our resources 138 wisely. Education Goals and Objectives 163 1. Pursue increased funding at the state and federal level to offset the local cost for 164 education. 165 a. Maintain a vigilant and active lobbying effort to ensure a strong voice for 166 education at the state and federal level. 167 b. Continue to actively participate and support regional organizations such as the 168 Alaska Municipal League and the Southwest Alaska Municipal Conference as 169 vehicles for increased funding for education. 170 c. Continue to support and pursue statewide Borough formation and school district 171 consolidation in order to create a fairer distribution of the cost of education. 172 d. Support legislative efforts to adopt a cost differential foundation formula program 173 that will address the additional cost of education in rural areas. 174 e. Encourage the Legislature to forward fund education. 175 176 2. Continue to improve on our positive and cooperative working relationship with the 177 KIBSD to maximize efficiency and positive outcomes. 178 a. Annually review all in -kind projects and operations prior to budget preparations by 179 both bodies, and stipulate service types, levels and agreed costs and financial 180 plans. 181 b. Annually review with KIBSD all facilities and generate a comprehensive needs 182 and condition survey for incorporation into Item A.2.a. which documents a short 183 (one year) and long (six -year) plan to address funding, staffing, and projects that 184 address any deficiencies for each facility. 185 c. Create a long -term fiscal plan for budget purposes that deals with the contribution 186 cap and the fiscal shortfalls projected that minimizes negative impacts on school 187 district operations and ensures solid educational programs and adequate 188 maintenance and operations of school facilities. 1 This adopted power is restricted to Hospital and Mental Health services only. Continue with the current momentum towards addressing the physical condition and 193 safety needs of educational facilities to ensure safe, healthy, and well- maintained 194 facilities that are conducive to a positive learning environment. 195 a. Develop and proceed with the planning, design, and construction of school and 196 related capital improvements as approved by the voters. 197 b. Continue to seek funding for student safety projects including safe student access 198 to school facilities. 199 c. Seek additional funding for capital improvements approved by the voters and not 200 yet constructed due to significant construction cost increases since voter approval 201 and sale of bonds. 202 d. In conjunction with the school district, develop program plans that will improve 203 facility maintenance, renewal, replacement, and guide facility planning into the 204 future. 205 e. Develop a funding strategy that assures maintenance needs are adequately 206 funded. 207 f. Support vocational educational programs that address regional needs and include 208 a cooperative effort between educational providers and employers. This endeavor 209 could include renovating the existing voc -ed space to create a community voc -ed 210 facility that is designed to integrate the program needs of the KIBSD and the 211 Kodiak College in their efforts to prepare students for entry into the workforce. 212 Continue to support vocational opportunities and training. 213 g. Continue to work with the Kodiak Island Borough School District in the "Career 214 Pathways" program to ensure student needs are met and to coordinate with 215 Kodiak College. 216 217 B. General Administration and Finance Goals and Objectives 218 1. Create a long -term fiscal plan that incorporates KIBSD funding, renewal, replacement 219 and maintenance costs for all Borough operations including enterprise funds. 220 a. Create a Tong -term fiscal plan to produce a reliable and comprehensive plan 221 reflecting assumptions and fiscal projections under the current fiscal and political 222 environment. This plan should include sustainable and cost effective guidelines. 223 224 2. Continue to provide reliable and competent accounting services to all Borough 225 departments and outside agencies. 226 a. Maintain timely reconciliation of all accounts. 227 b. Pay all bills promptly. 228 c. Prepare a comprehensive annual financial report that meets the standards of the 229 Government Finance Officers Association. 230 d. Prepare accurate and timely monthly financial reports. 231 e. Keep accurate records of all Borough fixed assets. 232 233 3. To professionally manage the Borough's cash and investments to include the corpus 234 of the Facilities Fund. 235 a. Manage the Borough's investment portfolio to: 236 i. Protect the investments of the Borough. 237 ii. Provide liquidity to pay ongoing obligations of the Borough. 238 iii. Provide interest earnings to help defray the use of property taxes. Be proactive in the detection and prevention of fraud. 242 243 4. Provide a comprehensive risk management program for the Borough, including the 244 school district. 245 a. Identify all property that needs to be insured and determine appropriate values 246 and deductable limits. 247 b. Evaluate risk management coverage and financial condition of various insurers 248 and re- insurers. 249 250 5. Prepare a budget each year for adoption by the Borough Assembly. 251 a. Ensure the Budget meets the standards set by the Government Finance Officers 252 Association. 253 b. Ensure user fees cover the actual cost of providing the service unless a lower 254 level of funding has been approved by the Assembly to minimize general fund 255 subsidies of special services. 256 257 6. Provide safe and efficient Management Information Services to staff and the 258 Assembly 259 a. Provide and evaluate new software and hardware for use by the Borough 260 employees and Assembly. 261 b. Insure safety of Borough records through timely and complete backups. 262 263 7. Maintain and expand our web site. 264 a. The web site should allow public access to meeting schedules, agendas, packets, 265 minutes, and review items. 266 b. The web site should allow public access to all Borough records that are not of a 267 confidential nature. 268 c. The web site should include access to a fully functional Geographic Information 269 System that can be manipulated by layers to show trails, wetlands, land 270 ownership, evacuation plans and additional links to other public resources. 271 d. Use technology to increase communication between Kodiak Island communities. 272 273 8. Maintain and expand our comprehensive Geographic Information System (GIS). 274 a. Extend the base map layer in the geo database beyond the road system to 275 include the entire borough. 276 b. Synchronize the GIS map with the property records in the assessing department 277 database, enabling the generation of maps displaying any given selection of legal 278 or physical property characteristics. 279 c. Set up a web server, to which the database will be copied nightly, giving the 280 public continuous access to up -to -date property records and user - defined maps. 281 282 9. Collect all Borough receivables in a timely manner using a uniform criterion. 283 a. Prepare and collect property taxes in an accurate and prompt manner. 284 i. Maintain a low inventory of tax - foreclosed property through regular sales that 285 minimizes negative community impacts. 286 ii. Ensure all properties are reviewed and selected for documented public 287 purposes prior to disposal in a timely manner. 288 289 10. Continue to work with municipalities and other service providers to increase 290 efficiencies and cooperation that will lower costs to the citizens. Continue to review and evaluate all options for providing superior services 294 through consolidation, annexation, unification or other methods that may 295 maximize efficiencies. 296 c. Enforce road service area powers and operations. 297 d. Educate the public on how a neighborhood fits into service area powers and 298 procedures. 299 e. Establish a process that would develop roads in a cost effective manner. 300 301 11. Continue to review and implement land management strategies for public owned 302 lands. This includes land sales that are in balance with the real estate market and 303 provide the transfer of developable public lands to the private sector in an equitable 304 and cost - effective manner. Reserve KIB land for public recreation (hunting, hiking, 305 berry picking, 4 wheeling, etc.). 306 a. Evaluate all Borough land on a regular basis and conduct a sale of land that is 307 appropriate for development and in demand. 308 309 12. Operate and maintain Borough facilities in a safe, healthy, energy efficient and 310 attractive manner that creates a positive environment for the community and ensures 311 safe and reasonable access for all citizens including the physically impaired. 312 a. Ensure lease rates of Borough facilities generate sufficient revenues to pay for 313 adequate operational and maintenance expenses. 314 b. Identify and seek funding sources to evaluate Borough facilities to ensure 315 earthquake survivability. 316 c. Ensure that all Borough buildings are brought into ADA compliance during 317 renovation. 318 d. Work cooperatively with local government entities to develop a sustainable 319 facilities replacement plan. 320 e. Ensure that all borough buildings are brought to maximum energy efficiency. 321 322 13. Develop and implement a methodology to systematically review and evaluate 323 Borough operations. 324 a. Conduct an Annual Strategic Planning Session. 325 b. Review and update the Personnel Rules and Regulations. 326 327 C. Tax Assessment and Collection Goals and Objectives 328 1. Continue to provide a comprehensive taxation and assessment program that is fair 329 and equitable for all citizens that assesses values of all properties at market value 330 a. Review all forms of taxation to ensure 100% inclusion. 331 b. Continue to review the property inventory to ensure that property descriptions are 332 current and accurate. 333 c. Conduct field visit and revaluation of another one -fifth of the properties in the 334 borough, as part of the five year cyclical reappraisal program. 335 d. Audit selected business personal property accounts for completeness and 336 accuracy. 337 338 2. Review taxation options with an eye towards diversification of taxation in order to 339 spread the tax burden as much as possible and provides adequate funding to 340 accomplish the mission statement. Review taxation policies on commercial tourism activities. 344 345 3. Complete the implementation of the new assessing database and accurate 346 conversion of data from the old database. 347 a. Establish procedures to ensure consistency in data entry and management for 348 quality control. 349 b. Document all database functions as configured for Kodiak Island Borough. 350 c. Specify and calibrate land, cost, and depreciation schedules. 351 352 D. Planning and Zoning Goals and Objectives — Community Development 353 1. Develop a framework in creating a "sustainable Kodiak ", one that focuses on quality 354 of growth over quantity of growth. 355 a. Provide a process to make Borough land available in balance with the private 356 sector for quality growth to meet the demand of the community. 357 b. Develop a work plan that addresses the health and welfare of existing 358 neighborhoods by preventing their degradation and fosters their quality of growth 359 through the revitalization of their infrastructure, public areas as well as 360 encouraging private investment. 361 c. Develop a "Borough Energy Plan" in coordination with State energy planning 362 programs to address the high cost of fossil fuels with alternative energy sources 363 but located in areas that do not cause impacts to adjacent homeowners. 364 365 2. Create a quarterly joint review process with the Planning and Zoning Commission to 366 review existing issues and new initiatives related to planning and zoning. 367 a. Create an incremental training program and curriculum for Planning and Zoning 368 Commissioners that addresses both the legal and community responsibilities of 369 the Planning and Zoning Commission and recognizes the need for continued 370 talent and expertise at this level. 371 b. Facilitate the attendance of new commissioners to New Commissioners training 372 programs, along with subscription services to appropriate planning books and 373 periodicals along with building up the existing in -house media library. 374 c. Provide through the Borough clerk's office training for the proper and legal 375 process for meetings to ensure fair and equitable treatment of Borough citizens. 376 377 3. Maintain and update the Comprehensive Plan on a regular basis with public input and 378 review for update and incorporation of the various area plans. 379 380 4. Review existing zoning ordinances with a focus on minimizing the amount of zones 381 where possible to mitigate confusion and simplify zoning administration. 382 a. Review adopted subdivision codes (Title 16) and zoning districts (Title 17) to 383 ensure that they are appropriate and focused on the needs and direction provided 384 by the newly adopted comprehensive plan and provide a balance of uses. 385 b. Periodically review the inventory of public and private land that is available for 386 development by zoning district in order to determine whether there is adequate 387 land within the various zoning districts to provide for the needs of all borough 388 residents. 389 c. Review and analyze area zoning to determine the need and potential placement 390 of various zoning districts where needed to meet the diverse needs of all Kodiak 391 Island Borough residents. Review codes and work with and encourage the private sector to develop quality 393 gravel extraction sources for the community. 394 395 5. Develop a Transportation System that is multi -modal and is interconnected with side 396 roads that create a system that makes it easy to travel around the community. 397 a. Review new subdivision development with regard to impact of traffic generation to 398 existing road system, bike trails, and public transportation. 399 b. Review existing parking requirements that are consistent with a thriving downtown 400 core area or other nodes of development. 401 c. Incorporate pedestrian (bike and walking) trails along with new road construction. 402 403 6. Work with the U.S. Census Bureau to accurately account for all residents living in 404 Kodiak during the upcoming census. 405 a. Review U.S. Census Bureau maps to accurately identify the location of cities, 406 villages, and other groups of residents (i.e. Russian Village, Village Islands, boat 407 harbor residents) 408 b. Coordinate with Census Bureau workers in their effort to locate houses, 409 neighborhoods, or subdivisions. 410 411 7. Oil and Gas Programs 412 a. Review and modify if necessary the "Tri- Borough Position Paper" on oil and gas 413 drilling in the Shelikof Straits 414 b. Incorporate into the Coastal Management Plan the ability to give the Borough the 415 maximum authority possible to govern its own coastal zone and resources and to 416 have a seat at the table on larger resource development issues that recognizes 417 the local use of local fish, game and subsistence resources. 418 c. Participate in the development of the Federal /State Kodiak `Subarea Plan" that 419 seeks to address Oil Spill and Hazardous Substance Release clean up, identifies 420 sensitive areas around the island, develops a contact list of responders and 421 develops Geographic Response Strategies (GRS) that develops tactics for 422 addressing oil in specific areas. 423 d. Support the sharing of Federal offshore oil and gas receipts with coastal 424 communities to provide for planning and implementation of coastal related 425 projects. 426 427 8. Continue to work towards high quality service delivery by encouraging the efficient 428 use of existing assets and by vigorously pursuing state /federal planning grants. 429 a. Seek out and utilize other State and Federal planning programs and integrate 430 them with existing Borough planning needs to maximize resources. 431 b. Take a stronger enforcement stance with the creation of an enforcement officer 432 position to enforce borough code including but not limited to zoning violations, 433 dumpster use violations, tree and other resource theft. 434 435 9. Monitor and review the Building Inspection Program to ensure a uniform, efficient, 436 and cost effective program for the community. 437 438 E. Emergency Services Planning — Community Development 439 1. Continue to work with the City of Kodiak and other emergency responders to provide 440 up -to -date emergency plans. Continue to seek out and implement grant programs to aid in funding the update 442 of emergency plans, responder's equipment purchases, and training 443 opportunities. 444 b. Provide opportunities to ensure that all emergency personnel and Incident 445 Command Center staff are fully trained to perform their tasks in the case of 446 emergency. 447 c. Continue to educate the public as to responses and procedures in the cases of 448 emergency. 449 d. Review and update tsunami sirens around Kodiak Island. 450 451 452 453 F. Community Health Goals and Objectives 454 1. Create long -term facilities Master plan for the Counseling Center. 455 a. Work with the consultant and advisory groups to create a long -term plan for health 456 facility maintenance and construction to serve the needs and changing 457 demographics of the community. 458 b. Seek additional grant and other funding opportunities. 459 460 2. Seek to acquire sufficient land to support future Hospital growth that is reflective of 461 the long -term facilities plan for the Hospital. 462 a. Utilizing the hospital master plan to seek to acquire sufficient land to serve any 463 future construction needs. 464 b. Work cooperatively with Providence to replace the care center with a new facility 465 that will meet the current and future needs of long -term care. 466 c. Work cooperatively with Providence to provide a rehabilitation service facility, 467 possibly closer to the hospital. 468 d. Seek to research all options in order to provide quality health care to citizens of 469 Kodiak Island. 470 471 3. Continue to advocate for appropriate full reimbursement of hospital costs and citizen 472 medical expenses by the State, Federal government, and Coast Guard in a fairer 473 manner. 474 475 4. Seek additional grant and other funding opportunities. 476 477 5. Advocate for the best health care in a coordinated manner with Federal, State, and 478 local agencies. 479 480 6. Work with other agencies in Kodiak to develop quality facilities for senior citizens. 481 482 G. Solid Waste Collection and Disposal Goals and Objectives 483 1. Implement the comprehensive solid waste management plan that addresses the solid 484 waste function for the next 20 to 50 years in a cost effective and efficient manner. 485 a. Continue to monitor the Solid Waste Rate Study. 486 b. Identify future site and begin site control planning processes for landfill expansion 487 area. 488 c. Continue to take steps that will extend the existing landfill site through 489 comprehensive recycling and other means for as long as possible without going 490 out of the current permitted area. Continue to investigate federal and state loans and grants to pay for lateral 492 expansion and closeout of the existing "footprint" upon closure. 493 e. Encourage KIBSD and Kodiak College to recycle waste and to add recycling 494 education to their education programs. 495 496 2. Evaluate and analyze the recycling program to create a Tong -term participatory 497 program and plan that is sustainable. 498 a. Adopt policy supporting reduction, re -use, and recycling of materials as preferable 499 to landfill disposal 500 b. Adopt policy and procedures requiring rate payers to recycle certain specified 501 materials 502 c. Develop a fee structure to give rate payers incentives to recycle i.e. "Pay- As -You- 503 Throw" 504 d. Commit to diversion goals of 25% by 2012 and 50% by 2020. 505 e. Negotiate a solid waste collection contract that supports recycling and other 506 diversion efforts to reduce the amount of solid waste in the landfill. 507 508 H. Parks and Recreation Goals and Objectives 509 1. Evaluate and identify those lands under Borough ownership that would be 510 appropriate for developed or passive parks and recreation facilities, with a goal of a 511 comprehensive Parks and Recreation Plan to guide future decisions. 512 a. Review urban areas for potential neighborhood pocket parks in areas of growth. 513 b. Develop standards for playground equipment and related improvements to ensure 514 the highest degree of utility at the lowest reasonable cost 515 c. Meet with the Parks and Recreation Committee on a quarterly basis. 516 d. Retain access to public lands for the enjoyment of all recreation users. 517 e. Create an interconnected system of multi use bicycle and pedestrian paths for all 518 residents and visitors. This trail system should link schools, parks and trails with 519 other destination points. 520 f. Complete the Recreational Amenities ordinance. 521 522 2. Complete a road system trails plan using public participation and existing trails with a 523 focus on a trail network that is interconnected and allows for minimum user conflict 524 and maximum use by all citizens. 525 a. The borough will maintain an inventory of the interconnected system of multi -use 526 bicycle and pedestrian paths for residents and visitors. 527 528 3. Encourage the Parks and Recreation Committee to move ahead with conceptual 529 plans for Mill Bay Park, End of the Road Park, and winter use of urban 530 lakes. 531 532 4. Seek land acquisitions or trades that would provide more public access to lands on 533 the road system. 534 535 I. Economic Development Goals and Objectives 536 1. Maintain vigilance and effective participation in fishery politics and legislation that 537 advocates for long -term preservation of landings of product to the Borough and 538 ensures any environmental restrictions on fisheries are based on sound science and 539 fairly reflect any socio - economic impacts on our region. Continue to work with the City of Kodiak and KFAC to pursue a comprehensive 541 and effective program that leads to sustainable and economically productive 542 fisheries that ensure the long -term health of the fishery habitat and ecosystem. 543 b. Find and work with industry representatives that have a regional and cooperative 544 focus to assist in the direction of efforts and resources in affecting fisheries policy 545 and legislation. 546 c. Determine and foster strategies to create a statewide force to offset negative, 547 incorrect, or misleading information about fisheries. 548 d. Create a Kodiak Fisheries and Oceanic Research Advisory Board to support a 549 sustainable Kodiak fishing industry and community interests to enhance 550 communication between Kodiak's public officials and research sector and to 551 facilitate communication among state, federal, and university researchers in 552 Kodiak. 553 e. Work with Kodiak Chamber of Commerce and other entities to actively promote 554 Kodiak's seafood and other products. 555 556 557 2. Procure and administer a consultant contract to develop an Island -Wide 558 Transportation Feasibility Study 559 560 3. Continue to pursue high quality telecommunications access through fiber optics and 563 Internet access to outlying areas. 564 a. Ensure that telecommunications are integrated into the long -term plans that allow 565 for maximum efficiencies and minimize redundancies through use of common 566 easements and infrastructure. 567 568 5. Review ways to promote, encourage, and support the development of 569 businesses and home businesses including those in the outlying communities. 570 571 6. Work with Kodiak Chamber of Commerce and Kodiak Island Convention Visitors 572 Bureau to promote quality tourism growth. 573 574 J. Animal Control Goals and Objectives 575 1.
