Old Harbor Capital Improvement Projects
1. Hydroelectric Power Project. $4.5 million This project is to provide a
clean renewable source of electrical power for the residents of Old
Harbor and possible opportunities for future economic growth.
2. Water Tank. $2 million. Require additional water storage for domestic
use and accommodate economic growth.
3. Dock and Harbor Improvements. $3 million. This project is to
include a redesigned small boat harbor to accommodate the charter boat
fleet and sports fishing industry developing in Old Harbor along with the
existing commercial fleet that works out of our community.
4. Airport Improvements. $450,000. The interests by commercial
carriers and in the interest of safety this project would provide for
lighting of the local airport and aid in getting the F.A.A. to establish an
instrument approach for this airport.
5. Industry Development. $300,000. This project is to work in concert
with the local Native Corporation, Tribal Council, State of Alaska, and
federal agencies to develop economic opportunities and provide for
stable full time local jobs in the Community of Old Harbor.
6. Multi -use sports field. $15,000. This project would be to develop an
outside site to provide a safe recreational environment for the residents
and school to conduct various sports and other outdoor activities.
7. Maintenance Equipment. $400,000. The City is in need of a dump
truck and D4 dozer in order to provide the necessary continued
maintenance of the landfill site, roads, and other public works that the
City has charge of.

worked well for the community, been a large savings of fuel vs diesel generation. The
community wishes to enhance this component of our generation facilities with the addition of
wind power. Spruce Island is located in an area with. high potential for wind generation. The
project is expected to take four phases to be incorporated into the present grid.
Analyze the two years of wind data collected in the process of site
investigation for the new air port. Expected expense 51000
Construct a site specific data collection wind tower for siring of wind
generation tower and generator. Expected expense $10,000
Construct and install generator and tower of estimated size of 50 KW.

moorage, boat haul -outs, commercial fishing gear storage, and shore based support services.
Sustainable emtploynnent would be cleated from the following;
1. Docking Cruise Ships and Alaska Marine Highway System Ferries_
2. Shore -Side Tourism Development
3. Shore- -Side Repairs and Maintenance of Commercial Fishing and other Vessels.
4. Shore -Side Fish Freezing/ Processing for Export
5. Alternative Port for U.S. Coast Guard and U.S. Navy Seals Staging Area, both for
Navy Seal training exercises and Homeland Security needs.
Ouzinkie h lust 20% of it's population in the past t m years, due to lost access to local fisheries

For over a hundred years, a fully employed community in the fishing and related industry,
Ouzinkie if no IN identified as a distressed community. The physical location of existing
facilities is alongside the Ouzinkie Narrows, the main channel between Kodiak and the Pacific
I tim shipping. Local development features include lodge access, whale viewing charters and
ther environmental sound enterprises, as well as salmon fishing and bear viewing charters.
Substantial initial investment by the Ouznkie Native Corporation has paid for preparation of
preliminary de sign and budget. Ouzinkie Native Corp is ready to donate land, rock, and tidoland
permits. This rrnject has support from the City of Ouzinkie, Ouzinkie Tribal Council, Ouzinkie
Native Corporation, and all three organizations have representatives on SIDCO's board of

Heavy equipment storage budding

building to store and work on the City's heavy equipment is needed to save the City expenses
iue to weather deterioration. The location of Ouzinkie on a peninsula by the ocean leads to
Leavy exposure of salt spray. Consequently the City equipment suffers unnecessary
'deterioration due to rust. At risk due to improper storage and ocean salt deterioration is a
350,000 bucket truck:, $ 50,000 dump truck, $100,000 Linkbe°t crawler excavator, a planned
acquisition of $200,000 sewage pumping truck, $20,000 welding and cutting; equipment, landfill
. naintenan.c equipment (drum crusher) $15,000 and misceliaueous other equipment that is
:recently suffering deterioration due to improper storage in a marine environment.
Ouzintde/Kodiak Hand Rural Training & Developmealt Center
$500,000
Ouzinkie has set as a priority the goal of developing a Rural Skill Center for the benefit of the
six villages on Kodiak Island. At the present time ongoing training for presently employed
r esidents is conducted in Kodiak, Anchorage, or out of state location. Some of these skills aye
certification level skills that require annual additional training to maintain certification. The
cost of Iran el end per diem to conduct the training for all of the existing needs in large urban
c enters is excesr:ive. The result is that because agency budgets are subject to present and future
restrictions, the available training sessions are minimized to the absolutely necessary sessions
mandated by biw.
It is our observation that having a training center in the village, with bread and breakfast type
facilities fc.r the participants, would broaden the opportunities available for both agency
programs and actual opportunities for residents that have employment skill needs that are
t urrently a :mtc't.

At the current time, certification levels are necessary for water treatment operators and power
>lant operators. ()winkle has funding available for installation of a new water treatment plant
that will involve polymer filtration and disinfection. This can provide the latest equipment for
"hands on training ", available following class room :instruction. We also have hydro generation,
liesel generation, and are gathering data for wind generation of power. The latest utility
• tpgrades v ill involve SCADA gathering of data and implementing power generation decisions.

What we desire to develop is center with a combination of classroom, shop area, presentation
theater, and living facilities for students and instructors. The intent is to keep the scale of
operation flexible and small in size so as to be able to adapt to changing vocations skill needs as
well as providing focused individual instruction, It is not the intent to replace existing
vocational skill centers but to make available at a affordable level to residents that may not have
the resources or the time available to attend training in urban centers. It is anticipated the
current agency training needs and desires will be enhanced and that present budgets will be
c'sirected more efficiently. It is anticipated that instructors from existing centers may be
encouraged to take advantage of off season opportunities to the benefit of Kodiak Island village
residents.

The City o: Oruinkie has not had available since on final construction in the 1970's material for
maintenance and repair of the village roads. Recent construction of a sewer project in the
village has required digging up the village streets, causing damage that is not restorable under
the constraints of the village sewer and water project budget. The net effect is excess wear and
damage to not only the village utility vehicles such as the dump truck, electric utility vehicles,
fire and ambulance services, but to the vehicles utilized by residents in the normal pursuit of
tenoned or vocational business. Several instances have been documented of not only individual
vehicles having cracked or broken frames, but also the heavy equipment such as the dump truck
used for d ' sewer project having a broken frame. Repair of this item requires sending the
equipment out of the village on landing craft at considerable expense for repair. Individual
t esidents can only afford to absorb their own personal losses. Excess wear and damage has been
voted on the grader used for snow removal.

tiaffic for the purpose of loading and staging of fishing or other equipment. Handicap access is

location of ozone treatment would be sited at the hydro station and would entail daily
monitoring of equipment. Increased access to the station in light of upgrades to the electric
distribution system require this access. The need is s. narrow gravel surfaced road suitable for
tguipmertt and four wheel drive pick up size equipment.
