Staff present were Nancy Galstad, manager; Judi Nielsen, clerk; and Nova Javier, deputy clerk. The work session started at 7:32 p.m. ASSEMBLY WORK SESSION May 12, 2005 - 7 :30 p.m. Borough Conference Room CITIZENS' COMMENTS (limited to three minutes per speaker) Nick Troxell said he was contacted by the City of Kodiak for a rate for car disposal. He gave them a rate of $216 per ton. Later he was informed that the Borough would dispose of the cars for $75 per ton. He spoke with Galstad and then with Bud Cassidy who explained that this was a once a year clean-up fee. He saw this as a $44,000 savings to the City. He felt it was unfair that the borough competed with small business. ITEMS FOR DISCUSSION 1. SCHOOL BOARD - Present were Betty Walters, Superintendent and Dave Jones, Finance Director Dave Jones provided a summary ofinformation regarding the school district's expenditure summary. Wells said the document was not received until today and the school district was required to have a budget that was adopted by the school board submitted to the Assembly and not just a summary. In the future she asked for a complete copy of their budget document. Walters said she would ensure that it would be provided to the manager in the future. Williams thought the format was very easy to follow. Walters said they intend to use a surplus of $110,000 for an English Language Specialist and a half time Special Education Autism specialist. Wells asked how the school district calculated the enrollment figures. Walters said there were several ways to calculate it; however, because of the transiency in Kodiak, the number is never quite correct. Walters also mentioned the shortage of class space. She said there was not a lot of flexibility especially with specialty classes. Tucker said he spoke with Walters and the board and about the need for one modular. Wells would like to know the additional operating cost outside of school district budget. Walters said the funding operating costs were in the budget. Assembly Work Session Page 1 May 12, 2005 Wells was uncomfortable voting on the budget next week with the uncertainties from Juneau. She would like to decrease the contribution so they would not go over the cap. She would like to flat fund the school district. Galstad asked for a clarification of the school district fund balance. Dave Jones said the fund balance was a carry over from last year. He noted included in their fund balance was leave payouts. He reported about a state survey of the school district facilities, he said the facilities passed with flying colors noting the age and shape of the buildings. He said the survey noted they were well taken care off, built well and maintained well. 8:35 p.m break, reconvened at 8:43 p.m. 2. BUDGET - SPECIAL REVENUE FUNDS Karl Short gave a description of the revenue sources. He was asked to add the Monashka Tract as an addition and he can get the value from Assessing department staff. He said he did not receive the Arts Council budget. Galstad reported on the North Star area road project funding. She said 1.3 M will come from the federal government, there was verbal commitment for .5 M from the commission, and 4.4 M from the legislature. Williams was glad to see there was not increase of mill levy beyond funding the bonds. Ranney agreed and was glad to have the opportunity to fund the school district to the cap. Wells was concemed about the process taken with the school district and about the Borough's fund balance. She said a few years ago, there were about 200 live births per year and now the average is 100. This would cause a huge impact to the schools. MANAGER'S COMMENTS Galstad received a letter from DEC that the violations at the landfill were corrected. The Kodiak Island Sportsmen's Association contract was signed. ASSEMBLYMEMBER COMMENTS Williams requested copies of work session notes. Wells was glad to be back. She noted that Quality Asphalt had a conditional use permit for rock extraction in Bells Flats. Abell noted the scheduled paving out to Stratman's, Anton Larsen, and White Sands Beach. He attended the SWAMC board of directors' retreat. No fisheries issues were discussed and he considered SWAMC to be a tourism group. Ranney referenced the Assessor's study. He attended the AML Spring Conference in Juneau with Selby. There being no further business, the Mayor adjourned the meeting at 11:05 p.m. Assembly Work Session Page 2 May 12, 2005 Taste of Alaska An opportunity at the Alaska Media Road Show October 16 -18, 2005, Whistler, B.C. The Alaska Travel Industry Association (ATIA) hosts the Alaska Media Road Show each fall. The Road Show brings travel writers and editors together in one place to meet with travel industry businesses and visitor bureaus from around Alaska. The Kodiak Island Convention & Visitors Bureau participated in Road Show in 2004 and will be attending again in 2005. This year, ATIA has introduced the idea of a "Taste of Alaska" dine around, providing an opportunity for 4 to 6 businesses or communities around the state to feature a local chef and his or her signature dishes. This is a wonderful opportunity for Kodiak to show off some of our wonderful seafood and possibly beef or buffalo to some of the top travel writers and editors around. Here's some info about the Alaska Media Road Show: The success of Alaska Media Road Show is not only in the high caliber of journalists who attend the event, but it also is the ongoing return on investment and publicity generated by afterward.
