Regular Assembly Meeting
May 15, 2003
A regular meeting of the Kodiak Island Borough Assembly
was held May 15, 2003 in the Assembly Chambers of the
Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 7:30 p.m.
The invocation was given by Captain Dave Davis of the
Salvation Army, followed by the Pledge of Allegiance.

Mayor Ledoux presented the Student of the Month Award to
Junaline Sagangan, a senior at Kodiak High School.
2. Proclamations
Assemblymember Branson read a proclamation declaring May
11 -17, 2003 as "Senior Center Week" urging all citizens to
recognize the special contributions of the Senior Center
participants, and the special efforts of the staff and
volunteers who work every day to enhance the well -being of
the senior citizens of our community. Evelyn Mortimer,
Senior Citizens of Kodiak Board President, accepted the
proclamation and thanked the Assembly for their continued
support:

Mayor LeDoux read the following proclamations:
May 9, 2003 "Child Care Provider Appreciation Day" urging
all citizens to recognize Alaska's child care providers
for their many achievements and their important role in
Alaska's future.
May 11 -17, 2003 "Law Enforcement Week" urging all citizens
to recognize the dedicated service provided by local peace
officers and to honor those officers who have sustained
disabling injuries or lost their lives in the performance
of their duties. Officer Raymond Ellis of the Kodiak
Police Department accepted the Proclamation.
Special Olympic's Local Summer Games urging all citizens
to join in the festivities associated with this event and
to recognize the contributions of the participants, and
the efforts of all involved who enhance the well being of
the Special Olympic's athletes in the community.
May 17, 2003 "Syttende Mai Day" urging all citizens to
participate in the festivities celebrating the culture and
heritage of Norway. Mayor LeDoux announced that she would
attend the celebration on Saturday at noon at the gazebo.
CITIZENS COMMENTS
Mark Ames phoned requesting a letter of support regarding
Alaska's officially designated 1867 -1967 centennial site.
Mel Stephens complained that after a recent Board of
Adjustment the appellant had to wait ten days for zoning
compliance.
Manager Carlson suggested that Mr. Stephens phone him. He
noted that the findings of fact were clear that replacing
the historic structure was what would be allowed.
COMM/TTEE REPORTS
Bill Hinkle reported that $45,000 was collected for the
BMX bike track and some of the fencing was removed. The
group was selling raffle tickets with a BMX bike, custom
golf clubs, and a Fender electric guitar as the prizes.
Assemblymember Branson said the Providence Kodiak Island
Hospital Board did a community needs assessment with the
McDowell group.
Assemblymember Razo attended the AML Board of Directors
meeting and reported that there was concern about creating
a statewide sales tax because municipalities had no
opportunity for input.
PUBLIC HEARING
A. Resolution No. 2003 -15 Establishing the Minimum
Amount of Funds to be Made Available From Local
Sources for the Kodiak Island Borough School
District for the Fiscal Year Beginning July 1, 2003
and Ending June 30, 2004.

Betty Walters, Superintendent of Schools, hoped the
Assembly would bring their funding to the cap. She had
questions about in -kind and real money. She understood
that the deficit was a state issue.
Dave Jones, School District Director of Finance, said the
budget crisis for the school district was state driven.
He felt it was important for the Assembly and School Board
to determine what in -kind was. If the pool remained open
and the Borough paid for it as an in -kind there would be a
loss of two additional teachers. He noted that it had
been six years since property taxes were raised.
Mike Milligan phoned to ask about the value of property as
the cap was based on the assessed value. He was willing
to pay more taxes to support the school district.
Mayor LeDoux closed the public hearing and reconvened the
regular meeting.
Assemblymember Razo said there was a commitment to fund to
the cap. He agreed that in -kind funding was important as
36 school district employees lost their jobs.
Assemblymember Heinrichs agreed there was a commitment to
fund to the cap. He had a concern about the pool and
suggested that a committee of Assemblymembers and School
Board members define in -kind funding by early fall.
Assemblymember Branson felt that was a good suggestion but
wanted a definition sooner.
Assemblymember Abell said the people in Juneau followed
the voters wishes to not touch the rainy day savings
account. He agreed with forming a committee.
Assemblymember Wells heard residents say they wanted to
pay more in taxes but the Borough could only fund the
school district to the cap. She suggested that residents
call their legislators and the governor to express their
willingness to pay more toward education.

seeing none, she reconvened the regular meeting.

Manager Carlson recognized staff members Bill Bissett,
Laura Casey, Sharon Nault, and Lauri Whiddon for earning
their respective degrees and certificates from Kodiak
College and reflected that they were wonderful assets to
the Borough.
Responding to Mr. Milliaan's comment, he said the assessed
property value just went above $1 billion and that the
state calculation goes through the local assessor.
Mayor LeDoux thought it was a good idea to form a
committee to determine in -kind. She enjoyed her trip to
Old Harbor to attend Aleutic Heritage Week and hoped to
attend high school graduations in the villages.
She shared a letter requested by JoAnne Goyne that was
prepared on behalf of the Assembly that supported the
Alaska Emergency Language Resource Bank, Inc.
Manager Carlson said he met with Ms. Goyne and understood
there was a complete Bank of translators on -line.
Assemblymember Razo worked on the incorporation for the
Bank and knew that Ms. Goyne helped people utilize
translators. He felt language could be a significant
barrier

70 -30 or 60 -40 for Municipal School
Construction Costs be Maintained for all
Municipal Bond Debt.

Manager Carlson noted that Assemblymember Razo suggested
this resolution requesting that the school debt
reimbursement be made to municipalities at the rate
approved by the Alaska Department of Education.

2. Resolution No. 2003 -17 Supporting Senate
Concurrent Resolution No. 12 Requesting the
Local Boundary Commission to Consider Borough
Incorporation for Certain Unorganized Areas.
Manager Carlson noted that significant areas of the State
were not supporting education at a local level.
Assemblymember Razo felt the resolution was consistent
with the Alaska Municipal League platform.
Assemblymember Stevens thanked Manager Carlson and Clerk
Nielsen for preparing the resolution. He was concerned
that communities outside the organized boroughs had
significant tax bases but did not pay for education.

After a five minute recess at 8:55 p.m., Mayor LeDoux

Kodiak Island Borough for the Expenses and

July 2003 and Ending on the Thirtieth Day of
June 2004 (2004 Fiscal Year Budget).

fiscal year 2004 budget.
Assemblymember Branson thanked Manager Carlson and staff
for a balanced budget.

vacant seat on the Citizens Board of Equalization.

CITIZENS COMMENTS COMMENTS
Scott Smiley appreciated the funding for the schools but
considered $8 million excessive. He suggested that the
School District provide proposed costs and actual costs.
He agreed that in -kind discussion was beneficial and hoped
it would be reported in the newspaper.
ASSEMBLYMEMBER COMMENTS
Assemblymember Razo congratulated Junaline Sagangan as the
Student of the Month. He urged residents to follow the
legislative session because Kodiak had many .issues that
could be affected. It concerned him when families leave
the community.
Assemblymember Abell appreciated the report from Mr.
Hinkle and his efforts to raise money and secure
volunteers to complete the BMX bike track project.
He hoped to see more involvement in the budget.
Assemblymember Wells attended the graduation ceremony at
the College. She wanted to schedule a meeting with the
Planning and Zoning Commission. She was concerned about
Mr. Lakings appeal and wanted an explanation of how
Jackson's Mobile Home park would have grounds for an
appeal.
Assemblymember Stevens attended the Pirelli Jacobs fiber
optics presentation which he saw as a very timely
opportunity. He congratulated the Student of the Month.
Assemblymember Bonney complimented Manager Carlson for a
job well done on the budget and that taxes would not be
raised. International Seafoods of Alaska would be closing
their doors and 150 people would lose their jobs. He saw
a need for stability on the waterfront.
Assemblymember Heinrichs thanked Manager Carlson for
preparing the budget. He requested a calendar of
timelines for placing a school general obligation question
on the October 7, 2003 election ballot.
He agreed with Dr. Smiley that the in -kind discussion be
reported in the newspaper.
He also appreciated Mr. Hinkle volunteering and organizing
donation for a public minded project.

Assemblymember Branson congratulated the Student of the
Month. She also thanked Mr. Hinkle for his efforts in
raising $45,000. She thanked Manager Carlson for a
balanced budget.
Mayor LeDoux announced that the Assembly would meet in a
work session on Tuesday, May 20 at 7:30 p.m. in the
Borough conference room; a work session on Thursday, May
29 at 7 :30 p.m in the Borough conference room; and a
regular meeting on Thursday, June 5 at 7:30 p.m. in the
Assembly chambers.
The Kodiak Island Borough Offices would be closed on
Monday, May 26 in observance of Memorial Day.
