2003-04-15 Special MeetingKODIAK ISLAND BOROUGH Special Assembly Meeting April 15, 2003 A special meeting of the Kodiak Island Borough Assembly was held April 15, 2003 in the Borough Conference Room at 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. There were present: Mayor: Gabrielle LeDoux Assemblymembers: Tom Abell Tuck Bonney Robin Heinrichs Absent: Pat Branson Greg Razo Wayne Stevens Nancy Wells comprising a quorum of the Assembly; and Pat Carlson, Borough Manager Judi Nielsen, Clerk Laura Casey, Assistant Clerk HEINRICHS, moved to excuse seconded by ABELL Assemblymember Branson. VOTE ON MOTION TO EXCUSE MOTION CARRIED Unanimous Voice Vote CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING PUBLIC HEARING A. Proposed Trinity Islands Paving District. WELLS, moved to direct the Manager to seconded by STEVENS prepare a resolution to determine whether to proceed with the proposed Trinity Islands Paving District improvement. Manager Carlson said the resolution would reflect any and all conditions if approved. He explained the different scenarios of assessed value. Mayor LeDoux opened the public hearing. Mike Nuaent requested that Bud Cassidy report on the estimated costs. Bud Cassidy, Engineering /Facilities Director, said the project consisted of road preparation, drainage, and a three inch thick asphalt paving. The Woodland Acres gravel to black top would cost approximately $850,000. The Trinity Islands gravel to black top would cost approximately $165,000. In response to Assemblymember Bonney, Manager Carlson said the cost for Trinity Islands would be approximately $3,200 per lot and the cost for Woodland Acres would be approximately $4,400 per lot. SPECIAL MEETING ROLL CALL CONSIDERATION OF MATTERS PUBLIC HEARING TRINITY ISLANDS PAVING DISTRICT Special Assembly Meeting Volume XXVIII April 15, 2003 Page 49 Craig Walton said Trinity Islands residents collected $79,000 to have Anderson Construction pave last year but the project fell- through. He asked to have driveway approaches added into the estimated costs. Manager Carlson said the Trinity Islands paving was a straight forward project and could contain bid alternatives. Scott Arndt said the Service Area No. 1 Board voted on the lot value assessment to determine the cost to each owner. He said they also discussed ten foot driveway approaches because gravel deteriorates asphalt. In response to David Horne, Manager Carlson said the cost was based on the lot assessment only. In response to Assemblymember Wells, Clerk Nielsen said the petition was signed by the owners of more than one -half in value of the property to be benefited by the improvement. Mayor LeDoux closed the public hearing. VOTE ON MOTION TO DIRECT Ayes: Abell, Bonney, Heinrichs, Razo, Stevens, Wells Noes: None Absent: Branson MOTION CARRIED Unanimous B. Proposed Woodland Acres Paving District. HEINRICHS, moved to direct the Manager seconded by ABELL to prepare a resolution to determine whether to proceed with the proposed improvement. Manager Carlson said this was the same process as the Trinity Islands paving project. He said the areas being subdivided would be incorporated into the resolution. Mayor LeDoux opened the public hearing. In response to Mike Nugent, Manager Carlson said the estimated cost was $850,000 and the State STIP program would not contribute. Andy Nault was in favor of the paving project. At his question, Manager Carlson said the $850,000 did not include driveway approaches and that combining this project with the Trinity Islands project was not feasible. Robert Johnson felt it would be difficult to afford the cost. on Lawhead was in favor of the project but wanted ten -foot driveway approaches included in the resolution. Michelle Powell felt the project was too expensive. In response to Ms. Powell, Manager Carlson said the area of paving was consistent with the Woodland Acres Streetlight WOODLAND ACRES PAVING DISTRICT Special Assembly Meeting Volume XXVIII April 15, 2003 Page 50 Service Area. He said the engineer's estimate would come from a bid process and that adding driveway approaches would be costly. Ed Coe was not opposed to the dollar amount. He urged the Assembly to address the issues of drainage and streetlights. James Pickett was in favor of the paving project starting this year. Scott Arndt said formal plans would be needed for the drainage issues in Woodland Acres, but Trinity Islands posed no problem and would probably be started first. Kiela Pickett phoned in support of the project. Deborah Merriman was concerned that the bid may be higher than anticipated. In response to Assemblymember Stevens, Manager Carlson said Service Area No. 1 Board was responsible for the maintenance of the Woodland Acres drainage. Assemblymember Stevens outlined that there were two more steps; going out for bid, and the bid itself. In response to Assemblymember Heinrichs, Manager Carlson said the resolution would outline the bid process and the different options. The Assembly generally wanted to hold a public hearing on the resolution. Mayor LeDoux closed the public hearing. VOTE ON MOTION Ayes: Noes: Absent: MOTION CARRIED ATTEST: Judith A.
