2002-28 Proposition C BondsA RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH REQUESTING SUPPORT OF PROPOSITION C - GO BONDS WHEREAS, school districts across Alaska are working hard to meet multiple challen. es, • _ _ • • .. - su • jec s an imp ementing the goals of the State of Alaska Quality School Initiative and the No Child Left Behind Act of 2001; and WHEREAS, school districts are also struggling to maintain, replace, and modernize their local school buildings; and WHEREAS, the twenty- second Alaska legislature passed and Governor Knowles signed HB2002, a $236 million general obligation bond package that will go before voters on November 5, 2002 as Bonding Proposition C; and WHEREAS, passage of Bonding Proposition C will trigger a school debt reimbursement program for school district bonds for capital and major maintenance projects in urban areas approved by local voters on or after June 30, 1999 and before January 1, 2005; and WHEREAS, the school debt reimbursement program will reimburse school projects at either 70 percent or 60 percent depending on whether the projects meet certain Department of Education and Early Development criteria; and WHEREAS, Kodiak Island Borough School District currently has multiple projects on our Major Maintenance list totaling approximately $13.4 million and our Capital Improvement Project list totaling approximately $15.6 million that will be eligible for debt reimbursement under Bonding Proposition C; and WHEREAS, with passage of Bonding Proposition C, school districts also have the opportunity to make additions to the Major Maintenance lists and the Capital Improvement Project lists and have voters approve additions before January 1, 2005; and WHEREAS, Bonding Proposition C, if passed, will help many rural and urban school districts and communities catch up with unmet school construction and major maintenance needs, NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that the Kodiak Island Borough endorses Bonding Proposition C and encourages Alaska voters to vote yes on Proposition C on Election Day, November 5, 2002.
