2002-04 Statewide AK Infrastructure ProjectsKODIAK ISLAND BOROUGH RESOLUTION NO. 2002 -04 Introduced by: Manager Carlson Requested by: Kodiak Electric Drafted by: Kodiak Electric Introduced: 02/07/2002 Adopted: 02/07/2002 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH URGING THE ALASKA STATE LEGISLATURE AND GOVERNOR TO SECURE FULL p. . , • RE PROJECTS WHEREAS, safe, reliable electric energy is an essential service for every resident within the state; and WHEREAS, a strong electrical infrastructure is essential for the economic development of the state; and WHEREAS, providing greater electrical energy capacity at a reasonable cost is a key ingredient to developing new industry in the state; and WHEREAS, increasing economic development will benefit the creation of good paying jobs and enhance the quality of life for families in the state; and WHEREAS, electrical systems are in need of capital project funding to enhance and expand the reliability and capacity of existing systems; and WHEREAS, high electric rates have hindered the economic development of many areas of the state; and WHEREAS, the community of Kodiak has been severely impacted by the fishing injunction on the Alaska trawl fleets and the general decline in the fisheries industry; and WHEREAS, the State of Alaska has a need to support the development and enhancement of its electrical infrastructure to promote future expansions, for the benefit of all Alaskans; and WHEREAS, the Alaska Legislature currently has before it House Bill 175, "An Act Making Appropriations under Article IX, Section 17(c) Constitution of the State of Alaska, from the Constitutional Budget Reserve Fund to the Alaska Industrial Development and Export Authority for Power Projects and to Fund the Power Cost Equalization and Rural Electrical Capitalization Fund, and Providing for an Effective Date ". Kodiak Island Borough, Alaska Resolution No. 2002 -04 Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that the Governor and the Legislature are urged to amend House Bill 175 to include either a grant or zero interest loan for $10,000,000 to Kodiak Electric Association, Inc. for the electrical portion of the Nyman Combined Cycle Cogeneration Plant. NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that the Governor and the twenty- second Alaska Legislature are requested to support full funding for statewide electrical infrastructure projects.
