1987-62 Supporting the Effective Monitoring of Off-Shore Processors.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING
THE EFFECTIVE MONITORING OF OFF -SHORE PROCESSORS.
WHEREAS. the Kodiak Island Borough is concerned that off-shore
processors are not fully paying all tax revenues currently due the State
of Alaska and local taxes on processing activities due municipalities,
and
WHEREAS, the Kodiak Island Borough is concerned that floating
processors are inadequately monitored for adhering to regulations on
their processing activities; and
WHEREAS, the Kodiak Island Borough wants to equalize the
requirements of on -shore and off-shore processors for accurately paying
taxes and complying with operating regulation.
NOW, THEREFORE, BE IT RESOLVED, that the Kodiak Island
Borough Assembly supports the State using powers granted in HB 355
(adopted 19(16 Legislature) to require off -shore processors to pay the
costs of having an on -board observer, and to require an observer on each
processor, mostly for the purposes of documenting tax revenues and
monitoring processor operating procedures; and
BE IT FURTHER RESOLVED, that the State contract with a
private organization such as Southwest Alaska Municipal Conference, to
manage the on -board observer program; and
BE tT FURTHER RESOLVED, that the observers to required to present
information to the appropriate party on enforcement concerns and violations of
which they have any knowledge or information.
